Construction of Over Head water tank at CH&F, Jhalawar.


SCOPE OF WORK AND SPECIFICATIONS

01. Scope of work: - It includes construction of RCC OHSR (INTZ TYPE) Capacity 200 KL and 20 M
staging at CH&F, Jhalawar, on contractors own design and Drawing (based on specifications
given in the tender documents) to be approved by the competent authority of the
Government/University Engineering College of Rajasthan within 15 days from date of work order
and its testing to the satisfaction of Engineer in charge on lump sum turn-key basis. Scope of
work shall also include clearance of site, fixing of C.I. puddle collars valves bends, (to be
arranged by contractor at his own cost) as per guidelines indicated in tender documents and also
to be subsequently given by the engineer in charge time to time. Material used for all piping
works for carrying water shall be of cast iron. (IS: 7181 mark) class "A" double flanged.

03 Capacity of the tank shall be the volume of water it can store between the designed full supply
level and lowest supply level.
04 The detailed structural design and drawing (including reinforcement detailing and bar bending
schedule) shall have to be prepared taking provision of dead load, water load, live load, seismic
load, wind load, point loads due to pipes etc and shall be checked for most critical condition
resulting for various load conditions. The design shall be based on no crack basis for water
retaining structures.
05 The design of container part should be based on working stress method (Elastic theory) and
concept of ultimate load theory, Limit state theory should not be used. However foundation may
be designed by adopting LIMIT STATE Method if desired.
06 In view of provisions in table 3 of IS: 456-2000, environment exposure conditions & should be
considered for the purpose of structural design and construction. Minimum grade of concrete,
minimum nominal cover value to be adopted, minimum cement concrete and maximum free
water cement ratio shall be governed on the basis of exposure condition classified in above.

However it is clarified that complete container part including roof and the staging shall be
constructed with mix not leaner than M-30. The Foundation beam, raft and the stair case may be
designed with C.C. mix M: 25.

Latest version of above standards should be adopted.


8. The design should be based on 28 days Characteristic strength of concrete. No increase of
strength with age beyond 28 days Characteristic strength of concrete shall be allowed in the
design.
9. Live load for design purpose should be adopted as under :For top dome

10. Though the SBC has been ascertained by the department as 15 tonnes /Sqm at 2.00 Mtr. depth,
but it is only for guidance rough estimation purpose. The contractor shall himself make
assessment of SBC for design purpose. Soil bearing capacity should be got tested by the
contractor in accordance with ISS: 1988-1971 (amended up to date) through an approved agency
(As decided by the design approving authority of the department) for which no additional
payment, shall be made by the department. It is clarified that actual design should be based on
lower of two values (As indicated in the tender document & as found by the contractor on actual
field test) and no extra payment/claim shall be entertained by the department on this account.
11. P.C.C. below foundation shall have average minimum thickness of 15 cm. The concrete mix
should not be leaner than M-10
12. M.S. ladders made up of M.S. angle iron 50x50x6 mm size, 375 mm wide with M.S. bars 20 mm
fixed at 300 mm center to center shall be provided inside tank as well as outside of the reservoir
from balcony to manhole. Out side ladder shall be provided with railing 900 mm high.
13. Providing and fixing water level indicator consisting of an approved G.I. float and iron counter
weight connected by steel flexible wire rope passing over frictionless aluminum pulleys will be
fixed wherever necessary. The scale shall be calibrated in centimeters and should consist of iron

sheet 20 gauge fixed over wooden planks with in angle iron frame of 35x35x5 mm and painted
with white enamel base and letters in black and red fluorescent paint.
14. 60 cm dia and 45 cm high ventilator is to be provided on top dome with prefabricated M.S.
cylinder made of M.S. angle iron of M.S. bar 10 mm (max mesh 50 mm) have a cover of 10 cms
top with 75 mm to 100 mm thick concrete slab and having 16-gauge wire mesh welded around
with vertical bars.
15. Providing suitable 60x60 cms square manhole at top of the tank with cover consisting of 50x50x6
mm angle iron frame and 4 mm G.I. sheet top with suitable lifting and locking arrangement at roof
top. It shall be provided with protection railing 1000 mm high of same specification as specified in
Para 28 of this document.
16. Cast Iron puddle collars (for inlet, outlet, wash out and over flow) shall be provided and fixed by
the contractor.
17. Cast Iron inlet/outlet/washout pipes with suitable no. of Cast Iron bends shall be provided and
installed/laid by the contractor. Boundary of inlet pipe line work for arriving at contractors liability
shall be at a distance of 1 mtr. From peri phary of tank foundation. Total pipe work including
jointing etc, within this boundary shall be liability of the contractor in this contract & jointing of inlet
pipe to the GI mains (provided by the department within this peir phery including all material).
The inlet pipe, bends, non return valve , sluice valves (2 Nos. 100 mm dia for out let and one 100
mm dia for washout) etc. required shall be provided by the contractor. The vertical pipe shall be
fixed with M.S. clamps (50 mm X 6 mm) (as per design given by engineer-in-charge.)
18. All the jointing work shall be carried out by double flanged jointing system. All jointing material
like clamps, nut bolts, and rubber sheet will be liability of the contractor.

20. Construction:a) The work should be carried out, strictly under the supervision of the Engineer in charge. The
construction material should be stored at the site of work in proper manner so as to prevent it
from deterioration or contamination. The material deteriorated or contaminated should not be
used. Safe bearing capacity of the soil at the site is to be got tested by the same will be submitted

to the department for justification before commencement of construction work. Minimum depth of
foundation shall not be less than 2.00 mtr below ground level. Contractor may be required to go
further deep if proper SBC is not encountered.
b) The concrete used shall be machine mixed and should be conveyed to the place of deposit as
rapidly as practicable in position. Aggregates and cement shall be proportioned by weight only.
The mixing shall invariably be carried out in mechanical mixer and in such a way, as to avoid any
loss of water or cement. No hand mixed concrete shall be allowed. It should be conveyed, placed
in position and compacted by suitable type of mechanical vibrator as rapidly as practicable but in
no case the time of compaction after mixing shall pass 30 minutes. Stand-bye concrete mixer and
vibrator shall be available at site. The concrete shall be cured properly by keeping it moist
constantly during three weeks from the date of casting.
c) All reinforcement to be used shall be of T. M. T. steel bars, ISI marked. Shall be clean and free
from loose mill scales, rust and coating of oil or other coatings, which may destroy or reduce
bond. Minimum size of reinforcement bar shall be 8 mm.
d) Only steel shuttering shall be used. Shuttering shall be new or in good condition without holes or
dents. It has to be approved by Engineer In charge. The individual elements should be in good
shape to ensure a gap free shuttering according to the drawings. Only approved shuttering oil
shall be used at site.
e) Honey combing has to be avoided by suitable shuttering and proper use of vibrators. Finishing
works on concrete structures shall only be done on the green concrete, with the use of
carborundum stone. All honey combed areas must be inspected by the Engineer In charge first
before starting any rectification works. In any case no cement slurry or plaster shall be applied to
concrete surface.
f)

Water used for concreting and curing shall be tested and approved. It shall be free from all
undesirable salts and other impurities and shall only be approved for concreting if it complies with
IS 456. Contractor shall make a temporary underground water reservoir of 3 days capacity. He
shall provide a diesel pump set and necessary piping arrangement to ensure proper curing.

g) It will be the sole responsibility of the contractor to ensure the quality and strength of materials
like cement, steel etc., before it is put to use. The contractor should get cement and steel tested
from any authorized and reputed testing center preferable from Govt. engineering college of
Rajasthan at his own cost and report-should be submitted to the department for judgment.
h) Aggregate used shall comply with the requirement of ISS-388-1970 and reinforcement shall
comply with the recommendation of ISS-456-978.
i)

Storage of material at site shall be in accordance with ISS 4082-978.

21. Testing of tank by filling it with water shall be contractors responsibility and date of completion
shall be reckoned from the date of satisfactory testing of the tank. Potable water for testing shall
be arranged by the contractor at his cost.
22. All exposed ironwork shall be painted with three coats of enamel paint of approved shades &
manufacture with initial coat of red oxide.

23. The tank will be painted with Exterior paint like apex of Asian paints of approved shade after
testing. The capacity of SR should be painted on body of tank. Water saving slogans shall be
painted as per advice of Engineer-in-charge in surface area of 6 sqm.
24. Suitable size concrete block in M-20 shall be casted under duck foot bend horizontal pipes.
25. No extra payment will be allowed for excavation in any type of soil encountered including hard
rock up to depth required for job and clearance of site, which should be seen by the contractor
before tendering.
26. Each sluice valve shall be provided with a valve chamber of 90cm X 90cm size. The walls may
be in stone masonry in CM 1:6, 45 cm thick duly plastered & neat cement punning. If desired 10
cm thick RCC wall may be constructed. Valve chamber shall be covered with R.C.C. precast
slabs, 15 cm thick & 20 cms wide.
27. Hand Railing: - Around the one side of platform, Balcony & both side on Stairs and landing shall
be consisting 20 mm internal dia medium B Class G.I. pipe in two rows. One at the top and
other at mid level and 1000 mm high vertical post 50 X 50 X 6 mm angle iron @ maximum 1500
mm C/C (At least Two vertical angles are to be provided wherever distance is less) with all
accessories like elbows, Tees, etc. including welding, threading and embedding in cement
concrete floor railing shall be protected against corrosion after welding.
28. Lightening Arrestor: - Shall be of copper bars 25 mm dia and 1000 mm long to be provided at the
top of OHSR. This is to be connected by aluminum Strip of 25 mm wide and 3 mm thick. This
conductor strip shall be connected to a 450 X 450 X 3 mm thick copper plate to be embedded
below the average ground level by digging a pit. The Earthing system shall comply with Indian
electricity rules and shall confirm to IS-3043. The pit shall be refilled by alternate layer of salt and
coke and balance shall be provided in the pit. Care shall be taken that earth pit does not sink.
29. At ground level below the tank & up to a distance of 1 mtr. From periphery of tank plinth
protection shall be done consisting of 15 cm thick stone soling, 15 cm thick c. c. of M-15 grade 40
mm size aggregate & 75 mm thick c.c. flooring with M-20 grade.
30. Electricity & water shall be arranged by the contractor if supplied by the dept. deduction shall be
made as per rules.
31. The entire safety of the OHSR shall be of the contractor at his own risk & responsibility.
32. The date of commencement and date of completion shall be counted from the date of approval of
design from the dept.
33. The design of OHSR should be got approved from any of the Govt. Engineering College of Raj.
state at his own cost, within the 15 days after issuance of the work order.
34. The contractor shall provide all test report of concrete steel cement etc. as required by the
engineer in charge at his own cost & samples taken by the dept.
35. The contractor must have the experience of construction of RCC OHSR of same capacity or
above staging.

SPECIAL CONDITIONS
1.

Sealed tenders are invited on percentage basis Item rates for the above work from the registered
Contractors of various departments which will be received & opened by ESTATE OFFICER
.................................at the time & date shown respectively at para 1 (e) & (f) in the presence of
those contractors who wish to be present.

2.

Earnest money as shown in para 1 (c) above shall be deposited in Bank draft payable to the
undersigned at Udaipur. No tender will be considered without E.M. Outstation Draft will not be
accepted.

3.

Rates/ tender premium quoted should be inclusive of all taxes and charges No. extra payment will
be made for any tax/ Duty Royalty / or other charge.

4.

For the item of works in 'G' schedule which have a reference to the B.S.R. of Rajasthan P.W.D. in
force on the date of opening of tender of the relevant Circle of P.W.D. shall be considered correct
and applicable in the case of any discrepancy.

5.

The Contractor shall bind himself/themselves to carry out upto 20% excess of the quantities
mentioned in the 'G' schedule at the rate quoted by him/them in this tender according to site
requirement.

6.

The Contractor shall bind himself /themselves to carry out upto 20% extra items of the 'G' schedule
amount of the relevant BSR at the rate quoted by him/them in this tender according to the site
requirement.

7.

The extra item or excess item may exceed the limit of 20% if mutually agreed.

8.

Work shall be done as per P.W.D. Rajasthan Standard Specifications which may have been in
force from time to time and measurement will be done accordingly.

9. Decision of the Vice-Chancellor in matter of dispute shall be conclusive, binding & final.
10.

Contractors are supposed to see the site conditions and quarries. No payment shall be allowed on
account of any lead whatsoever.

11.

If the contractor fails to commence the work within a period of 7 days of the receipt of the work
order it shall rest, with the University to forfeit his earnest money.

12.

Condition of any sort except as provided in the printed form P.W.D. MF-54, amended upto date will
be entertained. The condition in lieu with from P.W.D. MF-64 will be binding on the contractor.

13.

The connection for water shall be obtained by the contractor from PHED if the water is supplied by
the University 1% of the amount of the bill will be recovered from all the bills.

14.

The connection of Electricity shall be obtained by the contractor from AVVNL & if University supply
the electricity the meter shall be provide by the contractor so that actual charges shall be recovered
from the bills.

15.

Any conditional tender's are liable to be rejected.

16.

The offer shall remain valid for a period of four months reckoned from the date of receipt of tender.

17.

The tenders before submitting their terms and conditions to execute the work must carefully go
through the prescribed Contract Agreement of the University Successful tender shall be required to
enter into an agreement with the University as per general conditions laid therein.

18.

Contractors should sign each page of the Tender document including terms and conditions
incomplete tenders will be rejected.

19.

The University reserve full rights to reject any or all tenders without assigning any reason.

20.

If there is any variation in general terms and conditions of the tender, conditions of contract and
special terms and conditions, then the provision in special terms and conditions shall prevail.

21.

Disputes if any necessary legal proceeding if so arise by either of the party shall have to be lodged
in the court situated at Udaipur and not else where.
