Issue #14 (August 2016)

The greatest way to live with honor in this world is to be what we pretend to be.

PRESIDENT OF THE SENATE

Greetings to the Citizens of Byzantium
Novum!
As we enter another Byzantine year on the
first of September, I would like to thank you
for helping us achieve three of the five goals
I set for this year. This year we:
Established two new colonies (Magna
Lacus and Floribus, as well as the
Exarchate of Sarmatia Magna)
Reached 600 citizens (we achieved this
goal on 7 May)
Appointed a Grand Chartulary (Lucius
Vitelius Triarius was appointed by the
Senate on 1 August)
These are all good things that show our
strength as an Empire.
I am setting these goals for the year 7525AM
and ask for your help in achieving them:
Increase participation on our Main Yahoo
Groups List
A fully functioning Ministry of Finance
Establishing four new groups
Reaching 750 citizens
Approval of a Constitution by the Senate
In recognition of their good works, I am
making the following worthy individuals
Patrikioi:
Demetrios Palaiologos Dermokaites for
writing a book about the Byzantine
Empire,

Lucius Vitellius Triarius for service to the

Theme of Anatoliou Pelagous, and
Amma Doukaina for service to the Theme
of Anatoliou Pelagous and the Empire.
Lastly, I urge each of you to do something for
our restored Empire this coming year: form a
village or colony, volunteer to be an officer,
rededicate yourself as an officer, write for the
newsletter, participate with us regularly on
Facebook or Yahoo Groups, participate in a
face-to-face meeting with us, or recruit some
family or friends. Let's get active!

PROCEEDINGS OF THE MINISTRIES

PROCEEDINGS OF THE CHANCELLERY

Thanks to the hard work of our citizens and
their willingness to do something, we
achieved three of the annual goals set by the

Ive appointed two key deputies lately,
who will really help in the administration of
the Empire.
On 16 May, I appointed Ammon C Neith
as Provost of the Silentiary, to keep track of
our Roster of Honors, or order of

restored Empire.
On 17 May, I appointed Lucius Vitellius

The Chancellery is currently reviewing
two documents which will be important to
all of us: the draft Constitution of our

Reviewing them will take a while, because
we want to get them right.

CHANGE IN RULES FOR HERALDRY
When we first devised a plan for heraldry,
the committee, composed of a pagan and a
Christian, wanted to find a symbol of the
ancient Empire that we could use to mark
groups in our Empire and that would be
reserved for the sole use of our branches.
Our goal was to find one that was not
overtly Christian. This turned out to be hard
to do, but we chose to use the Chi-Rho,
which we felt was obscure and unobtrusive
enough no one would be offended. Sadly,
although it was never intended to be one,
this appears to have established an obstacle
for some groups and individuals.
In July of 2016 I lifted the administrative
rule. There is now no requirement for any
particular charge to indicate branches in
Byzantium Novum and the Chi-Rho is no
longer reserved as a charge. I look forward
to receiving heraldic insignia from the
remaining groups.

UPDATES TO THE ROSTER OF HONORS

Listed here are the changes to the Imperial
Roster of Honors. The complete reports will
henceforth appear only once per year in the
Taktikon.

appointment as Grand Chartulary of
Byzantium Novum.
Lucius Vitelius Triarius to Protospatharios on 1 August 2016 upon

Citizens of Byzantium Novum: continue to
do well and build our Empire! Thank you
for all you do and have done.

STATUS OF MARCOMANNIA

NEW HERALDIC REGISTRATIONS

The colony of Marcomannia has been

without a governor for a couple of years.
Attempts to find one have been fruitless.
Sadly, I am obligated to place this colony in
a dormant status until a governor steps up
and is placed in office by the Senate. If you
live in Marcomannia (Czech Republic and
Slovakia) and would like to be governor or
hold some other office, please contact me.

The Chancellery is now registering heraldry

for groups and individuals. If you would like
to register your personal device or badge,
send a jpg, gif or bmp of your heraldic
device to the Illustrious Grand Chancellor.
Following are new heraldic registrations
since the last issue of Basilica.

FROM THE EDITOR

Baduila Chalkeus, acting editor, to the
readers of this newsletter, greetings.
You are reading the new edition of
Basilica, the newsletter of Byzantium
Novum. A special thanks to those of you
who contributed to this newsletter either
by providing articles in what you are
reading now.
We are always looking for new reports,
artwork and articles for Basilica. We will
accept any article on Byzantium Novum or
the Byzantine Empire, or (if space permits)
articles on Roman or other related subjects.
What would be suitable? Book reviews,
puzzles, artwork/photos, articles of a
historical nature about the Byzantine
Empire, reports from Imperial officers and
local governors--nearly anything that is
related to the Byzantine Empire or our
restored Empire. If you have an idea and
would like to see if its ok before
writing/sending, please contact me off-line.
I will respond as soon as possible. I will also
appreciate suggestions for an article/
report/information.
Please do not send things that have been
published elsewhere. This is the Imperial
newsletter and should be the place of first
publication. After publication, you can do
with your article/report/review as you
please, but please, please, please let people
read this newsletter to learn something,
not read something they've already read
elsewhere.
Please do not give me anyone else's
work--a forwarded email, a report someone
else did, or anything of that type. I can't
publish someone's work without their
permission--that's a legal violation and I
will not/cannot publish it.
Typically, I do very little editing.
Typically, the only thing I will do is play
with the spaces (for example, contract
space between letters to save space, fix the
occasional typo, or change two blank
spaces to one) or (rarely) adjust
punctuation for readability (never to
change meaning). Other than that, what

to be permitted access in June of this year
and to meet with Sr. Ephema.

The monastery itself is testament to the

endurance of Byzantium as it was founded
in the so-called post-Byzantine era (late
18th century). The Catholicon (monastic
church) had to be constructed in such a way
so as to prevent the attention of the
Ottomans by appearing to be a house with
a simple pitched roof and a small main door
to prevent access on horseback! These were
simple measures designed to ensure the
continuation of Byzantine culture and
spirituality and they demonstrate the
adaptability of the Romaioi.
As is expected of a church in this part of
the Balkans from this era, it is adorned by
fresco icons from floor to ceiling which
include a single dome within a cupola.
But what is interesting from a Byzantine
perspective, is the 'icons' of the ancient
Greek philosophers and the pagan sybills
depicted in certain parts of this church and
to a lesser extent in other example from this
region and period. From a non-Byzantine
perspective, this might seem somewhat
perverse since Christianity only began with
Jesus Christ, but being Byzantine means
that you borrow and imitate and adapt the

GOVERNORS IN BYZANTIUM NOVUM

There are several different officers that fall
under the heading of governor in our
restored Empire. We are always looking for
people to run or form branches of Byzantium
Novum. If you would like to form one in your
area, contact the Illustrious Grand
Chancellor. We did our best to make forming
a branch easytry us out!
If you are already a governor: thank you
for stepping up! We cannot function
without you.
Regional governors
At the regional level, there are dukes and
exarchs: governors of themes and
exarchates1, respectively. These governors
are the chief executives of their branches.
They preside over and govern the branch
and are responsible for all activities that
take place there. They represent the head
of state and government in his/her branch.
This is a mandatory officer in each theme or
exarchate.
Dukes and exarchs are appointed by the
Senate for a two year term of office. The
duke or exarch is the legal head of the
regional chapter and must be a legal adult
in his/her area (where there are multiple
legal ages due to multiple jurisdictions,
he/she must meet the highest one). Dukes
and exarchs are allowed to appoint mayors
as well as counts second and third class
within their regions.
Upon assuming office, dukes and exarchs
are awarded the honorific vir clarissimus
(or femme clarissimum) and spatharios by
the Senate. After completion of a two year
term of office, they are awarded the
honorific prtospatharios by the Senate.
Dukes and exarchs are also allowed once
a year to appoint a vir eminentissimus or
femme eminentissimum to recognize one
of their citizens for excellence.

exarchs are automatically non-voting members

of the Senate. Exarchs must be conversant in
English.

Exarchates are regional branches where

For new governors, there are courses
available in the Chancellerys Governors
School for regional and local governors.
These courses describe the authority, duties
and responsibilities for governors at all levels.
In addition to these governors, there are
also local administrators called mayors and
counts. Mayors run villages, which facilitate
face-to-face meetings in local areas. Counts
are local recruiting officers. Neither of them
are considered governors but both are critical
to success in local areas. --Baduila Chalkeus

Local governors
At the local level, there are three types
of governors: magistrates of colonies,
presidents of provinces and archons of
archonates. Provinces are parts of themes
or exarchates, while archonates2 and
colonies are autonomous. Local governors
are the chief executives of their branch.
They preside over and govern the local
branch and are responsible for all activities
that take place there. This is a mandatory
officer in each colony.
Local governors are appointed by Senate
for a two year term of office. They are the
legal head of the local chapter and must be a
legal adult in their area (where there are
multiple legal ages due to multiple
jurisdictions, they must meet the highest
one). Magistrates and archons are allowed
to appoint mayors within their groups.
Upon appointment, a local governor is
awarded the honorific of vir clarissimus or
femme clarissimum. After completion of a
two year term of office, he/she is awarded
the honorific spatharokandidatos (for
magistrates and archons) or spatharios (for
presidents) by the Senate.

There are some places we need to form
colonies. In order to form them, we need
someone to step up to be magistrate. Here
is the list of places where the need is
greatest, with the number of citizens in

Map of Byzantine Egypt, showing Thebais

This excellent paper discusses something

seldom seen in books how governments
transition when areas are conquered. In this
case, its the conquest of Egypt by the
Muslims, who took it from the Byzantines.
We sometimes have an image in our
minds that the new guys come in, kill the
old guys, and appoint their own guys to be
in charge. The paper shows us its not that
clean. Thebais, it turns out, was neither
completely Byzantine nor completely
Islamic in its form of government after
being conquered. Marie Legendre, an
Islamic history researcher at Aix-Marseilles
University, has written an excellent work to
show us how it all came to pass.
At the time of the Islamic conquest,
there were four Byzantine provinces in
what is now Egypt. Each of these was led
by a duke. The duke was a local man
responsible for administration, collecting

If you thrive on details of Roman

account of the battle of Mons Graupius will
engage you. The Romans invaded Britain in
43 AD on orders of Emperor Claudius. The
island was home to dozens of independent
Celtic tribes. Rome was not unknown to the

relatively sophisticated economy, carried
on a brisk trade with Gaul, and paid
substantial duties to Rome. When Roman

pledge allegiance to Rome. By 54 AD when
Nero became emperor, the Roman province
of Britannia extended up to the Severn

and Roman arms had overrun more than a
half dozen Celt tribes. There followed a

military role was taken by an Islamic amir,
who ruled alongside the local duke and
pagarchs and who supervised the military
garrison. However, I found it interesting
that the duke was still responsible for law
enforcement and running the prisons.
The duke was able to, and did, move from
place to place in the execution of his duties,
apparently without hindrance. Coinage
minted in Egypt during this time consisted of

Agricolae. Campbell heavily relies on this

succession of Roman governors who

commanded the large army of occupation.

work by Tacitus.
Campbells tome reviews six years of
military campaigns in which the
groundwork was laid for expansion into
Caledonian territory. There is great detail
given to Roman military forces, legions and
auxilia, the geography, and opposing
forces. Of special interest to military buffs
is the description and contrast of military
equipment used by legions and auxilia. The
excellent photographs of Roman reenactors
provide visual confirmation of the images
described by Campbell. There were four
Roman legions in Britannia during
Agricolas governorship: II Augusta, II
Adiutrix, VIIII Hispana, and XX Valeria
Victrix. In addition to the legions in
Britannia, there was the auxilia of equal
number manned primarily by Gauls,
Germans, and Spaniards. Roman military
forces in Britannia also included substantial
cavalry or alae. Campbell emphasizes that
the total Roman military in the province
was quite large and formidable.
The campaign against Caledonian forces
culminated in the battle fought at Mons
Graupius. Though there is some dispute as
to the exact location of Mons Graupius,
Campbell determines the most likely
location is the quadruple peaks of
Bennachie. In preparation for this ultimate
battle, Agricola built a series of marching
camps, most of which have been identified
by archeologists. Tacitus comments on the
long march north noting that the army
marched expeditus that is without a
baggage train. To do so, Agricola took his
army on a coastal route, accompanied by
the Roman fleet which was following along
the coast line with requisite supplies. When
Agricola arrived at the battlefield of Mon
Graupius, the field was already occupied by
the Caledonians led by Calgacus, a chieftain
of the Caledonian Confederacy. Tacitus
describes him as the most distinguished for
birth and valour among the chieftains."
The battlefield at Bennachie forms a
huge, curving amphitheater, and the

As recounted by Campbell, Britannia was

governed by a series of ineffectual
governors. This destabilized the legions
stationed in the province. Emperor Aulus
Vitellius Germanicus Augustus sent Marcus
Vettius Bolanus to be the governor of
Britannia in 63 AD. While Bolanus did not
expand the province, he did firmly
consolidate Roman control. Titus Flvius
Caesar Vespasinus Augustus became
Emperor in 69 AD. In 71 AD Vespasian
initiated an expansionist policy in
Britannia,
and
sanctioned
military
campaigns in Wales and northern England.
Gnaeus Julius Agricola was appointed
governor of the province (propraetorian
legate) in 77 AD. He continued the
expansion of Roman territory begun by his
immediate predecessors.
Agricolas
military campaigns led to a general uprising
among the Caledonians in present day
Scotland. The primary source relating to his
sojourn as governor comes from his son-inlaw, Publius (or Gaius) Cornelius Tacitus, in
a history entitled De vita et moribus Iulii

BASILICA
Caledonians occupied the high ground.
Quoting Tacitus, Campbell relates that
Agricola chose to use the auxilia consisting
of some 8,000 well-equipped and -trained
infantry as his primary maneuver element,
holding his legions in reserve. As with any
battle, the fog of war makes it difficult to
determine the exact breaking point, but the
tide of battle quickly turned in favor of the
Romans. At the battle at Mons Graupius,
the Caledonian forces were routed. The fate
of
Calgacus
is
unknown.
Tacitus
complimented the Caledonians remarking
that sometimes even amongst the
vanquished there was fury and courage.
Agricola was recalled from Britannia in
85 AD, and retired from the military and
public life. He died in 93 AD at the age of
53. His military conquests were never
consolidated, and much of the military
forces in Britannia were transferred to deal
with troubles on the Danube frontier. Thus,
by 90 AD, Caledonia was left to the
Caledonians. Tacitus became a Senator and
went on to a distinguished public career. He
is considered to be one of the greatest
Roman historians.
Campbells book is an excellent
dissertation about one of the notable
successes of the Roman army. The book is
magnificently illustrated. Maps and
photographs, together with numerous
archeological references, combine to make
this work a fine addition to the libraries of
historians and Roman enthusiasts alike.

ARTICLE REVIEW

Archaeology, An Epic Conflict. Roger

Atwood. (Jan. / Feb. 2014, Vol. 67, No. 1,
Pages 31-36).
After years of searching, archaeologists
have uncovered the evidence for the often
discussed battle between Rome and
Carthage. The location has now been
pinpointed on a Spanish Hilltop and the
battlefield has yielded the following
artifacts; approximately 2,000 Roman-era
metal objects, nearly 700 metal tacks
(hobnails), 200 darts, 20 slingshot pellets,
40 coins, and 500 pieces of pottery from
over an area of 1,100 acres, as Francisco
Gomez, a member of the archaeological
team says, We by contrast conducted a

spatial analysis, prospecting the battle

landscape and focusing on width over
depth to learn what happened. A small
map of the area of the battlefield was
included in the article. I will redraw this
map at a later date and include such in my
Roman Studies Blog which is linked to the
Militariums.
The Battle of Baecula was written about
by the ancient historians Polybius and Livy,
who wrote their passages decades or even
perhaps centuries after the conflict, so the
description of the area where the battle
took place was never found. Archaeologists
Arturo Ruiz, director of the Center for
Iberian Archaeology and his colleague Juan
Pedro Bellon studied the passages from
both of the ancient writers and then pored
over hundreds of square miles of terrain
maps to match the descriptions provided by
the two ancient historians to find the exact
location of this famous battle.
The article contains two large
photographs of the cultivated Spanish
landscape as it looks today where the battle
was conducted. Artifacts pictured are the

lead ingots for the fashioning of more

SOLOMON OF SOLACHON
Solomon was born sometime around
490AD in the fortress of Idriphthon in the
district of Solachon, near Dara (now Ouz,
on the Turkish-Syrian border) in the
province of Mesopotamia. This area was
usually a battlefield in his lifetime, as the
Sassanids tried to take it from the
Byzantines. As a result of an accident
during his infancy, he was a eunuch;
fortunately, this was not an obstacle in the
old Empire, and he was able to rise to great
power. He had a brother named Bacchus,
who was a priest and fathered three sons,
Cyrus, Sergius and Soloman, all of whom
served under their uncles command.
Little is known of his youth and early
days of military service; however, he served
locally under his duke, Felicissimus. By 527,
he was an experienced officer and was
selected as General Belisariuss chief of staff
(domesticus). He is mentioned in this role
in 533AD by Procopius in relation to
preparation for the Vandalic War.
Belisarius
named
Solomon
as
commander of one of the nine regiments of
foederati as the Army sailed to fight the
Vandals. Historians believe he probably
served in the Battle of Ad Decimum on 13
September 533, but he is not mentioned in
Procopiuss history of the war. Perhaps as a
throwback to his old role as chief of staff,
Belisarius sent Solomon back with his
report to Emperor Justinian I. Solomon
remained in Constantinople until the
following year, when he returned to North
Africa as Belisariuss replacement in
command, under the new office of magister
militum Africae (master of the soldiers of
Africa). Shortly thereafter, he was
appointed praetorian prefect in addition to

Byzantine Infantry Officer, Vandalic War

One of his first duties was to suppress an

uprising of the Moorish tribes. His forces
bolstered to about 18,000, he defeated a
Moorish army that had just wiped out his
garrison at Byzacena in the Battle of
Mammes; however, they recovered and
took Byzacena almost immediately. He
returned with his army and crushed the
now-fortified Moors at Mount Bourgaon.
In spring of 536AD, a mutiny broke out
among soldiers who taken Vandalic wives
and who wanted land that had been seized
in the Vandalic War. Solomon was able to
hang on long enough for Belisarius to come
back with a small, mobile Army to defeat
the mutineers. Solomon returned to
Constantinople for a few years, but
returned for a second tenure in 539AD,
again as master of soldiers and praetorian
prefect, but with the new titles patrician
and honorary consul.
Upon his return, he got rid of weak and
mutinous soldiers then re-engaged the
Vandals, forcing them out of the province
entirely. Afterwards, he began a massive
building program, building city and town
walls, aqueducts and fortresses as well as
expanding harbors.
13

BASILICA
He then again attacked the Moors at
Mount Aurasium. Although the Moors
attacked him over and over, ultimately the
rebellion was defeated, ushering in a period
of prosperity and tranquility. Under his
governorship, "all the Libyans who were
subjects of the Romans, coming to enjoy
secure peace and finding the rule of
Solomon wise and very moderate, and
having no longer any thought of hostility in
their minds, seemed the most fortunate of
all men." (Procopius, De Bello Vandalico,
II.40)
That all ended when the Great Plague hit
in 542AD. The Moors rose up again in
543AD, and stopped paying tribute and
Solomons nephew, Sergius, who was now
governor of Tripolitania, massacred 80
Moorish leaders at a banquet. Fighting
broke out all over, and Solomon rallied his
three nephews and his army to crush it
again.
Although he was successful at first, the
Byzantine army was not united and the
soldiers were reluctant to fight for
Solomon. At the Battle of Cillium, one
general may have even withdrawn his
soldiers in an act of treason. Solomon was
forced to order a retreat, during which his
horse fell into a ravine, wounding him.
Although he remounted, he and his
bodyguards were swiftly overtaken and
killed.
He was replaced by his nephew Sergius,
but he was soon replaced by the usurper
Guntharis, who was murdered by another
usurper named Artabanes. It was 546AD
before John Troglita arrived with a new
army to restore this area to the Empire.

TRIVIA
The recruiting officers we now call counts
were initially called eparchs and
exarchs. They were eparchs in the USA
and Canada and exarchs elsewhere.
In December of 2010, we polled for the
first four eparchs: Altessa Allyria Talaina
Aeternia as Eparch of Arizona (since

resigned); Baduila Chalkeus as Eparch of

Virginia (now Count of South Carolina);
Marcus Cassius Julianus as Eparch of Maine,
New Hampshire, and Vermont (now Count
of Northern New England); and Ulfr the
Varangian as Eparch of Colorado (since
resigned).
The first exarchs were polled in February
2011: they were Michael the Wise as
Exarch for Egypt and Evgenios Dimitriou
Zachou as Exarch for Slovakia; both have
since left office.
They changed to counts on 1 April 2011
after several people found the terms exarch
and eparch unnecessarily confusing. The
change to counts was not without
controversy, as one exarch resigned rather
than accept the new office title. Ultimately,
the term count caught on and we now have
counts all over the world.

Byzantium Novum is a micro-nation dedicated to
the rebirth of Byzantine culture and civilization
which was formed to be a small, legitimate successor
state to the Byzantine Empire. We exist as a micronational sovereignty project, working to bring
Byzantine civilization to life in the modern world as
much as possible. Our goal is to establish a physical,
symbolic and administrative world capital of 100
acres or more, where the Byzantine State may have a
real-world existence and coordinate Byzantine
interests around the world.

It is the Chancellerys goal to publish this
newsletter in February (to observe our founding),
May (to observe Byzantium Day), August (to
observe the end of the Byzantine year) and
November (to observe the Christmas season).
The typeface used in Basilica is called Skia. It is
