National Programme Manager - (WASH)
This post is responsible for overall management of WASH project
interventions funded by RB. The project will be implemented in 8 districts of
Punjab province. The position holder will provide programmatic and
operational/managerial support to project teams for quality and timely
implementation of projects and fulfilling our commitments as per our FAD
and ensuring adherence to organizational policies in all operations.

Dimensions of Role:
Reach/Breath of the post: This post reports to National Program Manager (WASH) and is a part of extended country management team. The position
will supervise the project team and deal with management of grant. The project manager will cover the operational area of the project and will
coordinate with different key stakeholders internal as well as external including ECMT members and Implementing Partner Organizations, Government
bodies/departments, NGOs, INGOs and other CSOs and networks as well as donors.
External Representation :The Project manager works with external stakeholders including Partners, Government Bodies/departments, INGO, NGOs
,CSO networks, consultative bodies and represent Plan International in workshops and /, or conferences and interacts with , Private Sector entities/,
Individuals.
Risk Management: Key risk includes unforeseen situations like external security challenges, delays in any key phase of project management, delays in
recruitment of project staff, loss of talented staff, partner relationship, delayed implementation, major gaps between project documents and actual
implementation, lack of adopting CCCD approach and Child protection breach.
Communication: Communication includes internal as well as external at all levels, national, Country Office, Local, Partners. Reporting includes monthly
internal reports for effective tracking of the project implementation pace and quarterly reports as greed with donor. The donor reporting includes the
financial and narrative reports.
Non-Staff:
Staff: Directly reporting of Team (M&E Coordinator, Reporting & Communication Coordinator, and Sanitation Marketing Coordinator)
Budget: Approximately US$ 6 Million
Typical Responsibilities - Key End Results of Position:

Ensure Smooth Operations of the project office

Responsible for developing strategic plans, annual and quarterly work plan as envisaged in the project proposal

Prepare detailed district implementation plan and ensure quality implementation all interventions.

Ensure that effective monitoring systems are in place and being used and data analyzed for program improvement, transparency,
accountability and measurable outputs of all activities.

Ensure compliance in all the processes as per the Plan International policies.

Work closely with project team to review their performance and capacity development needs in line with the project implementation
strategy.

Ensure that good quality and timely performance appraisals are conducted for all project staff and help identify professional
development opportunities for interested staff.

Ensure that targets in terms of ODF villages are achieved and sustained in line with proposal agreed with donor

Provided pragmatic and operational support to project teams

Support project team members for smooth implementation of project activities.

Supervise and ensure achievements of the project objectives as per project document.

Manage timely submission of quality periodic reports.

Supervise administration and finance related activities to ensure compliance with agency and donors financial requirements.

Regular (monthly) review of program and finances using project and financial management system (SAP).

Manage community mobilization and advocacy components of the project.

Advocacy of Project Work/area

Maintain strong and cordial coordination with key government authorities other stakeholders for smooth project execution.

Represent Plan International Pakistan before the Government and its departments, partner organizations in the district, as and when
appropriate for experience sharing

Regular participation in district level coordination meetings, seminars and events.

Dealing with Problems:

Delays in meeting donors deadlines or project milestones.


Lack of understanding of staff who implement projects.
Weak MER systems that may result in report of inaccurate data.
The ultimate beneficiary, Child is not gaining out of the program.

Communications and Working Relationships:


Internally:

Within Plan Pakistan: CMT, NPM - WASH and WASH team

Admin, Finance and HR teams at CO


Externally:

Donor, Partners, CBOs, Community and Government.


Knowledge, Skills, and Behaviours Required to Achieve Roles Objectives:
Education and experience:

Masters in Project Management, or Masters in Social Sciences/Rural development


Relevant work experience of 7 years with minimum 3 year experience of leading a project in development Sector.
Experience of managing WASH project will be an added advantage
Sound project and budget management skills
Ability to travel frequently to remote locations

Additional Knowledge of

Sound knowledge of right based approach.


Sound knowledge of Project management and best practices in development/ NGO sector.
Sound knowledge of Development sector in Pakistan.
Sound knowledge, understanding and practical application of tools, PRA etc.
.
Skills:

Strong technical skills relevant to the role that includes project management phases and life cycle, skills to handle challenges for each phase, report
writing, proposal writing, advocacy and influence.
Computer proficiency (MS Word, Excel, Power Point)
High standard of verbal and written English and Urdu.
Ability to make smooth transition in change management, strategy or program.
