Introduction and welcome.


Proposal at 176-178 Bermondsey Street.
Presentation by Ian McKnight of Hall McKnight Architects.
Boutique Hotel with 7 bedrooms, restaurant and bar at base. Keeping to
a tripartite idea of base, middle & attic.
Initial proposal was 5 storeys, revised proposal is 4 storeys. Ideally
development to start in October 2017 and will take approximately 1
year.
The building features off-white brick and bronze finishes.
The attic will be set back. Materials: polished terrazzo & pre-cast
concrete.
Community consultation: met with BSAP and held open evening in
October.
Area was studied before proposals, Hall McKnight office is in
Leathermarket so they are familiar with this area.
OBFs focus is on issues which will potentially put this development in
conflict with our Neighbourhood Plan:
1) Size of the restaurant proposed and the possible target of chain
operators.
Graham Allison: It will be a high end operator, fine dining. The
basement will be high end, not a chain.

Size: ground and basement combined will be over 4000 sq ft. This
conflicts with the proposed area limit for restaurants in the
Neighbourhood Plan. (Further discussions regarding restaurant
restrictions took place later in the meeting with Southwark Council).

2) Treatment of Front Elevation and conservation principles. Likely to be


developed using inconsistent colours, materials and design cues of
the current frontage / character of the local area.
Ian McKnight: The use of white brick - each building on the street has
its own character, doesnt necessarily have to be yellow stock brick.
There are others on the street with more contemporary builds. Could
consider something lighter than yellow / in between that and white if
white is too cold.
Knocking down the existing font elevation- to offer a building with
more positive contribution to the area. Deep set walls have more
affinity with the historic type build than modern.
Russell / Mark: front of attic is significant to the front elevation, its a
small area so cost shouldnt be an issue, could use stone instead of
pre-cast concrete?
Ian: aiming to minimise disruption, pre-cast concrete would give a
quick build time.

3) Reservations also expressed with regards to implications of


excavating a large basement in the confined space and the impact
on pedestrian and vehicular traffic on Bermondsey Street.
Graham: proposal is undergoing a Construction Management Plan to
minimise disruption. Loading bay is at front which will reduce
disruption.
Greg: Party wall are there plans to knock down the wall shared with
Gemini House?
Ian: No, it will now be left intact and built around.
Russell: Party wall will you be underpinning the basement?
Ian: No. Raft foundation proposed, not 100% sure, structural
engineer will know details.

Damian: Its a big issue but needs to be placed on hold as Southwark
Council are introducing a Commercial Waste Plan with timed collections
etc.

Draft Neighbourhood Plan
Doug McNab: Plan needs finalising - detail justifications are required.
The Examiner must see the need and basis for policies.
It is recommended that policies are constructed around existing
Character i.e. typical current sizes.
Some policies duplicate those already existing Doug will highlight these
to us.
Tom: Policy = Planning decisions. Other issues (nice to haves) outside
of policy to be in Supporting Guidance eg. Supporting Guidance for
Building Applicant: the Neighbourhood forum would support consultation
at the application stages.
*** Tip you can register on the Southwark Council website to receive
automatic notification of applications ***
Feasibility of a Height restrictions policy: unsure, tbc.
Area Extension application to be finalised by OBF, as these areas
referred to in the Neighbourhood Plan are currently outside of the
current agreed area.
Clare: the Islington Neighbourhood Plan has implemented an 80sqm
restaurant limit. We require the same.
Doug: you can use their ideas - what was the need, why is it relevant,
how did the go about it, did they do surveys? etc.
OBF to work up a fuller draft with policy wording.

Clare: Update on BSAPs list placemarks (buildings, views, open spaces,
trees etc) significant to the character of our area and the consultation,
expected to take place next year.
