Law regulating boarding houses pushed in Nueva Vizcaya


BAYOMBONG, Nueva Vizcaya Lawmakers here are pushing for the enactment of a law regulating boarding houses as a measure to prevent the increasing incidence of teenage
pregnancy in the province.
Vice Governor Lambert Galima,Jr. said the proposed ordinance dubbed An Ordinance Regulating the Operation of Dormitories and Boarding Houses and Penalizing
Violators and for Other Purposes has been referred to the provincial boards committee on women and children, family relations and Overseas Foreign Workers (OFWs).
This was already tackled during the committee meeting chaired by board member Elma PInao-an Lejao where population program coordinators and representatives were
also in attendance, he said.

Cagayan gov wants


IPs participation in
local governance
TUGUEGARAO CITY, Cagayan Governor Manuel N.
Mamba here wants the Indigenous Peoples (IPs) to participate in local governance under his administration so
that the sectors needs and concerns will be addressed.
Mamba said he will give IPs the right to participate
voluntarily and let their voices be heard at all levels of
decision-making that may affect their rights, privileges and
heritage.
He said the creation of the provinces Task Force for
Equal Opportunities, in partnership with the Provincial
Social Welfare and Development Office (PSWDO), provides equal opportunities to all sectors including the IPs
to participate in local governance and other development
activities.
Meanwhile, the governor vowed to look into the issues and concerns raised by the various IP groups all over
the region during the 2016 Indigenous Peoples Summit
held here recently.
Mamba said he will seek the assistance of various
regional line agencies and other sectors to address the IPs

PNP recommends one village as drug-free

drugs.

Also known as the Safe Boaridng Houses Ordinance seeks to ban illicit activities inside boarding
houses, dormitories and apartments such as gambling,
use and trade of illegal drugs, prostitution and others that
are against the Revised Penal Code and special laws.
Galima said this will also enforce counselling as one
of the major roles of boarding house operators or managers to boarders who have problems, regularly communicate with the parents of their wards regarding the status of their children, provide first aid and hospitalization
if necessary and report untoward behaviors of their boarders to concerned authorities, among others.
The ordinance also requires boarders to follow curfew at 9 a.m., seek permission from their boarding house
managers and their parents when they sleep in other dormitories and apartments and refrain from doing illicit activities inside their boarding houses.
Once approved, the ordinance will be jointly implemented by the barangay, municipal and provincial council for the protection of children, Provincial Social Welfare and Development Office (PSWDO), Department of
Social Welfare and Development (DSWDO), Philippine
National Police (PNP), Bureau of Fire Protection (BFP),
secondary and tertiary schools and the Boarding House
Owners and Managers Association (BHOMA).
Violators of the ordinance will be penalized for not
more than P5,000.00 or imprisonment of not more than
60 days and P2,500.00 and 30 days imprisonment for
severe and less severe non-compliance with the
ordinances provisions.
The Population Commission (POPCOM) in a report
has tagged Nueva Vizcaya as ranked third in the prevalence of teenage pregnancy in Cagayan Valley. Ben Moses

PNP clears 45 NVizcaya brgys from illegal drugs


SOLANO, Nueva Vizcaya The Philippine National Police (PNP) has already cleared 45 barangays in the province of
illegal drugs.
Police Senior Supt. Leumar Abugan, PNP provincial director said the clearing of drug affected barangays is part
of the national governments Anti-Illegal Drugs Campaign to rid villages of illegal drug trade and use.
He said out of the 275 barangays of the province, 197 have been tagged by the PNP as drug affected, 78 are not
affected while 203 are in the process of clearance.
Abugan also said that from January to November 2016, they have conducted 176 anti-illegal drug operations
which resulted to the arrest of 210 persons and 255 cases were filed in court.
We have also made more than 100,000 visits to 2,849 drug users and pushers in our province, he said. Ben

Anti-crime head hopes

anti-crime head has expressed his optimism that
more police station chiefs
in the province will be recognized by the Police Regional Office-2 (PRO-2)
for their efforts in the fight
against crime and illegal
drugs.

hopeful upon knowing that
only the police station
chiefs of the cities of
Cauayan and Ilagan and
the towns of Jones and
Santo Tomas were commended by the regional
headquarters recently.
He said all the police
station chiefs assigned in
the province have exerted

their efforts in the fight


against illegal drugs and in
ensuring peace and order
all over the province.
Although there were
19 police chiefs who were
relieved recently from their
respective posts due to
minimal performance in
the fight against illegal
drugs, Atienza said there
are still 16 police chiefs
who have done their best in
the governments anti-drug
campaigns and in the maintenance of peace and security in their respective areas.

other police chiefs who
have excelled in their assigned tasks will be given
commendation, he added.

Dutertes tough call


A good reason for the still high level of trust the business
sector continues to give President Rodrigo Duterte, that is,
despite his wayward mouth, is the nearly complete reliance
he gives to his economic team, primarily on fiscal concerns.
Dutertes recent decision to defer the release of the initial
P1,000-hike in the pension of Social Security System (SSS)
members is that he said I
do not own the money and
going by the advice of his
economic managers was a
good sign that public money
will not be mismanaged, unlike before.
Duterte decided on the halt in the pension increase release
despite an earlier assurance from SSS chairman Amado
Valdez and even members of Congress that funds will be
made available to allow for the staggered raise in the SSS
pension.
Duterte said the decision to defer the pension hike which
members of the state fund have been clamoring for since the
previous administration was made after a long debate but
the economic managers are having their doubts and they want
to talk about it again.
In a December 15 memorandum to Duterte, Finance Secretary Carlos Dominguez, Budget Secretary Benjamin Diokno
and Socio-economic Planning Secretary Ernesto Pernia
warned that without an accompanying upward adjustment
or restructuring of the contribution rate, the proposed pension hike would unduly jack up the unfunded liabilities of
the SSS from P3.5 trillion to P5.9 trillion.
The three economic officials wanted the pension increase
halted and be made contingent on a corresponding adjustment in the contributions of employers, employees, self-employed individuals and volunteer members to save the state
pension fund from bankruptcy.
The memorandum recommended an increase in member
contribution from the current 11 percent of monthly salary to
17 percent to go with the pension hike.
The initial P1,000 across-the-board increase to P4,200 will
result in a 31.25 percent increase in the average basic monthly
pension of SSS pensioners equivalent to more than P32 billion additional pension benefits SSS has to pay.
While the pension hike was a campaign vow, he also, however, promised to take good care of the governments finances.

Honor Comes to Those Who Honor


AFTER a few minutes the genie said, How many lanes do you want

Ladies, honestly, there are times when we really dont understand.
But God has told us to treat you with special treatment.

Also, fellows, stay away from the weaker than you part. When
this was written, women had very few rights. In most cases, women
seem to be able to handle situations better than we can.
Also we are to honor other people. Psalm 8:4-5 what are mere
mortals that you should think about them, human beings that you
should care for them? Yet you made them only a little lower than God
and crowned them with glory and honor.
We are to honor each other. We are to recognize the great value
that God has placed on humanity. The word tells us here that people
have been crowned with great honor. Not just the rich people, not just
the intelligent people, not just the talented people, but all mortals, all
human beings.
The Jewish word for honor meant related to the appearance of an
object that is beautiful and instills awe. When God looks at me, my
beauty awes him. When God looks at you, your beauty awes him.
When God looks at that homeless person, his beauty awes him. When

these deaths under investigation, yet no cases have been reported solved. In this war, the
plight of those left behind
should be considered just as
important as the fight itself.
And this, I imagine, remains another leftover issue
that we hope will not be left on
the wayside as Duterte pushes
onward with his battle against

circumstances that He is the creator of everything. He is in control of
everything around us. He decides if you will receive compassion and
mercy. He gave you the health that you enjoy. He paid a high price so
that you can honor him by service and righteous living. God told the
prophet Isaiah, Iyes, I alonewill blot out your sins for my own
sake and will never think of them again. He blotted out your sins so
He could have a relationship with you, not because you deserved it.
To live a corrupt lifestyle brings dishonor to him.
Another way we honor God is with our giving. Proverbs 3:9 Honor
the Lord with your wealth and with the best part of everything you
produce.
The average Christian gives less than 3% of their income, 25% give
nothing at all. The average tip given to a server at a restaurant is 16%.
95% of diners feel obligated to tip. 56% tip in spite of lousy service. The
reason given; so that they would not be looked upon in a negative
manner.

Legarda: President Duterte signs P3.350T


Pro-People 2017 national budget
SENATOR LOREN LEGARDA today said that President Rodrigo Duterte has signed the
2017 General Appropriations Act (GAA) worth P3.350 trillion, the first budget of the new
administration.
Legarda, Chair of the Senate Committee on Finance, said that she is proud of
the work they have done for this budget, which is pro-people as it addresses the
most basic needs of the people while improving the countrys economic growth.
Through this budget, we aim to fuel hope and inspire our people to believe
in our collective future again. We have provided funds to ensure universal healthcare
coverage, free irrigation for farmers, free tuition in state universities and colleges
(SUCs), additional allowance for teachers, police and military, rice allowance for
conditional cash transfer beneficiaries, creation of drug rehabilitation centers, increase in prisoners subsistence allowance, pension for Post World War II veterans
and centenarians, among many others, said Legarda.
A leap in infrastructure spending is also one of the priorities of the 2017 budget given its indispensable role in poverty reduction, raising productivity, and in
spreading the benefits of economic growth, she added.
Among the highlights of the budget is the strong support for education with
the increased budget worth P8 billion for the Commission on Higher Education
(CHED) so that all college students enrolled in any SUC in the country will
not have to pay for their tuition fee.
The budget for SUCs was also increased to provide additional funds for
scholarship and capital outlay for all SUCs. College students belonging to family-beneficiaries of the Pantawid Pamilyang
Pilipino Program (4Ps) are covered by the Expanded Students Grants in Aid Program for Poverty Alleviation (ESGPPA); while those who are not part of the 4Ps can avail of financial assistance for educational purposes under the Student
Financial Assistance Programs (StuFAPs) both under CHED and SUCs.
