Preamble: On October 18, 2013, a bill was passed making it illegal to purchase alcohol
through self-service lines. However, we feel as though alcohol should be able to be
distributed in any checkout line. We feel this can be a faster and efficient way to help
customers. Today, we live in a generation in which everyone is very "high tech" and has the
technology to make this possible.
SECTION 1: The format for a CA driver license is vertical for minors (persons under 21
and horizontal for adults (persons over 21). Cards could be swiped to prove if the person is
of the legal drinking age.
SUBSECTION (A): September of 2010, California issued a new and safer design for
persons over twenty-one. The new design contains layers of advanced security features that
guard one against counterfeiting, electronic fraud, and tampering.
SUBSECTION(B): The reverse side of all the cards contain the same information as
on the front of cards but with codes: The 2D barcode has the same information as on the
front of the card. The Laser Perforation Outline of the California brown bear can be seen
from the front of the card when a flashlight is pressed against the back of the card. (To see
the bear would take as much time as it takes a Chuck E Cheese host to see the stamp on
your wrist with a a led light, not long at all).
SECTION 2: Store security would not be at risk. Majority of items in stores have security
tags on them. There are over 20 different types of security tags that stores use to secure their
merchandise. Typically, the more expensive items have a stronger tag.
SUBSECTION(A): Alcohol contains a EAS tag. Special tags and labels are
removed or "deactivated" by the clerks using a "Label Deactivator". While ringing up
purchases a cashier should pass each product label across the "Deactivation Pad".

SUBSECTION(B): The sales associate who is assisting those using the

self-checkout lines, could deactivate the tag when prompted

SECTION 3: By using codes on a driver's license, buying alcohol through self checkout
lines should not pose a threat. Once card is scanned or swiped, it will tell you if you can or
can't purchase you alcohol
SECTION : This bill shall go into effect 91 days after passage.
