SCOPE
This specification covers the minimum requirements for the design, manufacture, transportation,
installation and testing of general buildings on an offshore platform. Any exceptions to the
requirements of this specification shall be submitted in writing to the Purchaser for resolution.

REQUIREMENTS
1. The values stated in this specification in either U.S. Customary units or SI units are to be
regarded separately as standard.
2. Within the text, the SI units are shown in parentheses.
3. The values stated in each system are not exact equivalents, therefore each system must be used
independent of the other.
4. Combining values from the two systems may result in nonconformance with this specification.
3.1
Item Definition
1. Within the context of this specification, a building is a metal enclosed self-contained modular
enclosure containing equipment together with ancillary areas and services installations as
required to effectively operate the facility.
2. Manufacturing standards shall be in accordance with the following qualifications:
a. The Fabricator shall furnish all material, labor, equipment, testing, supervision, plant
facilities, consumable supplies, and tools required for, and incidental to, the design,
fabrication and installation of the building.
b. The Fabricator shall furnish, install, test, and deliver the building and all equipment and
facilities required by this specification in complete operational condition and otherwise
ready for occupancy at the completion of fabrication and installation.
3.2
Physical Characteristics
1. Purchaser drawings and building descriptions indicate conceptual layouts and information
only.
2. The Supplier shall be responsible for determination of the final design, based on Purchaser
requirements, equipment size, clearance requirements, etc.
3. The internal layout drawing of the building shall be approved by Purchaser, prior to the
initiation of detail design of the building.
4. Protection of equipment during fabrication, lifting, transportation, and operation shall be in
accordance with manufacturers recommendations and prudent workmanlike precautions
considering the conditions to which the equipment will be exposed.

4.1
General

1. Supplier shall prepare detailed fabrication, architectural, electrical, fire and safety, plumbing,
HVAC etc., drawings for Purchaser review and approval prior to beginning work. Drawings
shall include detail design for all systems and incorporate the requirements of the
specifications.
2. The building shall be leakproof, and corrosion-resistant.
3. Unless otherwise specified, all buildings shall be equipped with a hazardous gas detection, fire
and smoke detection, and alarm systems.
4. The Supplier shall ensure that noise and vibration limits are not exceeded, firstly by
minimizing noise at source as far as possible, and secondly by insulation as specified.
5. The building shall be designed and constructed to comply with the NFPA 70 local area
classification(s) as defined by the Technical Requirements.
4.2
Structural Design
1. Structural design shall be in accordance with ABS requirements, API RP 2A-WSD, and
AISC MO 21.
2. Subject to agreement by Purchaser, the Supplier may design the building as a stressed skin
structure.
3. The skid shall be an integral part of the structure.
4. The design shall include all live and dead loads, including lifting, transportation and
installation, as well as equipment and operational loads, and wind and blast loads.
5. All openings shall be fully framed and included in the calculations submitted.
4.3
Performance
1. Structural elements, components and installations shall have fire, thermal and acoustic
performance in accordance with ABS 63 and United States Coast Guard (USCG)
requirements, together with API RP 2A-WSD, and any additional requirements noted in this
specification.
2. Any openings or penetrations shall also achieve these standards, using tested and approved
procedures, including ASTM E 814.
4.4
Maintenance Access
1. The Supplier shall provide convenient access as necessary for maintenance of all equipment
and services installations including any necessary platforms.
2. All shut-off valves shall be located so that they can be conveniently accessed from floor level.
3. Maintenance access provisions shall maintain the integrity of insulation and fire resistant
construction using tested and approved procedures.
4.5
Materials
1. This specification contains materials and equipment by specific manufacturers trade names
and model number. The intent is to establish a basis for quality.
2. Materials, equipment and the procedures covered by this document have been selected as a
standard because of quality, particular suitability, or record of satisfactory performance. It is
not intended to preclude the use of equal or better materials or equipment.

3. Supplier may submit written request for the use of substitute items. Such substitution or
replacement is subject to Purchaser approval.
4. Materials shall comply with industry standard specifications as a minimum.
4.6
Installation
1. Installation of all equipment and materials shall be in full compliance with recommendations
of the respective manufacturers, unless specifically excepted or indicated to the contrary
herein.
2. All components of framing members, millwork, window frames, door frames, wall
components, and wall panels shall be plumb, square in proper alignment, and in proper
relation with other trades.
3. All millwork, hardware, furnishings, etc., shall be properly fitted square, plumb, and secured
to the building structure in accordance with manufacturers recommendations.
4. After installation, the Supplier shall repair and touch up any damage and make necessary
adjustments to ensure correct operation of all doors, switches, mechanical equipment, and any
other items not mentioned herein.
5. All structural steel surfaces, including those covered by insulation, shall be prepared, primed
and coated in accordance with this specification.
4.7
Welding
1. Welding shall conform to the FFS-SU-5216.
2. All faying surfaces located outside of a buildings controlled environment shall be seal
welded.
3. Air-conditioned buildings shall be capable of maintaining positive air pressure.
4.8
General
1. All steel materials shall conform with FFS-SU-5215.
2. All stairs, walkways and handrails shall be constructed in accordance with Purchasers
SID-SU-5106 and NFPA 10.
3. All external stairs and walkways shall be galvanized in accordance with ASTM
A 123.
4.8.2
Frame
1. The building frame shall be constructed as a rigid, self-supporting steel structure. The
frame shall be welded to the building skid.
2. Girts and purlins shall be flush with the exterior face of framing members.
3. Girts shall be spaced so that deflection of wall panels under design loads is less than
1/270 of the span.
4. The roof framing and the building columns shall be designed to support any additional
dead load suspended from the roof such as air conditioning ducts, suspended ceilings,
cable trays, electrical busses, light fixtures, and piping.
5. Openings for equipment, ducting, conduit, windows, doors, and other purposes shall
have structural frames. Frames shall be provided for such openings in both the walls
and roof.

6. The building floor framing (skid) shall be fabricated from W shaped (wide flange)
steel beams to form a rigid rectangular frame. The frame shall be braced with cross
members as required to support the equipment installed in the building.
7. All primary bolted connections shall be furnished with high strength bolts conforming
to specification ASTM A 325 or A 490.
a. Bolts shall be furnished with one washer and one heavy hex nut per bolt and shall
be tightened by the turn of the nut method.
b. The bolted connections shall be designed in accordance with AISC RCSC
Specification for Structural Joints Using ASTM A325 and A490 Bolts.
8. All primary bolted connections shall contain at least two bolts.
9. All machine bolts shall conform to ASTM A 307, furnished with one heavy hex nut
and one lock washer per bolt.
4.8.3
Floors
1. The building floor shall be smooth steel plate a minimum of 3/8 inch (10 mm) thick.
2. Floor plate seams and edges shall be continuously welded to ensure a seal between
floor and skid.
3. Floors shall be provided with drains to prevent moisture accumulation. Flange
extensions and gussets shall be installed as required.
4. Floor plating shall be covered with a poured deck insulation as specified herein. See
Finishes Schedule included with the Technical Requirements for floor finish material,
where applicable.
5. The underside of the insulation at skid level is to be protected by 16 gauge (1.6 mm)
galvanized steel sheet, fixed with stainless steel screws.
6. Floor finishes shall be in accordance with the Room Schedule included with the
Technical Requirements.
4.8.4
Roof
1. Roof structure that supports equipment shall be designed for a uniformly distributed
live load of 50 psf (2.5 KPa) or the actual equipment weight, whichever is greater.
2. The building roof shall be smooth steel plate a minimum of 3/8 inch (10 mm) thick if
the building has roof mounted equipment.
a. Otherwise a minimum of 1/4-inch (6 mm) thick plate is acceptable.
b. The Supplier shall secure the roof sheets against wind uplift, mechanical
movement, and to maintain water-tight panel joints.
3. The minimum roof slope shall not be less than 1/8 inch (3 mm) per foot (305 mm).
4. The roof shall be provided with perimeter drains including gutters and downspouts.
Drains shall not be installed in the roof.
5. The underside of the roof insulation, where not concealed by a suspended ceiling, is to
be protected by 16 gauge (1.6 mm) galvanized steel sheet, fixed with screws.
4.8.5
Exterior Walls
1. Building cladding shall be crimped steel plates, minimum 3/16 inch (5 mm) thick.
2. The exterior walls of the building shall be flush with the skid.

3. All joints between steel plates and building frame and joints between adjacent steel
plates shall be seal welded.
4. Crimped steel plates are to have steel closures welded in at openings to ensure seal
against the framing.
4.8.6
4.9
Exit corridor
Suspended Ceilings
Where specified by the Purchaser, the building shall be constructed with a suspended ceiling.
4.9.1
General
1. Acoustical ceiling systems shall be installed complete, including exposed tee grid
suspension system, acoustical tile, hanger wires, runner channels and hold down clips
as required.
2. Light fittings, air-conditioning and ventilation grills and related accessories shall be
fully integrated in the ceiling.
3. Materials and installation are to comply with ASTM C 635 and ASTM C 636.
4.9.2
Materials
1. Exposed tee grid main runners and cross tees shall be double web type, hot dipped
galvanized steel with 15/16 inch (24 mm) aluminum flange face and low gloss white
baked enamel finish, clips shall be stainless steel.
2. Wall angles or channel shall be straight edge, steel with same finish as main runners.
3. System shall be USG series 3/4 ZXA fire rated exposed grid or a Purchaser-approved
equal.
4. Acoustical panels shall be 24243/4 inch (61061019 mm) thick lay in panels,
square edge, 100 percent inorganic mineral fibers in a ceramic bond with a white
finish.
5. Where data sheets specify Moisture Resistant (M.R.) panels, provide and install
Conwed, Heritage pattern ceramic perforated panel, Armstrong Ceramaguard panel,
or Purchaser-approved equal. At remaining areas provide and install USG, Auratone
fire code, Rock face or Purchaser approved equal.
6. Main runners shall be suspended with galvanized wire hangers, 12-gauge (2.1 mm)
minimum, spaced a maximum of 4 feet (1200 mm) apart.

Installation
1. Tee grid members shall be installed square and centered with respect to each
building space.
a. Grid members shall be spaced and supported as required by maximum deflection
of 1/360 of span.
b. Minimum of 12 gauge (2.1 mm) hanger wire shall be used to support suspension
system.
2. Hangers shall be suspended directly from the structure, and suspension from service
installations will not be accepted.
3. Supplier shall clean all panels and grid after installation.
4.10
Insulation
4.10.1 General
1. Supplier shall furnish and install all insulation, support systems, fasteners, clips,
accessories, and furnish all required erection drawings for insulation systems.
2. All work to be concealed by insulation shall be inspected and approved by Purchaser
prior to insulation work. Insulation work shall not proceed until so authorized.
3. Supplier shall submit calculations to verify insulation material and thickness
selections with respect to both temperature and noise design criteria.
4. Insulation for all exterior surfaces shall be sound attenuating material with a flame
spread rating of 25 or less. Provide a U factor of 0.08 for the total wall and roof
composition and a U factor of 0.24 for the total floor composition.
4.10.2 Noise Requirements
1. The design noise level at the exterior surface of the building will be approximately
100 dbA.
2. Walls must provide a transmission loss in order to:
a. Contain any noise level in excess of 88 dBA within the room or building;
b. Hold the noise level in the room or building to the maximum produced by the
equipment in the room;
c. Inside the room or building, reduce the noise level from external sources within
the building, or room, to that given on the data sheets.
4.10.3 Fire Wall Separations
1. Unless specified otherwise, the exterior and interior walls shall have a 30-minute fire
rating.
2. The following rooms shall have walls with a one (1) hour rating:
a. Combustible storage rooms
b. Control rooms
c. Equipment rooms

4. Flashing and/or trim shall be furnished at the rake, corners, eaves, at framed openings,
and wherever necessary to provide weather tightness and a finished appearance.
5. Galvanized steel for flashing, metal closures, trim, and other miscellaneous uses shall
be 26 gauge conforming to ASTM A 653 with Class G 90 galvanizing.
4.11.2 Sealants
1. Penetrations and openings in the walls, floors, and roof shall be sealed with flashing,
caulking, and other materials as required to:
a. Prevent air leakage when the building is pressurized;
b. Prevent moisture penetration;
c. Minimize thermal conductivity and sound transmission.
2. Caulking and other sealing materials shall be noncombustible and shall maintain the
fire, acoustic and thermal requirements of the enclosure.
3. The application shall provide an airtight seal between adjacent surfaces.
4. The material shall have sufficient adhesion to metal and plastic so as to remain in
place during normal handling operations. Adhesive tensile strength shall be a
minimum of 4 psi (28 KPa).
5. The sealing compound shall prevent the entry of water by capillary action.

7. Adjustable shelf standards shall be recessed into cabinets and screw anchored as
required.
8. All shelving shall be constructed of 3/4-inch (19 mm) plywood or solid material.
9. Where plumbing enters cabinets through back, a removable access panel shall be
provided, cut to fit plumbing rough in, so as to be concealed by plumbing finish
escutcheon.

the anticipated loads and deflections and shall maintain the fire, thermal and acoustic
performance as the door assembly. Glass shall be PPG heat strengthened glass or an
approved equal. Glass in exterior doors shall have a gray tint.
4. HingesButt hinges for all interior doors shall be heavy duty stainless steel,
4 1/24 1/2 inch (115115 mm) full mortise with non-rising loose pin button tips and
ball bearings. Three hinges shall be required per single door, six hinges required for
double doors.
Half mortise hinges shall be Hager stainless, 4 1/2 inch BB2098 NRP US32D, or an
approved equal. Three hinges shall be required per single door, six hinges required for
all double doors.
Double acting hinges shall be center hung pivots, floor surface mounted, for doors to
300 pounds. Use Rixson Firemark No. 370 center hung pivot set or a Purchaserapproved equal.
5. LocksetsLocksets shall be provided on all doors without locking dogs and shall be
of mortise design with knob and trim both sides. Locksets shall be nonferrous and
nonaluminum with stainless steel knob and trim. Design shall be Corbin 865 9500
Service or a Purchaser-approved equal.
Locksets shall functions as follows:
a. Doors without cylinders865 9510 NF US32D
b. Doors with privacy locks865 9520 NF US32D
c. Electrical room doors865 9557 NF US32D
d. Doors with cylinders865 9565 NF US32D
Cylinders shall be 6-pin mortise type, Corbin No. 5253 x US32D, or a Purchaserapproved equal.
6. ClosersClosing devices shall be provided on all doors and shall be furnished in
stainless steel and of the size recommended by the manufacturer for size and type of
door. Closer shall be Norton No. P1606SS, US32D x SNB, Dorma 7600 series or a
Purchaser-approved equal. Closers shall be mounted on the inside face of exterior
doors.
7. Panic HardwareExit devices shall be provided on all exits to the building exterior
and egress doors, and shall be mortise type, in stainless steel, Von Duprin 88 series,
Monarch XXRT, Vanguard US 32 D, or an approved equal. Use 8858 TP US32D
(active or single door) with #582 or #583 strike as appropriate.
8. ThresholdsAll thresholds shall be extruded bronze, clear anodized, Pemko or a
Purchaser-approved equal:
a. Interlocking type
1) Pemko #159BV at double doors only
2) Pemko #110B all other doors as scheduled
b. Saddle typePemko #170B all doors as scheduled
9. Rain DripsRain drips shall be extruded bronze, Pemko #345B or a Purchaserapproved equal.
10. Surface BoltSurface bolts (for use on inactive leaf of a pair of doors) shall be
Model No. 454, with universal strike, hand polished steel finish. Use Ives
Hardware Co. or Purchaser-approved equal.

11. Door StopDoor stops shall be dome type in stainless steel. Use Quality hardware or
a Purchaser-approved equal:
a. Doors without thresholdsQuality #331 ES
b. Doors with thresholdsQuality #431 ES
12. Kick PlateKick plates shall be provided on all doors and shall be stainless steel
U.S. 18 gauge (1.2 mm), beveled four sides, 8 inches (200 mm) high by door width
less 1 1/2 inches (38 mm), Quality hardware #48, or a Purchaser-approved equal.
13. Push Pull PlatesAll push pull plates shall be stainless steel, 416 inches
(100400 mm). Use Quality hardware or a Purchaser-approved equal:
a. Pull PlatesQuality #4520
b. Push PlatesQuality #2300
4.13.3 Installation
1. Doors shall be internally reinforced and in accordance with approved hardware
schedule.
2. All surface imperfections shall be dressed, filled, and sanded smooth, and shall not be
visible after application of finish.
3. Glass shall have vinyl glazing strips on both sides to preclude metal to glass contact.
4. Vision panels shall be installed with a completely sealed compression type kit, and
neoprene setting blocks of proper size and hardness for intended application.
5. Glazing compounds shall be elastic type nonhardening.
6. Channel frames shall be prepared to receive necessary hardware.
7. Doors and frames shall be hung without any rack, bind, or twist, and hardware shall be
in good operating condition.
8. Installation of all finish hardware shall be in strict accordance with the hardware
manufacturers recommendations and instructions.
9. All necessary adjustments required for proper operation shall be made by Supplier.
10. All door mounted closers shall be installed with six bolts.
4.13.4 Keying of Doors
1. All buildings are to be grand master keyed alike.
2. All electrical room doors shall be keyed alike.
3. All offices shall be individually keyed and master keyed.
4. All storage rooms, including food storage, shall be individually keyed and master
keyed.
5. All exterior doors for each building shall be independently keyed alike and shall be
grand master keyed.
4.13.5 Number of Keys
Quantity of keys shall be as follows:

Windows
4.14.1 General
1. All windows shall be furnished complete, including all window frames, glass,
flashing, sealant, fasteners, hardware, and finishes as required.
2. Prior to erection, the Supplier shall prepare and submit for Purchaser approval all
fabrication drawings and details to show complete installation.
3. Windows in fire rated walls or partitions shall be FM approved or UL listed as
appropriate for the wall/partition rating. Window assemblies shall comply with
NFPA 80.
4.14.2 Materials
1. Fixed double glazed anodized aluminum or stainless steel windows shall be Model
Heavy Commercial F HC, as manufactured by the Ventilite of Bogalusa, Louisiana, or
a Purchaser-approved equal.
2. Sizes shall be 2436 inches (600900 mm) high.
3. Glass shall consist of one piece of grey tinted heat strengthened glass, PPG Inc. or a
Purchaser-approved equal.
4. Window weather stripping shall be factory installed internally and externally around
perimeter of sash members.
5. All glass shall be in a thickness to resist the designated load and deflection criteria,
with a minimum thickness of 1/4-inch (6 mm).
4.14.3 Installation
1. Frames shall be square, plumb and in proper alignment.
2. Frames shall be secured with stainless steel fasteners as required to meet design wind
and seismic load criteria and to ensure a weather tight enclosure.

4.15.8 Frames
Frames shall be heavy gauge formed steel or structural steel and plate with reinforcing
anchors placed to resist all blast forces.
4.15.9 Windows
1. Blast resistant window units shall be fabricated of formed metal or structural shapes.
2. Glazing material shall be an appropriate thickness of laminated or tempered glass on
plastic glazing material as determined by the design analysis for the specified design
criteria.
3. Glazing material shall be scratch resistant.
4.15.10 Embedments
1. Embedments shall be fabricated to receive hinges, locking pins and perimeter framing
members from formed steel plates or rolled structural shapes.
2. Embedments shall be of seal welded construction, designed to transfer loads into
surrounding structure.
4.15.11 Assembly
All door and window units shall be factory assembled. Each unit shall be shipped as a
complete unit. Door and window frames shall be fabricated to a maximum tolerance of
1/16-inch (1.6 mm).
4.15.12 Finish
1. All door and window units shall be galvanized and prime coated with a vinyl butyryl
wash primer.
2. Door and window units shall then receive a final coating system as described in
Section 4.21 of this specification.
4.15.13 Inspection
All units shall be thoroughly checked and inspected for operation prior to shipment.
4.16
Building Specialties
4.16.1 Restrooms
1. General
a. Prior to installation, Supplier shall prepare and submit to Purchaser for approval
all manufacturers data sheets clearly indicating the specific items to be furnished
and indicating all means of attachment.
b. Supplier shall furnish and install the items listed in Appendix B, Toilet
Equipment and Accessories.
2. Materials
a. Items for this work shall be standard products manufactured by the Bobrick
Washroom Equipment, Inc. (toilet room accessories) or a Purchaser-approved
equal.
b. Colors and finishes to be selected by the Purchaser from the manufacturers
standard range of colors and finishes, unless specified herein.

3. Description
See Appendix B, Toilet Equipment and Accessories.
4. Installation
a. All items shall be installed in strict accordance with the manufacturers
recommendations.
b. Heads of visible fasteners shall be spanner or theft proof type with satin finish.
For walls, use toggle or molly type bolts. For thru bolts where both ends are
exposed, use hex type or finished cap nut.
c. The work shall be rigid, level, true and aligned with adjoining partitions and
walls.
4.16.2 Building Furnishings
1. Supplier shall provide the building with the furniture and accessories specified by the
Technical Requirements.
2. All furniture, including shelving, shall be new, undamaged, heavy-duty commercial
grade or built of sturdy construction.
3. Supplier shall furnish and install the items in accordance with Appendix A,
Furnishings Equipment or Purchaser-approved equal.
4. All components shall be installed plumb, square and in proper alignment and securely
anchored to walls or floors to prevent movement during transportation.
5. Items subject to damage during transportation shall be removed and securely crated
for shipment.
4.16.3 Food Service Equipment
1. Supplier shall prepare and submit for Purchaser approval, shop drawings for all items
of work necessary for a complete installation.
a. Drawings shall show all dimensions, details of construction, installation and
relation to adjoining and related work requiring cutting or close fitting.
b. Drawings shall show all reinforcements, anchorage and other related work for the
complete installation of all fixtures.
c. Installation shall make allowance for maintenance areas and possible replacement.
2. Supplier shall furnish and install the equipment in accordance with Building Data
Sheets or a Purchaser-approved equal, as minimum requirement for any kitchen area.
4.16.4 Graphics
1. Corrosion resistant stainless steel nameplates shall be attached to the building with
stainless steel screws. The nameplates shall be embossed with the buildings function,
pressurization requirements, door identification, safety messages and any other

4.17.2 Ventilation
1. The building shall be equipped with a positive pressure ventilation system to preclude

2. Gas detectors shall be placed in the HVAC intake ducts. Provision shall be made to
shut down the HVAC system and close all intake dampers if flammable gas is
detected.
3. The ventilation system shall be capable of maintaining a minimum interior building
pressure of 0.1-inch of water column (250 microbars) with all openings shut.
4. A differential pressure alarm switch shall be provided to alarm on loss of
pressurization after a 5 minute time delay.
5. A positive ventilation system shall be capable of completely changing the air inside
the building a minimum of six times per hour.

Plumbing
1. Supplier shall furnish design, calculations, drawings, procurement and furnishing of all
materials and equipment necessary to install all plumbing facilities within or attached to
building.
2. Installed systems shall conform to the requirements of the ASA-A40.8-1955 American
Standard National Plumbing Code and PIM-SU-3.00.
3. Plumbing work will terminate at locations shown on design drawings.
a. Work includes waste, vent and potable water piping, fixtures, equipment, traps, supplies,
faucets, valves, supports, hangers and sleeves necessary to furnish and install a complete
plumbing installation.
b. Removable access panels shall be furnished for clean out, traps, valves, etc.
4. For accommodation or office buildings, the hot water system shall furnish 120F (50C) water.
A minimum heating capacity of 5 gallons (19 liters) per hour per occupant shall be provided.

Electrical
4.19.1 Power
1. All electrical equipment and installation shall comply with ABS and USCG
requirements as appropriate for fixed or floating installations, together with
API RP 14F.
2. All electrical equipment and components shall be designed and manufactured in
accordance with the hazard classification of its location, and shall comply with
ELC-DU-12.01 and ELC-SU-12.02 and ELC-SU-12.13.
3. Unless otherwise specified, electrical equipment and installations shall comply with
NEMA ICS 6 as follows:

1. All painters equipment, supplies and debris shall be removed as soon as application is

3. The Supplier shall furnish two gallons (8 L) of each color of paint or finish for field
touch-up of the building.

DOCUMENTATION REQUIREMENTS
The Supplier shall provide drawings and documentation as listed below in electronic format which
can be readily accessed by the Purchaser.

4. The Supplier shall furnish two books for each building with the following data:
a. Tear sheets on material used including color charts of paints used.
b. Copies of warranties, maintenance, parts list, troubleshooting data and Vendor prints of all

7.1
General
1. These requirements apply to both domestic and export transportation.
2. These requirements do not cover any preventative maintenance required during either
shipping or storage, i.e., rotating pump/motors shafts.
3. Supplier shall be solely responsible ensuring proper and adequate preparations are made to
prevent either damage or loss during shipping or storage.
4. The Supplier is responsible for identifying and making provisions for any preservation
requirements during storage and shipping such as shaft rotation, etc.

Protective Measures
1. Measures shall be taken to protect against breakage, dampness, pilfering, and tampering
during transportation, handling and storage.
2. As a minimum, and as applicable, the measures described in Section 7.3 through Section 7.7
shall be taken.
7.3
Cleaning
1. Immediately upon completion of tests and inspections, equipment shall be thoroughly cleaned
of scale, dirt, and other foreign material.
2. Items shall be drained of liquids such as fuel, lubricating oil, cooling fluid and insulating oil.
3. Liquids used for cleaning or hydrostatic testing shall contain a nonfouling rust-preventing
fluid, or the items shall have been thoroughly flushed with a nonfouling rust-preventing fluid.
4. If water has been used for cleaning or hydrostatic testing, the water shall have contained a
nonfouling rust-preventing fluid, or the items shall have been thoroughly flushed with a
nonfouling rust-preventing fluid.
5. Supplier shall ensure that all protective coatings used during fabrication such as masking,
masking paper, etc., are removed from equipment such as instrumentation, packing gland nuts,
followers, seal plates and nuts on mechanical seals, and that the equipment is clean, before
shipment.
6. Supplier shall thoroughly broom-clean inside and outside of the modules and buildings prior
to shipment, including window and opening ledges, sills, horizontal projections, exterior steps
and platform, walkways, rails and other surfaces.
7. In addition to general broom cleaning the following special cleaning shall be done for all
fixtures, equipment, walls, ceiling, decorated or finished surfaces, floors and hardware:
a. Decorated or finished surfaces: Dust, dirt, stains, handmarks, paint spots, and like defects
shall be completely removed from the surfaces. Metal surfaces shall be cleaned and
polished, using only non-corrosive and non-abrasive materials. Natural finished
woodwork shall be cleaned and polished.
b. Fixtures and equipment: Plumbing fixtures and like items shall be cleaned and polished.
Lighting fixtures shall be free of dust, dirt, stains or waste material. Equipment and
machinery shall be cleaned, serviced and be ready to use after refilling with fuel,
lubricating oil, cooling fluid, and/or insulating oil.
c. Glass: Washed and polished on both sides, left free of dirt, marks, labels, stains or spots.
Exercise care not to scratch glass.
d. Floors: Remove spots, soil, paint, wash, mop dry, free of streaks or stains. Resilient
flooring shall be freshly waxed and buffed unless no-wax flooring is used.
e. Hardware: Clean, polish hardware for all trades, including removal of stains, dust, dirt,
paint and the like.

15. Doors and windows shall be fixed in the closed position and locked.
a. Edges shall be sealed with heavy duty tape.
b. The exterior face of doors and windows shall be protected with a marine duty cover firmly
attached and edges sealed with heavy-duty tape.
16. Covers shall be designed for easy removal.
17. Loose walkways and handrails shall be secured to avoid damage during towing due to barge
motion.
18. Loose items, including easily damaged items, shall be packaged and secured to the platform
with temporary bracing to ensure its stability during transportation and handling on the
platform.
a. Bracing shall be designed for easy removal with no damage to any portion of the platform.
b. Supplier shall submit the Loose Item securing plan at least 30 days prior to scheduled
loadout, for Purchaser approval.
19. Fiberglass material shall be protected from UV degradation.
20. Tie-downs that will bleed rust on completed decks, equipment, or painted surfaces shall be
sandblasted, primed, and painted.
7.5
Export Packing
1. All material shall arrive at its final destination in an undamaged condition.
2. The intent of the packaging standards is to serve as a general minimum requirement for
commercial packaging for export, but compliance does not relieve packers of responsibility
for adequately packing materials, supplies and equipment.
3. The packer will be expected to use good judgment in determining whether the physical
characteristics of the items being packaged dictate packing standards that are more severe than
the minimum requirements.
7.5.1
Packaging Materials
1. Lumber shall be sound and well seasoned. Knots are permitted provided the knots are
sound and tight and do not exceed one-third of the board width.
2. Nails shall be galvanized.
3. Metal strapping shall be unannealed steel and applied to all packages with a stretching
tool and secured with crimped steel seals. Cloth or other suitable material shall be
placed between metal strapping and painted surfaces.
4. Only steel, non-returnable export drums shall be used.
5. If sacks are used in packaging, the packer shall be guided by the recommendations of
the manufacturer of such packaging. In general, a six-ply waterproof sack with one
external Osnaburg cloth sack is acceptable.
6. All boxes constructed with lumber shall be lined with water-repellent paper.
a. Ventilation holes shall be drilled upward at 45-degree intervals around the sides
and ends of the box.
b. Drainage holes shall be provided in the base of skidded items.
c. All boxes shall contain desiccant bags.

Packing Methods
1. When consolidating material in a box or crate, items shall be packed or nested to reduce
volume as much as possible.
a. All items shall be braced and/or cushioned as necessary within the container to
prevent damage from shock, vibration, and rough handling.
b. It is necessary that all shipping containers be tightly packed.
c. Where voids appear, they will be filled with cushioning material or blocked off to
prevent any movement of contents.
d. Finished and painted surfaces shall be protected from abrasion and damage.
2. Spare parts and small items not secured to the main item shall be separately boxed,
properly identified so as to associate the separate box with the main item. The equipment
tag number shall be used as a minimum.
3. Each container shall be packed so as to ensure an even distribution of weight within the
case.
4. Heavy items shall be securely blocked and braced to prevent damage to lighter material
packaged in the same box. Where possible, heavy items shall be packed on the bottom
with lighter items on top.
5. Palletizing techniques, including strapping, will be employed to facilitate handling large
items that can be conveniently secured to a pallet. This technique is only applicable to
items that are impervious to moisture and not susceptible to external damage.
6. Bundling techniques shall be employed for those items that do not lend themselves to
other forms of packaging.
a. Such items shall be segregated by length and size and bundled into units.
b. The weight of a bundled unit shall not exceed 2240 pounds unless approved by the
Purchaser.
c. The bundle shall be bound with steel strapping spaced no more than 36 inches apart.
d. The strapping shall be applied with a stretching tool and secured with crimped steel
seals.
7. Loose items shall be crated and securely mounted within the confines of the associated
skid to minimize shipping charges. These crated items shall be securely mounted such that
no movement is possible, to prevent or eliminate damage to skid components by a
moving/shifting crate.
7.6
Boxes
1. The construction and reinforcing of a wooden box depends upon the size of the box and the weight
of its contents.
2. All boxes must be strapped with a minimum of two steel bands running parallel to the skids.
3. The band sizes shown in Table 1 shall be used for the noted conditions/weights:

The box shall be constructed using 1-inch lumber or 3/8-inch marine grade
plywood panels for sheathing. The frames shall be made with 14 inch
lumber and completely cleated ends. All boxes over 50-pound capacity shall
be skidded using 24 inch lumber for the skids.
The box shall be constructed using 1-inch lumber or 1/2-inch marine grade
plywood panels for sheathing with 2-inch nominal decking. The frames shall
be made with 24-inch or 26-inch lumber and completely cleated ends. All
seams shall be backed with an upright or brace. The skids shall be made
with 24-inch lumber.
The box shall be constructed using a 1-inch lumber or 5/8-inch marine grade
plywood for sheathing. The frames shall be made with 24-inch lumber and
shall be structurally braced with corner posts, side braces, and stiffening
members. Load-bearing members shall be placed as needed. Top and
upper edge members shall be reinforced with 44-inch by 6-inch lumber to
prevent crushing when the box is handled with hooks or lifting slings. The
floor of the box shall be made with 2-inch thick lumber and the skid base
shall be made with 44-inch lumber.

An open crate shall be constructed using the same size lumber for framing
and skidding as the comparable capacity box. Open crates shall be
