1. YOU ARE ALLEGED TO HAVE COMMITTED MISCONDUCT IN THAT YOU, on January 12th2016,
while on duty, removed a kitten from a residence without the owners' knowledge or consent, thereby
committing the offence of Discreditable Conduct, contrary to Part V, clause 80(1)(a) of the Police Services
Act (the "Act") as amended and clause 2(1)(a)(xi) of the Schedule "Code of Conduct", O.Reg. 268/10, as
amended under the Act.
STA'.l'EMENT OF PARTICULARS:
On January 12th2016, Constable Beth Richardson was dispatched as a back-up officer to attend
in Oshawa to check the wellbeing of a female who had been using drugs for several days.
While in this residence, Cst. Richardson observed a kitten cowering under a table, and believing that it was
not being properly cared for, removed the kitten without the owner's knowledge or consent.
Cst. Richardson did. not advise her supervisor or any other officers that she had taken the cat from the owners
nor did she document her actions.
Cst. Richardson had the kitten taken to a veterinarian for a medical checkup where it was medically cleared.
The owners of the kitten called the Communications Center and demanded the return of their kitten and
wanted Cst. Richardson charged with Theft after alleging the theft of their kitten was caught on tape.
The kitten was returned to the owner who opted not to lay criminal charges.

may hold a hearing to determine whether a police officer is guilty of misconduct;
