For Outstation Customers : Local Reference Certificate (Applicants for mobile phone from within the
circle or State / UT concerned (whichever is larger) shall not be treated as outstation customers. For
example - (i) Customers of MAH can apply for connection in Mumbai and they will not be treated as
outstation customers. (ii) In case of two states like Bihar & Jharkhand, since the circle of Bihar is
larger, customers from any of the two states will not be treated as outstation customer while buying
SIM outside their state but within Bihar circle.)
