INTRODUCTION

The Padunungan is one of the avenues where UP Ibalon realizes
its Vision. Padunungan, which means battle of the intellects in the Bicol language, is a competition for all high school students in the region.

Every year, an overall theme focuses on the pressing issue/s of
the time that needs to be further understood and acted upon by the people. It is an annual academic affair in which UP Ibalon encourages their
active participation through various symposia, group discussions, workshops, and film features. The different contests like Essay Writing, Impromptu Speaking, T-shirt Painting, Poster Making, and Cultural Presentations are venues in which they can express their insights and values
with regard to the theme. The Quiz Bee Competition, on the other hand,
aims to test not only the scope of their overall knowledge but to reinforce
the spirit of team work and friendly competition.

It is indeed a battleground for the different students from different schools to assert their minds and express their creative sides. To win
is the ultimate goal for all the participants. However, we believe that participation in this event gives them more than the joy and pride of what
the trophies and various awards offer. For what are these but material
proofs of ones abilities which disintegrate through time. What we are
more concerned with are the lessons that could be instilled in all the participants and manifested in their speech and actions as they walk away
from the two-day event and continue their journey in the real world. An
idealistic goal indeed, but we believe in its power. We aim high for that
is what the Bicolano youth deserves. We are optimistic to still initiate
change even in the smallest way possible, in spite of our societys bleak
situation and struggles. This is what fuels us to continue with this event.

Padunungan is part of the organizations continued service to
the Bicolano youth, enhancing their abilities and molding their young
minds towards becoming a better Bicolano of the future. It is a foreground of the things that they should be aware of in the real world. Issues that are encompassing are discussed and presented to them, so that
they themselves would have their own initiatives and analyses as to what
should be done about it.

UP IBALON

This 2016, UP Ibalon is celebrating its 42nd founding anniversary. For 42
years UP Ibalon has remained true to its vision of promoting the most revered Bicol
culture inside and outside UP Diliman. UP Ibalon has remained undaunted and proud
in facing the new enigma despite all the struggles it has to face. For 42 years, UP Ibalon
has remained home to all Bicolanos in different alks of life. For 42 years, UP Ibalon has
remained aware of what it can do to improve the society and make it a better place to
live in. This 2017, we are conducting the Padunungan on its 32nd year. We are proud to
bring the Padunungan back as part of our continued service to the Bicolano youth and
our burning passion for the Bicol culture that transcends the ordinary.

ABOUT THE

THEME


Global Digital agency WeAreSocial reported that the Philippines has 48
million active social media users, 40% of
that number are on mobile. Social media
such as Facebook, Twitter, among others,
have amplified if not inflamed our political passions through the years. Thus, the
power of social media is hard to shrug off.


What was once discovered as a
trifling way to connect with friends, share
photos and videos, has become a force to
be reckoned with as a catalyst for social
change, shedding light on topics formerly
unpopular and make use of conversations
that empower citizens to unite and effect
change in many ways.

Activists and academics, meanwhile, have heralded social media to be
used as revolutionary change for users to
interact with each other. In past years, social media has been recognized as a key factor for the ouster of despotic regimes in the
Arab Spring, stressing social inequalities
during the Occupy Wall Street movement,
among others.

In the Philippines, however, social media has been used recklessly by its
users not minding the gravity of misinformation one could get if pieces of information shared online are not verified. Many of
our youth today cannot distinguish what
is a legitimate news source from what is a
clickbait.

Some social media users, in fact,
misuse it to forward their misplaced propaganda among its readers who, if not all, do
not conform to proper social media eth-

ics. Thus, blabbering online for what they


knew was their freedom to express. Yet, this
freedom is mistakenly used to justify wrong
deeds.

For instance, a lot of social media
users in the comment section of matters
that aim to shape public opinion post their
ill-informed opinions as if it is the end-all
and be-all of everything. However, these users do not keep an open eye if what they are
sharing is, in fact, true or verified.

Furthermore, Filipinos use social
media as a platform to revise history in order to favor them. An example of which is
the debate whether the Martial Law is either
beneficial or destructive. A lot of information about this topic is readily available online yet the veracity of such information is
questionable in nature.

Still, many Filipinos fall to the vicious cycle of social media bickering to the
point that it is so toxic to read information
shared online. Yet, this does not mean we
have to surrender to this vicious cycle. This
years Padunungan would like to arm the
Filipino youth with media literacy in order
to effect social change since the youth is one
of the most vulnerable sectors to fall trap to
misinformation nowadays.

Social media alone cannot solve
all the worlds problems that is a fact. But
we cannot discount its ability to challenge
the status quo and the powers-that-be. Social media has put an oft-ignored disease
into our collective memory. It has sparked
debates. Its high time that we use it responsibly.

EDUCATIONAL DISCUSSIONS
Discussion 1: Social Media in
the Philippines

Discussion 2: Bicol Situationer


(Issue in Ragay Gulf ), Youths Role


The educational discussion are designed to tackle issues that are related
to the theme and aims to accomplish the following objectives: (1) to inform the
youth of the capacity of social media to effect social change, and (2) to arm them
with media literacy in order to do so. The discussions shall also tackle a national/
local situation and connect this to the youths role as a responsible media user for
social change. The discussion also aims to provide an integrated analysis of media
and issues relating to it that is prevalent today in the Philippines. One concrete
situation is the topic how social media has affected politicians rise to power such
as the case of our current president. The Bicol Issue to be discussed will be the
Fishing Issue in Ragay Gulf which is highly exploited by state-supported foreign
companies with larging fishing vessels that threaten local fishermen. We try to
connect this issue on how the youth can be a medium of social change through
the use of social media.

EXTRA RITES

Extra Rites is a new session in the Padunungan which will be an In-door
Amazing Race sort of activity with stations/ games. It is not a competition but
will be an inter-school activity that will also merit prizes to the winners. Points to
the Over-all Score may or may not be given. Participants for this will come from
those participants joining in the competition. Further details will be announced to
participating schools.

ACQUAINTANCE PARTY

A night activity in which participants will be intoduced to the orgnaization and other schools as a time for bonding despite the competitive nature of the
Padunungan. The event will be mostly workshops, team building activities and
the likes. Further details will be announced to participating schools through the
Padunungan facebook page.

ENERAL
UIDELINES

1.
ELIGIBILITY. The competition is open to all junior (Grades 9
and 10) and senior (Grades 11 and 12)
bonafide high school students currently
enrolled from any secondary school in
the Bicol region. Contestants must be
able to present proof of enrolment such
as a school ID when the need arises.
2.
COMPETITIONS. There
will be two Levels for Padunungan
2017- Junior High School and Senior
High School Levels. Competitions for
Junior High School Level are: Quiz Bee,
Tigsik, Essay Writing, T-shirt Printing,
Poster-Making, Impromptu Speech,
and Photojournalism. Only the Quiz
Bee Competition will be done for Senior High Level. The Cultural Presentation can be composed of junior and/or
senior high school students.
3.
DRESS CODE. Contestants are required to wear their complete school uniform during the day
of the contest proper, unless indicated
otherwise in their respective contest
mechanics. For the other activities
(such as Acquaintance Night) no dress
code shall be implemented, however, it
is highly encouraged to wear proper attire (i.e. T-shirt/Polo shirt and Pants).
4.
ID. Students shall wear the
identification cards (ID) provided during the registration at all times. It is also
necessary to bring their school ID for

registration and checking purposes.


5.
ATTENDANCE.
Participants are required to attend all activities and educational discussions
(EDs) for these are substantial in the
Padunungan. Attendance of schools
shall be strictly checked during activities. Contest topics shall be based on
the educational discussions conducted.

6.
SCHEDULE, VENUE
AND DEFAULT TIME. Sched-

ules of each activity including the time


and venue shall be announced during
the opening program. Each participant
shall also be given a copy of the schedule. The default time shall be thirty (30)
minutes immediately after the start of
the contest. Any participant who arrives after the default time shall be automatically disqualified. No contestant
shall be allowed to leave within the duration of the contest except for considerable cases. In such cases, the contestant shall be accompanied by a member
of the Competitions Committee.
7.
CHEATING. Cheating in
any form is strictly prohibited. Any
contestant caught in the act of cheating
shall be automatically disqualified.
8.
PROTESTS. Complaints,
questions, or protests shall be addressed
to a competitions committee member
assigned to that station during the conPADUNUNGAN 2017

test proper only. Any objection after the


contest shall not be entertained. You
may also raise them at the Grievance
Desk during the event proper.

9.

NON-PARTICIPANTS.

Non-Participants are advised to stay


in the waiting area or the main hall to
avoid his/her disqualification and subsequently, the contestant.

10.
CHANGE IN RULES
AND SCHEDULES. All rules, reg-

ulations, mechanics, and guidelines are


subject to change. Schools will be informed whenever such changes occur.
Schedule of events may be changed in
the case of unexpected situations that
may occur. Advisers and participants
shall also be duly informed as soon as
possible.

11.
OVERALL. Each place
garnered by a participant/team for each
component event will be awarded with
corresponding points which will be tallied. Points garnered by in the Individual and Group Contests will be lumped
to determine the Padunungan Over-all
Winner.
12.
DECISIONS OF THE
JUDGES. Decisions of the judges
shall be final and irrevocable.

SPECIFIC COMPETITION GUIDELINES



The durations of the competitions and the number of participants per
school are placed on the topmost area after the name of the competitions.

For some contests, there shall be a panel of judges, with one member
coming from UP Ibalon. The top three schools in each competition shall be
proclaimed the winners. In case of a tie, the judges shall create a new set of criteria as basis for decision for deemed contests. The judges for other contests will
be revealed during the contest proper.

The contests will start on schedule. There shall be no extension of time
for latecomers. Late comings will not affect the contestants individual grade,
but the time will not be extended. Default time shall be strictly implemented.

Unnecessary materials shall be confiscated by the Competitions Committee and shall be returned only after the contest. The rights to all submitted
works shall be reserved for the organization.

TIGSIK WRITING CONTEST


2 Hours | 1 participant per school

Example (1 stanza only):
sarng suanoy na porma nin halpot na rawit- Tigsik ko ining si Mayon
dawit na minapahilng kan natural na talento Marahay asin magayon
kan mga Bikolano sa pagberso.

RULES AND MECHANICS:


The poem shall be created on the spot and shall be based on a given topic.
The specific theme and criteria shall be given and explained before the
competition starts.
The organizers shall provide pre-numbered papers as identification where
the poem shall be written. Identifying marks such as name and school
name should not be written on the paper.
Each participant must bring their own black or blue ball pens.
The poem shall be written in any Bicol variant/dialect (e.g. Tabaco-Legazpi-Sorsogon dialect, Naga dialect, Nabua variant, Bato variant etc.).
The standard format shall be followed: 8-10 syllables per line, 2-4 lines per
stanza, ranging from 4-5 stanzas. Participants should also provide a title.
The tigsik should have the properties of humor and satire, which may or
may not rhyme.
After the given time for tigsik-writing (1 hour), the participants shall recite their own tigsik as instructed.
Prepared works and notes are strictly prohibited. Violators will be disqualified from the competition and will not receive any points for that event.
A time limit of about two hours shall be allotted for the whole contest.

POSTER MAKING CONTEST


2 Hours| 1 participant per school

RULES AND MECHANICS:


The poster shall be created on the spot and shall be based on a given topic.
The specific theme and criteria shall be given and explained before the
competition starts.
The organizers shall provide pre-numbered size of illustration boards
where the posters shall be done. Identifying marks such as name and
school name should not be written.
Participants shall bring their own coloring materials. Borrowing of materials from other contestants shall not be allowed.
Pre-drawn sketches are strictly prohibited. Violators will be disqualified
from the competition and will not receive any points for that event.
Participants must provide a title and description of their piece. The description shall be written in a paper to be provided by the organizers and
must not exceed 50 words.
A time limit of two hours shall be allotted for the whole contest.
The rights to all submitted works shall be reserved for the organization.
Posters will be displayed during the rest of the Padunungan.

T-SHIRT DESIGN CONTEST


2 Hours| 1 participant per school

RULES AND MECHANICS:


The t-shirt design shall be created on the spot and shall be based on a
given topic. The specific theme and criteria shall be given and explained
before the competition starts.
The organizers shall provide white cotton t-shirts where they will make
their design.
Each participant must bring paint brushes and three (3) acrylic fabric
paint of their choice. Black and white paints shall be provided by the organizers. Mixing of colors is allowed.
Identifying marks such as name and school name should not be written
on the shirt.
Pre-drawn sketches are strictly prohibited. Violators will be disqualified
from the competition and will not receive any points for that event.
Participants must provide a title and description of their piece. The description shall be written in a paper to be provided by the organizers and
must not exceed 50 words.
The rights to all submitted works shall be reserved for the organization.
Shirts will be displayed during the rest of the Padunungan.

ESSAY WRITING CONTEST


2 Hours | 1 participant per category

RULES AND MECHANICS:


There shall be two categories - English and Filipino
The essay shall be written on the spot and shall be based on a given topic.
Specific theme and criteria shall be given and explained before the competition starts.
Each school must only have one participant per category/medium the
composition shall be written in (English and Filipino).
The organizers shall provide pre-numbered papers as identification where
the essay shall be written. Identifying marks such as name and school
name should not be written on the paper.
Each participant must bring their own black or blue ball pens.
Essays should reach a minimum of 500 words and a maximum of 1000
words. There shall be a 10% deduction in the final score if the words exceed the limit. Participants must provide a title.
Prepared or pre-written essays are strictly prohibited. Violators shall be
disqualified from the competition and shall not receive any points for that
event.
A time limit of two hours shall be allotted for the whole contest.

PHOTOJOURNALISM

2 Hours| 1 participant per school

RULES AND MECHANICS:


The topic shall be given during orientation and shall be related to the Padunungan theme.
Participants must only use point and shoot Digital Cameras with a maximum of 16 mega pixels. The use of film and D/SLR (Digital/Single-Lens
Reflex) will not be allowed. Contestants who shall bring cameras not following the specifications will not be permitted to join the contest. The participants should also bring their own camera cable for uploading pictures.
Participants are to bring their own memory card and must be empty before the competition. The organizers will check the memory cards.
There shall be a designated site where the participants are to take photographs. During the picture-taking process, the coaches are strictly prohibited to interact with their participants. The participants will be accompanied by the organizers.
The contestants shall select his/her best photo. Photo entries must be
original materials taken by the photographer and should not include watermarks, signatures, frames or borders, date and or time stamp or any
markings on the photo.
A room will be designated wherein all the participants will start writing
their captions. The captions can only be written in Standard Bikol and
shall be composed of less than 30 words.
The photos shall be uploaded in the Padunungan facebook page and will
be open to facebook likes as one criteria for judging. The duration of the
liking will be announced.
The judges shall determine the winners based on the criteria. All decisions
shall be final and irrevocable.

IMPROMPTU SPEECH

1 participant per school

RULES AND MECHANICS:


The speech shall be delivered in English.
Participants are advised to wear a smart casual attire.
A drawing of lots shall be conducted among the contestants prior to the
competition to determine the sequence of speakers.
A common topic shall be given to all the participants. Each contestant
shall be given five (5) minutes preparation time to gather their thoughts
and ideas and another five (5) minutes to deliver their speeches.
Contestants shall be confined in an isolated area prior to their turn to
strictly follow the five (5) minute preparation rule. They are allowed to
write their thoughts on a provided piece of paper during the preparation
time.
There shall be an official timer who shall wave a flaglet indicating how
much time is left for the speaker. The following colors shall be used to
indicate the time left:
Blue Green 2 minutes left 1 minute left

Yellow Orange 30 seconds left 10 seconds left

Red STOP

After three (3) minutes of speech, the blue flaglet shall be raised to alert
the speaker that he/she may end his/her speech. A red flaglet shall be
raised when the time limit is reached.
Members of the audience are only allowed to clap after the speaker has
delivered his/her entire speech.
There shall be a 1% deduction to the final score per exceeding 10 seconds.

CULTURAL COMPETITION

Day 2| 5-15 participants per school

RULES AND MECHANICS:

The presentation should focus on the official Padunungan theme, Padayon Kabataan: Filipino Youth as Responsible Social Media User for
Social Change. It can be presented in any form and medium. Pre-taped
music and voice-over shall be allowed. All audio must be saved in a CD
or flashdrive in .mp3 format.
There should be a minimum of 5 and maximum of 15 members from
each school. Participants may come from Junior and/or Senior High
School. Students who have other competitions (e.g. Tshirt Design, Quiz
Bee, etc) will be allowed to join the Cultural Competition.
The presentation should last for a minimum of 7 minutes to a maximum
of 12 minutes only.
The sequence of the presentation shall be determined by drawing lots
before the competition starts. Each team must send one person for technical coordination prior to the contest proper.
Each team shall be given three (3) minutes to prepare the stage, their
props, technical coordination and other materials needed for their performance.
There shall be a 1% deduction per 10 seconds to the final score if the presentation exceeds the maximum performance time or lacks in the minimum performance time. The timer shall start during the first routine of
the presentation.
The use of fire, smoke machine, and other materials that may cause risk
for the participants and audience members is strictly prohibited. Penalties may range from deduction of points to disqualification.

QUIZ BEE

(Junior High and Senior High Levels)

1 team per level

RULES AND MECHANICS:


There shall be 2 levels- Junior High Level(Grades 9-10) and Senior High
Level(Grades 11-12). Each school must only have 1 team consisting of 3
students per level. Sepearte winners shall be declared for the two levels.
For both Levels there shall be an Elimination round and a Final Round.
Elimination Round (Day 1)
The Elimination Round is a 50-item multiple choice written examination
equivalent to 50 points which will run for 1 hour. It is a RIGHT MINUS
1/4 WRONG Exam meaning there is a 0.25 deduction for every wrong
answer. There will be no deductions for unanswered questions.
The written exam shall be divided into two parts. Part I shall cover questions under the following topics: Bicol culture, Philippine History and
Literature, General Information, and Current Events. Part II shall be composed of questions under Science,Technology and Mathematics.
Each participant shall be given the same set of questions. No questions

Contestants are required to bring their own pencils and pens. No calculators will be allowed. Scratch papers, questionnarie and answer sheets
will be provided. Necessary information should be written legibly on the
answer sheets provided.
The score of the school shall be the accumulated score of the top 2 members per team. The top five (5) teams with the best score shall proceed to
the final round.
Results will be posted in the Official Padunungan Facebook page. Schools
who will proceed to the final round will also be sent a text or e-mail. The
top individual scorer per level will be recognized.
Final Round (Day 2)
The five qualified teams will be seated on stage. Each team shall be composed of the original members from the Elimination Round.
The final stage shall be the quiz bee proper which is composed of three (3)
rounds: Easy, Moderate, and Difficult.
Each team will be provided boards and markers for their answers.
Participants must bring a non-graphing scientific calculator which may
only be used when allowed by the quizmaster.

Questions shall cover the following areas: Bicol Culture, Filipino and Foreign Literature, Philippine and World History, Current Events, General
Knowledge, Pop Culture, Economics, Geography, Science and Technology,
and Mathematics and Random. The category shall be flashed before the
reading of the question.
For each round:
- Questions shall be read twice. Teams may only write their answers during
the second reading. Answers should be raised after the timer has stopped
and the quizmaster says Times Up
-Teams are expected to write their answers legibly. Unfinished answers and
misspelled words shall be considered incorrect.
-Any clarifications must be raised by the participants or the audience to the
protest team before reading the next question.
POWER-UPS. Teams will be given four power-up cards that they can play
before the reading of a question (category is flashed beforehand)in any
round. Teams will be given the following power-up cards below. They are
expected to play the cards wisely. However, they are not required to use
them.

Cheating is strictly prohibited. Violators will be disqualified from the


competition and will not receive any points for that event.
The top three (3) teams with the highest garnered scores shall be proclaimed winners.
In case of a tie, clincher questions shall be asked. Sudden death procedure shall be applied. The first team to provide the correct answer shall be
declared the winner. In case of multiple ties, the teams to give incorrect
answers shall be eliminated until a sole team provides the correct answer.

OVERALL RANKINGS and AWARDS


The overall ranking of the participating schools shall be determined through a point system.
Schools will be given Orgaon Points. For schools who were unable to clinch the top 3 spots
for the said contest, they would be given Participation Points. The school who garnered the
highest accumulated points shall be named the PADUNUNGAN Over-all Champion; the
school with the second highest accumulated points shall be the 1st Runner-up and so on.
The winners will receive medals and certificates. Every participating student will receive a
Certificate of Participation. Coaches will also receive Certificate of Appreciation as coach.
Additional points may be given without prior notice.

UP Ibalon is the sole regional Bicolano organization in the University of the Philippines. It
is a duly-recognized socio-cultural organization of Bicolano students in the university. Founded on
December 1, 1974, UP Ibalon is committed to promoting truth, loyalty, solidarity, and social, cultural,
economic, and political consciousness among students and honing its members cultural and social
consciousness. We have come together to pursue a united mission to serve our fellows and a vision to
remodel the youth into a socially responsible members of society.

For the past 42 years, UP Ibalon has staged various projects aimed at serving the Bicol region and the
university. One of which is the Bicol Week celebration, a week-long activity in UP Diliman that celebrates Bicol
culture. Component-events include a Cultural Exhibit; Bicol Karawat, an inter-organization sportsfest; Free Film
Showing; Mass for Ina, in celebration of the Feast of Our Lady of Penafrancia; Bicol Forum; and the Sili Challenge, a
sili eating contest wherein participants must be able to devour very spicy silis. The organization has done relief operations such as the Tabang Bikol (after Typhoon Reming) and the recent Tabang sa Mayon ( an initiative to collect
donations for those evacuated by the foreseen eruption of Mayon Volcano). Our banner project, the Padunungan
(means battle of intellects) which started in 1981, is an annual region-wide competition participated in by over
300 students from various secondary schools in the Bicol region. Through these activities, we are able to live by our
ideals and continue the works of our forefathers.

EGISTRATION
DETAILS

Padunungan 2017 is open to all Secondary Schools


in the Bicol Region. Each school delegation must
be composed of at least one coach and contestants
for the different competitions. Participants may
only come from Grades 9 -10 for Junior High Division and Grades 11-12 for Senior High Division.
School delegations will be limited to a maximum
of 3 coaches only. Any number exceeding this will
be acknowledged as chaperone and need not to pay
any registration fee.
Pre-Registration is open from November 7, 2016 to
December 17, 2016.
REGISTRATION FEE. The registration fee is
pegged to be at Php 200.00 per participant/ coach.
The registration fee is inclusive of AM and PM
snacks for two days and event paraphernalia (ID,
Padunungan Kits, etc).
PAYMENT.
1.
Schools who are able to pay an early
payment (at least 50% nonrefundable down payment) by December 20, 2016, will be given a discount to the registration fee- a Php 25 discount per
participant/coach. The remaining 50% may be paid
during the contest proper itself.
2.
You may also opt to pay during the contest proper in full, but no discount will be given.
3.
Payment Terms
-Registration Payment may be settled during Day
1 of the Padunungan (Januray 6, 2016) but preregistration is required
-The organizers have the right to disqualify any
school who does not pay the complete fee on time
- For those who opt to avail of the early payment
discount, Payment Details (Payment scheme, bank
account) will be sent after the participating school

organizers are still in the works in finding

the inns shall be shouldered by the school
delegation.
