4.1 SCOPE
This section provides for the design of structures to be used on this contract.

4.2 GENERAL
Notwithstanding any approval given by the Superintendents, the Contractor shall be responsible for
all aspects of strength and functionality of structures and foundations for which they have carried out
the design.
The Contractor shall supply copies of all calculations and drawings to the Superintendents three (3)
weeks before commencement of manufacture. Manufacture shall only proceed after approval by the
Superintendent.
The Superintendent retains the right to halt the manufacture and/or construction process at any time
without penalty to the Superintendent, to require the Contractor to rectify the design and any
manufacture or construction, if the submitted design is found at any time not to comply with this
Specification.
The Contractor is responsible to ensure the structures comply with the Specification. The approval of
any design by the Superintendents does not imply that the design complies in all requirements and
shall not relieve the Contractor of design responsibility.
Contractor shall adhere to the electrical and climbing requirements shown on any drawing or text in
the Specification as well as the structural requirements.
The structures designed by the Contractor shall be designed for a service life of at least 50 years with
no required maintenance. The Contractor may be required to provide supportive evidence of this
regarding any feature the Contractor is responsible for.
Where this Specification is in contradiction with the Australian Standards, this Specification shall
prevail.
For details on the design of structures refer to the Line Design Manual documents (LDM230 series
documents).

4.3 DESIGN VERIFICATION


The Contractor shall submit with the offer, the names and resumes of two organisations or individuals
who can conduct checks of the calculations and drawings for logical process, accuracy and
compliance with the Specification. The Superintendents will advise which organisation or individual
will be required to carry out the checks. The checker shall sign each page of the calculations and
drawings. The designer or the checker shall be a suitably qualified engineer.
Any drawing that has been prepared by the Contractor and used on the project shall show the
checkers mark.

4.4 DESIGN CERTIFICATION


Contractor shall arrange that all designs produced by the Contractors designer be certified in
accordance with requirements specified in LCM 02.

4.5 TOWER DESIGN


The Superintendent will carry out the analysis of the tower and selection of members for each tower
type.
Where required the Contractor shall use this information and other information provided in this
Specification to design and detail the connections between the members in accordance with Section
5.0 of this Specification.
The Superintendent has prepared basic engineering designs of all 275kV tower structures and details of
these are included in this Specification.
These details are in the form of geometric developments of each structure, schedules of member sizes
and support design information to enable workshop details and assembly details to be prepared by the
Contractor.
In addition a range of foundation designs has been provided. The Superintendent will supply complete
details of the 132kV tower designs and foundations to the successful Contractor. These details have
been used by the Superintendent for previous construction contracts however the Contractor is required
to accept responsibility for the completeness and adequacy of the details provided.

4.6 POLE STRUCTURES


Poles required for the project have been designed by the Superintendent and details are included in this
Specification.
Manufacturing details for the concrete pole elements is the responsibility of the concrete pole supplier
and will be required to be submitted for approval by the Superintendent prior to manufacture.

4.7 FOUNDATION DESIGN


The Contractor/designer may be required to design alternative foundations for some tower sites and
tower types which are nominated in Schedule Part D, appended to this specification.
Ultimate foundation loads will be supplied by the Superintendent.
Geotechnical investigations have been carried out and details are contained in the reports appended to
this Specification.

K-point to be a minimum of 300mm above ground level;

If tie-beams are utilised within the design, they are required to be self-supporting and shall be
positioned so as not to pond water;

The foundations should be designed for the tower to be loaded in any direction and hence the
foundation under any leg should be capable of resisting both the maximum uplift and the
maximum compression;

The foundation design shall be such that no concrete construction joints exist below ground
level unless provision is made to be able to clean and scabble the joint and maintain the joint
free of soil and water during construction;
The ability of the pile system and soil interaction to resist lateral loads shall not be assumed
without justification from the soil tests;
The design needs to consider that structures are sensitive to differential horizontal and vertical
movement between the tower legs. The combined long term and ultimate load differential
movement between any tower leg foundation shall be limited to a maximum of 20mm
horizontally and 12mm vertically. At the request of the Contractor, the Superintendent is

willing to discuss this limitation. It shall remain the Contractors responsibility to achieve
fitness for purpose for any footing design provided by the Contractor.
For details on foundation design refer to the Line Design Manual documents (LDM230 series
documents).

4.8 DESIGN OF PILED FOUNDATIONS

Geotechnical investigations have been carried out at random sites in the area and details are
contained in the report appended to this Specification.

Pile foundation systems have been designed by the Superintendent. Design loadings are
provided to enable alternative designs to be prepared by the Contractor. These designs may be
of any pile type suitable for the varying site conditions. It should be noted that piling in
mangrove areas is required to provide minimum disturbance of mangroves and the surrounding
vegetation and any excavated material will need to be removed from site and not discharged at
the pile location.

All piling designs shall be in accordance with the geotechnical consultant's recommendations
and comply with the requirements of Australian Standard AS2159-1995.
