Henri Fayol was a French mining engineer, author and director of mines
who was born in July 29, 1841 at Constantinople/ Byzantine empire,
now Istanbul, in Istanbul province in Turkey.
He was one of the authors who pioneered the theories of Management
under the classical theories of management and assisted in laying the
foundation of organizational ideologies.
Amongst all types of theories of Management, classical management
theories are very important because they are the basis for all further
ideas or concepts of Management. Beside Henri Fayol, other
contributors of classical theories of management are Frederick Taylor
who laid the theory of Scientific management and Max weber who
introduced a theory of bureaucratic management.
Fayol wrote and published several important papers in the fields of
mining, metallurgy and geology while his first public interest on
administration and management was in 23 June, 1900 at the
International Mining and metallurgical Congress in Paris, French after
he approached the president of mineral industry.
During his presentation, he showed his regret on devaluing concern
over administrative and managerial problems by saying The papers
read at this congress have been almost exclusively technical in
character; we have heard no echo of our commercial, financial and
administrative duties.
He went on and talked about the administrative functions like
foreseeing, making preparations to meet the financial, commercial and
technical conditions while talking about organization of employees,
selection of the employees and Management of the staff to name but
few.
In this presentation, I intend to discuss in a nutshell, Henri Fayols
theory of administration through his 14 principles of Management and
thereafter its practice or application in Tanzania, Taking an example of
Tanzania Official Seed Certification Institute as a base.

As I have stated above, his main concern was, as Industrial people kept
on giving more and more attention to technical field aspects, and
taking pleasure of hearing men who presented about science and
professional experience, leaving members of the congress who were
particularly distinguished in matters of administrative duties, could
lead to failure of the business although they acknowledged that if
matters of administration were not working properly, the business is in
danger of failure.
This was clearly proved by his statement that says the technical and
commercial functions of a business are clearly defined, but the same
cannot be said of the administrative function.
Although at this time Fayol did not develop any principles of
management
Therefore, to compliment the above insight, the following are the 14
principles of management.
