REQUEST FOR EXPRESSIONS OF INTEREST

Adaptation Expert for the Water Sector Individual Medium-term Consultant

The African Development Bank hereby invites Individual Consultants to indicate their
interest for the assignment of Adaptation Expert for the Water Sector under the African
Climate Technology and Finance Center and Network (ACTFCN).
This project is part of a GEF initiative to establish regional climate technology and
finance centers with the regional multilateral development banks. The ACTFCN is
financed by set aside funds from the GEF trust fund (GEFTF) and the Special Climate
Change Fund (SCCF) and it is managed by the Energy, Environment and Climate
Change Department (ONEC) of the African Development Bank.
The objective of ACTFCN is to support Sub-Saharan African (SSA) member countries
in scaling-up the deployment of low-carbon and climate resilient technologies for
climate change mitigation and adaptation. The project has three components: (1)
enhancing knowledge and networking (2) enabling the scaling-up of technology
transfer through policy, institutional and organizational reforms; and (3) integrating
climate change technologies into investment programs and projects.
The Adaptation Expert for the Water Sector will support the AfDB's capacity to execute
the project. This support will consist in developing water sector project pipeline and in
defining activities to be supported by ACTFCN under the adaptation sub-component.
The tasks required will include technical review of proposals supporting adaptation
activities in the water sector and assistance to the center in implementing its work
program, under the direction of the ACTFCN Project Manager and the overall
supervision of the Director ONEC and in close collaboration with the Banks Water
Sector Department (OWAS).
For the EOI to be considered, the consultant needs to be registered in the AfDB
DACON Consultant Database1.
The Energy, Environment and Climate Change Department invites Individual
Consultants to indicate their interest in providing the above-described services.
Interested Consultants shall provide information on their qualifications and experience
demonstrating their ability to undertake this assignment (documents, reference to
similar services, CVs, experience in similar assignments, etc.).

The eligibility criteria, the establishment of a short list and the selection procedure shall
be in conformity with the Banks Rules and Procedure for the Use of Consultants.
Please, note that interest expressed by a Consultant does not imply any obligation on
the part of the Bank to include him/her in the shortlist.
The estimated duration of services is 120 working days over a period of 12 months and
the estimated starting date is January 2017.
A shortlist of three to six individual consultants will be established at the end of the
request of expressions of interest. The consultants on the shortlist will be judged on
the following criteria:
Level of education in general
Educational level compared to the field of mission
Years of experience in general
Number of years of experience relevant to the mission

Expressions of interest must be received by e-mail to the address below no later than
15 December 2016 at 12pm (noon) local time (Abidjan - Ivory Coast) and specifically
mentioning - ACTFCN Adaptation Expert for the Water Sector - in the subject line
of the email. If you do not receive a confirmation email by 16 December 5pm, your EOI
