Short Term Tender Notice

On behalf of the Chairman U.P. Jal Nigam, sealed tenders in two-bid system from manufacturers,
their distributors / dealers registered contractors in class A in instrumentation, automation &
PLC/SCADA in U.P. Jal Nigam are hereby invited by the undersigned for following works up to 5.00 P.M.
on dated 26.11.16, Which shall be opened in the Office of ADM(F/R), Meerut on 28.11.2016 at 1:00 P.M. by
the Executive Engineer, Yantrik Khand, U.P. Jal Nigam, Meerut and the tender committee or his authorized
representative in the presence of intending tenderers or their authorized representatives.

TERMS AND CONDITIONS:

(A) Purchase of tender document:
1. Tender documents can be obtained by eligible bidders from the offices of the Executive Engineer,
Yantrik Khand, U.P. Jal Nigam, Meerut, Superintending Engineer, Yantrik Mandal, U.P. Jal
Nigam, Ghaziabad, Chief Engineer, (Ghaziabad Zone), U.P. Jal Nigam, Ghaziabad, and District
Magistrate, Meerut in all working days between 10.30 hrs. to 16.30 hrs. against the payment of
Rs. 10000/- + 5% VAT as cost of tender document and application form through demand draft of
any Nationalized Bank payable at Meerut and issued in favour of Executive Engineer, Yantrik
Khand, U.P. Jal Nigam, Meerut.
2. This invitation for tenders is open to all Firms/Manufacturers (willing to get registered themselves
in U.P.Jal Nigam in respective category in class A before the opening of financial bids) and
their authorized distributors/dealers/contractors registered in class A in U.P. Jal Nigam in
Instrumentation, automation & PLC/SCADA who are technically and financially eligible.

Joint ventures are also allowed with the condition that either of the firm should be registered in
Instrumentation, automation & PLC/SCADA in class A category in U.P.Jal Nigam and
second must be a manufacture of SCADA automation product.

4. Authorization certificate(against this tender) has to be produced on legal paper from the
manufacturer to submit the tenders on their behalf .The manufacturers are also required to give
an undertaking to provide complete technical support in supply, execution and maintenance to the
authorized firm.

5. The bidders are advised to submit tender documents duly completed in one sealed envelope be
clearly marked Application for pre-qualification bid, technical and financial bid with name of
work containing of three sealed envelopes for earnest money, technical bid and financial bid
separately on or before the specified date up to 17.00 Hrs. in the office mentioned above.
6. The quantum of work may increase or decrease to any extent.
7. Cost of tender is not refundable and tender form is not transferable. The tender shall be
accompanied with required earnest money duly pledged to the Executive Engineer, Yantrik
khand U.P.Jal Nigam Meerut, in the shape of CDR/FDR/NSC only.

Financial bid of only those firms/ contractors shall be opened who will be found eligible on
scrutiny of technical cum financial capacity evaluated bid. The date and time of opening
shall be intimated separately.

If the date of opening of the tender documents is a holiday, the tender will be opened on
next working day.
11 The date of pre-bid meeting shall be 23.11.16 at 11.30 A.M. in the office of Superintending
Engineer, Yantrik Mandal, U.P.Jal Nigam, Ghaziabad.
12 The U.P.Jal Nigam reserve the right to accept or reject any or all the bids without assigning
any reasons, whatever further no claims of applicant shall be considered in this regards..
13 The rates quoted in tender shall be valid for 120 days from the date of submission of tender.
14 The bidders are advised to inspect the site before quoting the rates.
(B) Eligibility Criteria:
Experience:
The bidders should have financial soundness, sufficient technical knowhow and have successfully
completed the similiar nature of works in Government/Public Sectors during the last 10 years ending
last day of the Oct.-2016. In which applications are invited as per details given below: S.No

Note: Similar work means the experience in water supply/Sewerage system only. However, the physical
experience of PLC/SCADA in WTP/STP/ shall also be considered. The physical experience of manufacturer
shall also be considered. Under financial experience similar works means the financial experience shall also be
considered for power sector. The financial experience shall only be considered of bidders only.

Performance Report:
The bidder should give the details of works/orders in last 10 years and shall submit the supporting
certified documents of successful completion of work.

Turn Over:
The average annual turnover should be at least 30% of the contract value during last 3 years ending
31 st March of the previous financial year i.e. Rs. 76 lacs and minimum 50% in any of the financial
year i.e. 126 lacs.

Profit/Loss:
The firm should not have incurred any loss in more than two years during the last 5 years.
OR
The firm should have a positive net worth.

Solvency:- The firm/contracting Agency/Bidder should have solvency (40% of contract value)
of the amount equal to Rs. 101 lacs.
