38th ANNUAL MEETING OF LMOA MEMBERS, Saturday, June 26, in the Clubhouse
The meeting will be called to order at 10AM in the Faulconer Room. After a quorum has been established (at least 927
members represented by proxy or in person), the meeting will be recessed until 1PM.
From 10AM to 1PM, eligible members may vote by ballot. Only the following members will be eligible to vote by ballot:
1) members in good standing who did not vote by proxy by the deadline of June 18; 2) members in good standing who
voted by proxy but revoked that proxy before the deadline and did not vote another proxy.
The meeting will be called back into session at 1PM in the Terrace Room to complete the business of the meeting,
including reports, recognitions and declaration of the voting outcome. Members are welcome to attend. Time will be allotted
for member comments of not more than five minutes per member on any topics related to Lake Monticello. Advance sign up
is required; a sign-up sheet will be available in the Terrace Room before the meeting is called back into session at 1PM.

SPECIAL OPEN SESSION BOARD OF DIRECTORS MEETING FOR ORGANIZATION & ORIENTATION will be held on Mon.,
June 28. The meeting will be called to order at 7PM and go into executive session with Association legal counsel Frank Buck for a
discussion on legal and litigation matters. The meeting will reconvene in open session not earlier than 7:30PM in the Terrace Room.
The agenda is expected to include:
y Election of Officers for 2010-2011 Board year
y Legal Counsel addresses the Board
y Member Comments on agenda items (5 minutes each)
y Steering Committee Appointments
y Bank Resolutions
y 2010-2011 Board Meeting Calendar
y 2010-2011 Board & Committee Chairs Meetings
y Appointment of Assistant Secretaries & Assistant Treasurers
y Orientation Roundtable Discussion
Time will be allotted for member comments of not more than five minutes each on the agenda items only. Please sign up on the sign-
up sheet provided before 7:30PM.

HIGHLIGHTS OF JUNE 24 BOARD OF DIRECTORS MEETING


y Authorized the Association attorney to negotiate a pending legal matter.
y Authorized opening a Lake Reserve account and adding internal controls related to the resolution, as recommended by the
Investment Committee.
y Accepted the 2009 independent audit with amendments to set the current ERA principal at $6,652,886 as of December 31, 2009, and
correct references to the principal throughout the audit report.
y Amended PM 16.17, Solicitation & Contract Review Committee Charter, to remove text allowing the Director of Contracts to be a
voting member of the committee.
y Amended PM 4.02A, Financial Management Policy, to include storm recovery costs among items covered by the Improved Property
Fee.
y Agreed to make the legal opinions related to use of the Improved Property Fee available to members on request.
y Declined to amend PM 6.06, Facilities Rules & Regulations: Boats, Marina and Boat Slips, to prohibit wake enhancers on boats. The
Board emphasized the importance of personal responsibility on the part of boaters using such devises and operators of small
watercraft such as kayaks and canoes. Directors urged consideration and cooperation between all users of the lake.
y Withdrew a motion to set the amount of the Improved Property Fee for 2011. Members should take note that the amount of the fee
will be adjusted during the 2011 budget process to reflect the increase in the cost of trash collection and to cover actual costs of other
services covered by the fee.
y Approved the 2011 budget preparation schedule. Guidelines for the budget process will be approved in July.
y Made appointments to two ad hoc committees on deer management: 1) Deer Contraception – Helena Arouca, Nancy Avers, Jean
Demarco, Jerry Passer, Burk Marks and Chris Roberson; 2) Deer Herd Control – Patrick O’Rourke, Eugene Rella, Valerie
Palamountain and Page Gifford.
SLICE GATE OPENING DELAYED: Police Chief Tom Boisvert reported on June 24 that the electronic entry gates at Slice Gate will
not be operational until security lighting deficiencies can be resolved. Motorists, please be alert to the gates going into operation at any
time.

LAKE MONTICELLO WILL CELEBRATE INDEPENDENCE DAY ON SAT., JULY 3: Join your friends and neighbors for Lake
Monticello’s traditional celebration of Independence Day. Lots of favorite activities will return, and new ones will be added. The
fireworks display will begin at approximately 9:15PM. Please follow restrictions on parking, etc. that are included in the special flyer
that will be delivered to mailbox cubbyholes this weekend. The flyer will include a detailed schedule of activities and highlights of the
special activities such as the 9th annual 5-K, lake swim, etc. The flyer will be available at the Clubhouse and online at www.lmoa.org
and Facebook.
 Volunteers needed for most activities. Call to sign up for an hour or more – 589-8263.
 Registration is required for some activities, such as the 5-K run and Lake Swim. Forms are available in advance at the
Administration Office and on the website at www.lmoa.org and Facebook.

GUEST ENTRY FOR JULY 3: Please make arrangements for your July 3 guests as follows:
y For more than 5 guests, please submit a list to the Main Gate, 24 to 48 hours in advance of their arrival.
y Please give your guests directions to their destination. Main Gate personnel will be very busy and will not be able to give directions.

LAKE SWIM: The traditional Independence Day Lake Swim will begin at 1PM from Beach 3 and end across the lake on the Main
Beach. Registration and check in will begin at 11:30AM and end promptly at 12:30PM at Beach 3.
Swimmers may not use flotation devices of any kind. Swimmers must pass a swimming proficiency test to qualify for race -- at the
Pool no later than 7PM on July 2, or at Beach 3 between 11:30AM and 12:30PM on July 3. For details, see registration form at the
Administration Office, online at www.lmoa.org or on Facebook under Lake Monticello Owners’ Association. Bring completed forms to
check in before the swim begins.

9TH ANNUAL 5-K LAKE MONTICELLO SPIRIT RUN: Runners, walkers and strollers, mark your calendars. This highly anticipated
annual event will begin at 7AM on Sat., July 3, as part of the big Independence Day Celebration. Late registration/check-in will begin at
6:15AM. The race begins at Bunker Ballfield, follows the cart paths on the first nine holes of the golf course, then back to the Ballfield.
Registration forms are available at the Administration Office and on the website at www.lmoa.org – just click on the link on the
homepage. Volunteers needed to help with registration, directions during the run and at the finish line. Please call 589-5637.

GOLF NEWS
y TRIAL GOLF MEMBERSHIP BEING OFFERED
Lake Monticello’s Golf Professional Mark Marshall has announced a new limited trial membership with reduced rates
on weekend afternoons of golf. He expects the program, effective July through September, will increase play and
give working families an opportunity to enjoy the course at member rates. Find details at

LMOA HOLIDAY SCHEDULE:


y Administration and ECC Offices will be closed on Mon., July 5.
y There will be no ECC meeting on Tues., July 6. July 8 is the deadline to submit applications for July 13 ECC meeting.
y Trash pick up will run on the normal schedule for July 5 -- 9.

EMERGENCY MEDICAL TECHNICIAN TRAINING: If you’ve been considering becoming a valued volunteer for the LM Rescue
Squad, this is your opportunity to get the training you need. Enrollment will be limited, so you must register in advance. Registration
sessions will be held Tues., July 13, at 6:30PM and Sun., July 18, at 4PM at 14 Slice Rd. Classes run Aug. 9 – Jan. 20 at a cost of

PLANNING COMMITTEE MEETING CANCELLED for July 1.

PLEASE RESPECT PRIVATE PROPERTY: The Marina Point Council of Unit Owners reminds Lake Monticello residents that Marina
Point is private property and asks that they respect the privacy of Marina Point owners on July 3 and at all other times.
FISHING PIER FUNDRAISING UPDATE: In a June 23 report, Bo’s Pier Group reports that $19,026 has been raised for construction
of the community fishing pier. That’s 76% of the estimated $25,000 required. Still more is needed to begin this community project. Send
your donations of any size to Bo’s Pier Group, 265 Turkeysag Trail, Suite 102, #130, Palmyra, VA 22963. Make checks payable to
LMOA, marked for the pier fund. Donation forms are available at the Administration Office and at

LAKE SAFETY REMINDER: The Lake Preservation Committee reminds residents that contamination of the lake can occur at any
time after heavy rains. Please protect your own health – avoid lake water contact for 24 to 48 hours after heavy rain or until any posted
restrictions have been lifted. Check for alerts at the beaches and the LMOA information resources on cable TV channels 10 (977) and
14 (978) and the LMOA website at www.lmoa.org.
