The Government is an institution that facilitates and manages political

power for the members, residents and indigenous people of a community,


society or state.
The origins of the word government came from the Latin Word gubernation
which means management.
The Difference of the Government from State.
The concept of government is different from the concept of State.
-It is possible to have a government without a state but it is IMPOSSIBLE to
have a State without a Government.
The Philippines became a state only on JULY 4, 1946 when the United States
granted it independence.

Types of Governments
Governments can be classified into several types. Some of the more
common types of governments are:
1. Democracy
The word "democracy" literally means "rule by the people." In a
democracy, the people govern. This means the rule of the majority prevails.
Everybody has the privilege to vote.
2. Republic
The elected representatives of the people run the government. The power of
the people is given to the elected officials. However, not everybody has the
power to choose their representatives who will run the government. Only
those who possess the qualifications required by the law can vote.
3. Monarchy
A monarchy consists of rule by a king or queen. Sometimes a king is called
an "emperor," especially if there is a large empire, such as China before
1911. There are no large monarchies today. The United Kingdom, which has
a queen, is really a republic because the queen has virtually no political
power.
4. Aristocracy
An aristocracy is rule by the aristocrats. Aristocrats are typically wealthy,
educated people. Many monarchies have really been ruled by aristocrats.
Today, typically, the term "aristocracy" is used negatively to accuse a
republic of being dominated by rich people, such as saying, "The United
States has become an aristocracy."

5. Dictatorship
A dictatorship consists of rule by one person or a group of people. Very few
dictators admit they are dictators; they almost always claim to be leaders of
democracies. The dictator may be one person, such as Castro in Cuba or
Hitler in Germany, or a group of people, such as the Communist Party in
China.

-It is also IMPORTANT TO KNOW that a change in the form of government


DOES NOT affect the existence of the state. For example, A GOVERNMENT
MAY CHANGE FROM DICTATORIAL TO REPUBLICAN FORM OR FROM A
DEMOCRACY TO COMMUNISM. However, the state continues to exist.

What Happens to a country or state without the Government?


There would be chaos and anarchy in a country if there is no government. No
one will regulate the relationship among people. Consequently, the people
will not receive the basic services they need. They will not achieve social
progress and the country will not attain economic development.
The government in the Philippines is divided into two (2)
a. National Government
b. Local Government
The Government has three branches:
The Executive this is where the President and the Vice President are found.
The Legislative This is where laws are made and decided upon by the
government.
The Judicial This is where laws are applied and are implemented upon
through the system for those who committed crime and those who violated
the rules.
