JOB ADVERT FOR THE UGANDA MULTI-SECTORAL FOOD SECURITY AND

NUTRITION PROJECT (UMFSNP) P149286


The Government of Uganda received a grant from the Global Agricultural and Food Security
Program (GAFSP) to implement a nutrition-agriculture linked project. This grant will support
a five-year Multi-sectoral Food Security and Nutrition Project (UMFSNP). The Project will be
supervised by the World Bank. The overall objective of the grant is to support the government
through Ministry of Agriculture Animal Industry and Fisheries in its efforts to: Increase food
and nutrition security, raise agricultural productivity, and improve rural incomes. The project
will cover fifteen (15) districts in a phased implementation approach.
The project will be implemented by Ministry of Agriculture, Animal Industry and Fisheries
(MAAIF), Ministry of Health (MoH), Ministry of Education, Science, Technology and Sport
(MoESTS) and District Local Government (DLGs). The initial five (5) pilot districts are
Namutumba, Ntungamo, Bushenyi, Maracha and Nebbi. There will be a Project Coordination
Unit (PCU) based at the Ministry of Agriculture, Animal Industry and Fisheries Headquarters,
Entebbe, which comprise the following staff: Project Coordinator, Procurement Specialist,
Monitoring and Evaluation Specialist and Accountant.
The Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries, wishes to
invite suitably qualifies Ugandan citizens (candidates) to fill the following vacant positions at
the Project Coordination Unit (PCU) Secretariat. Applications should be submitted to the
Permanent Secretary, Ministry of Agriculture, Animal Industry and Fisheries, P.O. Box 102,
Entebbe, not later than 04.00pm, Wednesday 21st October 2015. Applicants who will not hear
from the Ministry on completion of the recruitment and selection exercise should consider
themselves unsuccessful. All jobs are on contract basis for a period of two years, renewable up
to the end of the project based on satisfactory performance and include a six months
probationary period.
1.0 Job Title:

Project Coordinator

Reports to:

Permanent Secretary through the Commissioner Crop Production and

Responsible for:

The project Accountant, Monitoring and Evaluation Specialist and the


Procurement Specialist

Job Purpose:
The purpose of this Job is to coordinate the project whose objective is to increase production
and consumption of micronutrient rich foods and utilization of community based nutrition
services in smallholder households in project areas. The main components are to deliver multisectoral and project nutrition services at primary school and community levels strengthen
capacity to deliver nutrition interventions and project, management, monitoring and evaluation
and knowledge generation.
Salary scale: Competitive
Duties

The incumbent will be responsible to the Commissioner Crop Production .The tasks and
responsibilities are within the upper-mid-level management; demanding high focused
operational execution, with substantial in-land travel. The job demands high energy, working
and travelling long hours; and consistently demanding filing of regular high quality reports
within strict timelines. The Project Coordinator will take operational responsibility for the
following duties:
a) Ensuring compliance with the Project Implementation Manual (PIM);
b) Submitting and obtaining approval and providing effective leadership for execution of the
UMSFNP annual work plan in a timely manner; delivering high performance outcomes in
line with approved quarterly activity Work Plans and Budgets ;
c) Undertaking the day-to-day management of the PCU staff, processes and tasks;
d) Organizing and managing human, financial and material resources to achieve the project
objectives.
e) Oversee the development and implementation of effective management and monitoring and
evaluation (M&E) system, tools and mechanisms to ensure effective control of tasks,
processes, budgets and achievement of planned results;
f) Ensuring good coordination with the implementing ministries, the World Bank (Grant
Supervisor) and stakeholders, for the purpose of attaining timely facilitation of project
implementation support, supervision and evaluation missions, and implementation of
recommendations agreed between the missions and the Government of Uganda (GoU);
g) Facilitate the meetings of the Inter-Ministerial Project Implementation Committee (IMPIC)
and the Inter-Ministerial Project Steering Committee (IMPSC), and preparing regular
reports for these committees.
h) Managing the internal and external communication and knowledge sharing of project
objectives, activities, outputs and impacts across multiple policy level and community level
stakeholders;
i) Preparing and submitting regular quarterly, semi-annual and annual physical performance
and financial reports and midterm review report;
j) Overseeing the procurement function of the project in accordance with World Bank
guidelines, and ensure proper utilization of project assets
k) Arranging for annual audits and reviews for the Project
l) Performing any other duties as assigned by the supervisor from time to time.
Academic Qualifications
The applicant should be in possession of:
An Honors Bachelors Degree from a reputable institution, in any of the following
fields: Agricultural Sciences, Public Health, Food Science, Nutrition or related sciences,
and a Masters Degree in any of these fields ;
A Post Graduate Diploma in Project Planning and Management all from a reputable/
recognized university/institution will be an added advantage.
Other Requirements
a) Good understanding of, and adherence to Government procedures and processes,
b) Ability to work with and coordinate activities of a range of public and private agencies,
at community, district, and national levels;
c) Good computer skills.
Working Experience
A minimum of ten (10) years working experience with at least three years of coordinating and
managing a large scale government or donor funded project.

2.0 Job Title: Monitoring and Evaluation (M&E) Officer


Reports to:
Project Coordinator
Job purpose
The M&E Officer will coordinate all M&E activities under the project, compiling M&E reports,
organizing M&E specialized studies, workshops and surveys, and coordinating knowledge
sharing activities.

Competitive
Duties and Responsibilities:
The incumbent will be responsible to the Project Coordinator. The tasks and responsibilities are
within the mid-lower level management; demanding high focused operational execution, with
substantial in-land travel. The job demands high energy, working and travelling long hours; and
consistently demanding filing of regular high quality reports within strict timelines. The
Monitoring and Evaluation Officer will take operational responsibility for the following duties
a) Supporting the development, maintenance and operation of the project M&E system
including the management information systems at all levels of project implementation;
b) Providing technical guidance on data collection, collation and analysis of information and
prepare quarterly, annual and other reports on project implementation;
c) Preparing policy briefs and media/legislative reports;
d) Coordinating all communication and knowledge sharing activities specified in the Project
Implementation Manual;
e) Linking up with the M&E units in MAAIF, MOH, MoESTS and the OPM and related GoU
structures in M & E activities that are directly related to the project;
f) Working closely with the PCU to prepare Annual Project Implementation Plans (Logical
Framework) and coordinate the accomplishment of the planned objectives through project
operators/stakeholders;
g) Performing any other duties as assigned by the supervisor from time to time.
Academic Qualifications:
The applicant should be in possession of an Honors Bachelors degree in any of the
following fields: Agricultural sciences, Rural Development, Development Studies,
Public Health, Food Science and/or Nutrition, Social Science, Economics, Business
Administration, or other relevant fields;
A Post Graduate Diploma in Monitoring and Evaluation or higher, from a recognized
university or institution will be an added advantage.
Other Requirements
Good computer skills.
Working experience
At least five (5) years experience in project / program based administration and
implementation, three (3) of which should be in participatory project monitoring and evaluation
(M&E) instruments and systems for agriculture or health related programs.
3.0 Job Title: Procurement Officer
Reports to:

Project Coordinator

Job purpose
The procurement officer will coordinate the procurement of materials and services for the
project while assuring all project procurement procedures are adhered too. S/he will be
primarily responsible for all procurement activities associated with the UMFSN project.

Duties and Responsibilities
The incumbent will be responsible to the Project Coordinator. The tasks and responsibilities are
within the mid-lower level management; demanding high focused operational execution, with
substantial in-land travel. The job demands high energy, working and travelling long hours; and
consistently demanding filing of regular high quality reports within strict timelines. The
Procurement Officer will take operational responsibility for the following duties:
a) Setting up a procurement management tracking system for the Project;
b) Preparing annual procurement plans and procurement documents and description of
procurement arrangements;
c) Monitoring and evaluating procurement activities, Review technical specifications, Terms
of Reference (ToR) and prepare Specific Procurement Notices (SPNs), requests for
Expressions of Interest (EOI), Requests for Proposals (RFP), bidding documents and
Evaluation Reports;
d) Reviewing procurement documents received and assist in the process of selecting
consultants, contractors and suppliers;
e) Assisting in the management of contracts throughout their implementation (including:
monitoring of inputs of consultants and deliverables; implementation of works against
contracts), in liaison with technical staff and promptly seek guidance from the PC when
issues arise;
f) Preparing quarterly and annual procurement reports as inputs into the Project Management
reports and other reports, as and when required;
g) Participating in regular update of the Project Implementation Manual (PIM), particularly
with regards to procurement;
h) Performing any other duties that may be assigned from by the supervisor from time to time.
Academic Qualifications
The applicant should be in possession of an Honors Bachelors degree in any of the following
field: procurement and Supply Chain Management and logistics or Business Administration,
Commerce, Business Studies, Law, Engineering or such other relevant field, all from a
recognized/reputable University/ Institution. A Post Graduate Diploma or a higher qualification
in the relevant field above will be an added advantage.
Working experience
A minimum of seven (7) years of experience in the field of procurement in projects/
programmes, in the public Sector or very large corporations, three (3) of which should have
been achieved working on multilateral development bank funded projects.
