Faceless Criminals
On September 12, 2012, President Benigno Aquino had signed Republic Act No. 10175 otherwise known as the Cybercrime
Prevention Act of 2012. The controversial cybercrime bill before is now enacted into a law. But the big question is how effective
or enforceable the new law will be? Could it penalize the cybercriminals in the boundless world of web?
The Cybercrime Law is not yet effective even though the president had already signed it. The law takes effect 15 days after
its publication in the Official Gazette and in two mass-circulated newspapers. Agencies will be created to carry it out and lay
down implementing rules and regulations in 90 days after its signing by President Aquino.
The Cybercrime law provisions to penalize the internet users who will put offensive statements and imminent threats on the
web. Freewheeling bloggers, commentators, repliers and others who write in the internet that intends to malign other people is
subjected to libel.
According to Article 353 of the Revised Penal Code, the law defines libel as a public and malicious imputation of a crime,
or of a vice of defect, real or imaginary, or any act, omission, condition, status or contempt of a natural or juridical person, or to
blacken the memory of one who is dead. Under Article 354 of the Revised Penal Code, it states that libel can be committed by
means of writing, printing, lithography, engraving, radio, phonograph, painting, theatrical exhibition, cinematographic exhibition
or any similar means.
The term similar means is vague. What does it mean? The law does not directly imply that computer or internet is included
in the means of libel. This law is created a long time ago where computers doesnt already exists. This 80- year old law raises so
much ambiguity. How could the law punish an internet user who committed libel, if the law was not vivid on the constitutions it
has stated? In 1932, where computers are not popular, legislators that time would
JL: What or who gives you the determination to pursue and do everything you want to do in spite of many hindrances you are
facing?
GL: Firstly, my father and my younger brother and sister. And of course some friends in and out of the school also give me
strength and encourage me as well.
JL: Who influence you the most?
GL: I believe its my father. You see, whenever I see him fishing and sweating because of a hard work I am being inspired.
Marinduque is one of the 7,107 islands of the Philippine archipelago with a total land area of 300,000 sq.km. The island province is located some 137 nautical miles from Manila and is accessible by water and air transport.

fine sand of its Maniwaya and Tres Reyes Islands matched those of the world famousBoracay Island.
And also the island province prides itself as being the geographic center of the Philippines. Some islands around the province claimed of being the center of the Philippines before. But the claim to be the geographical center of the Philippines has received notice and support from the
National Mapping and Resource Information Authority (NAMRIA). The Luzon Datum of 1911 in Marinduque is used as point number one for all map makers in the county. It is located on the highest hill at the northwest point of Marinduque. It is in a commanding location seing a hundred
miles of the coast of Luzon, much of the north and west coasts of Marinduque, the coast of Mindoro and other islands. The station mark is the center of a hole 1.5 centimeters in diameter and 6 centimeters deep, drilled at the center of a triangle 16 centimeters on a side, cut in a hard rock.
Reference mark is on a hard, white boulder of about one cubic meter in volume, standing 80 centimeters above the ground and 90 cm. higher than the station.
The Luzon Datum National Landmark was unveiled las August 09, 2011 at Hinanggayon, Mogpog, Marnduque. The provincial government of Marinduqu was too proud the claim the recognition as the center of the Philippines.
