The City of Poulsbo has received a permit application for the following project that may be of
interest to you. You are invited to comment on this proposed project.

Description of Proposed Project: The scope of the Arco project involves the development of a
new 3,180 square foot ARCO am/pm convenience store with vehicle service station consisting
of a 5,720 square foot canopy over nine (9) multi-product dispensers, and two (2) underground
storage tanks. A separate structure will house a 1,152 square foot car wash. Adjacent surface
parking for 11 vehicles will be provided. The project also proposes site improvements
including, but not limited to: exterior lighting, access driveways, off-street parking, interior and
perimeter landscaping, and exterior signage. The subject site is zoned Commercial, C-3 SR 305
Corridor and is approximately 1.95 acres in size. The site will be served with City utilities.

Environmental Review: The City of Poulsbo has reviewed the proposed project for probable
adverse environmental impacts and expects to issue a mitigated determination of
nonsignificance (MDNS) for the project. The optional DNS process is being used as authorized
by WAC 197-11-355 and Poulsbo Municipal Code 16-04.115. Agencies, tribes, and the public
are encouraged to review and comment of the proposed project and its probable
environmental impacts. This may be the only opportunity for the public or agencies to
comment on the environmental impacts of the proposal. Comments must be submitted to
the City Planning Department by December 23, 2016. The proposal may include mitigation
measures under applicable codes, and the project review process may incorporate or require
mitigation measures regardless of whether an EIS is prepared. A copy of the subsequent
threshold determination for the proposal may be obtained upon request.

permits as determined through this permit process.
Existing Environmental Documents That Evaluate the Proposal: An Environmental Checklist,
completed on October 13, 2016 by Nick Wecker was submitted to the City of Poulsbo with the
Site Plan Review application on October 21, 2016.
Public Comment Period for Environmental Review Related Comments: The public is
encouraged to comment on this application, the minimum public comment period is 14 days,
which is, December 23, 2016. Public comments should be as specific as possible and submitted
to the City as early in the review of the application as possible. Any person may comment on
the application and receive notice of the decision, request a copy of the decision once made,
and appeal the appeal the decision of the Planning Director to the Hearing Examiner within ten
(10) working days from the date of the Notice of Decision.
Review Authority: The Poulsbo Planning and Economic Development Director is the review
authority for this application.
Public Meeting/Public Hearing Date: Not applicable. This is an administrative permit.
Staff Report Availability: The staff report will be available for review at no cost at least five
calendar days before the Planning Directors decision and a copy will be provided at a
reasonable cost.
