Michael Paul Vicaro (2016) Deconstitutive rhetoric: The destruction of legal
personhood in the Global War on Terrorism, Quarterly Journal of Speech, 102:4, 333-352
In this Essay, Vicario uses the term Deconstitutive rhetoric for the cause of many
problems we have in foreign relations in the U.S. In the text this type of rhetoric is
persuasion through speeches, laws, norms etc. In order for this type of rhetoric to be in
effect, the person must first be able to recognize themselves as having been addressed by
persuasive speech. Deconstitutive rhetoric is just the name for speech texts that materially
transform the individuals identified in the topic. Vicaro goes on to talk about the rising
conflicts the U.S had between Afghanistan. Captured POWs were not punished correctly
due to the Bush administration declaring Afghanistan a Broken State. The memos
stated that neither Taliban soldiers or al-Qaeda fighters would be granted P.O.W status
under the Geneva Conventions if captured. According to the Geneva Convention,
Prisoners of war status was granted to privileged belligerents meaning that the acts of
war they committed were okay due to international law. Al-Qaeda fighters would not
become these belligerents and the conflicts they caused would not count as international

welfare. This would help me in my research because this shows the tensions between the
two countries and where our foreign affairs stand.

This Book talks about the roles that states have in the U.S when it comes to foreign
affairs. The Federal Government believes that having states play a role in such a touchy
aspect between nations can either sway the directions drastically being good or bad. The
author included examples like what if a foreign ambassador comes to the U.S to talk to
the president and some mayor claims the ambassador a terrorist in that state. Although
this would not be likely, this is the reason why the government did not want states in the
way of foreign affairs. With that being said, if states where to have this power it would
cause unsettlement, as well as haywire among the U.S. Scholars and politicians alike
believe that it is only right to have only one voice. This is important to know because this
shows who oversees foreign affairs and why these people are in this position.

This book basically describes the perks of having good foreign affairs and the good
things about having alliances between countries. Volker talks about the theory of balance
of power and the upsides to having good foreign affairs which includes trading among
countries, troop transfers and strategize for success. Volker however warns of the
watching who you are allies with. For example, if both countries are both on the

offensive side of things like a strong military or advanced weaponry, these two
countries are more likely to participate in wars. Defense pacts with major powers reduce
the chance that states initiate militarized disputes due to major power arms transfers. This
lowers the risk of being targeted. With having a Military alliance, you run the risk of
having an increased political hostility. This is due to the distrust among the newly formed
coalition. This is important to have in my research because the book shows how having
good or bad foreign affairs could affect the two countries.

There is a rising tension among the Russian and American government. There was an
agreement on September 9th 2016, that Russians would ceasefire on Syrians. The United
States accused Moscow of breaking the agreement. This is a good example of having
tensions between foreign affairs and the likelihood of this turning bad. Blaming and
having bad foreign affairs and be really unfortunate towards the two countries. Ongoing
disagreements can and have lead up to wars between the two. Because of this dispute, the
United States cut off communications with Russia until further notice. These air strikes
that Russia is dealing on Syrian ground was said to be one of the deadliest since the
beginning of the civil war. This is important to have in my research because this give a
credible source of our own foreign affairs between two nations and the conflicts
surrounding them.
