Purpose
This manual contains the essential information needed for safe and efficient handling and
maintenance of the described systems.
The information in this manual is compulsory reading matter for anyone
working with or at the systems and components. This means that every one
must understand what safety means. ALSTOM Power declines all
responsibility for personal injuries or material damages occurring as a result of
non-observance of the instructions and warnings in this manual!

Introduction

1.1.

Purpose
The closed cooling water (CCWS) fulfils the following tasks:

Transferring waste heat from various heat sources to the once trough Main (MCWS) &
Secondary (SCWS) cooling water system via the CCW Intercooler water/water.

Keeping the CCW pressure below the GT/ST generator H2 coolers operational gas
pressure.

System Overview
The CCWS is a closed circuit protected with inhibitor against corrosion. The water of the
CCWS is circulated by the CCW pumps (PGC10/20AP001) to the various heat sources. The
heated water is returned to the CCW Intercooler water/water (PGD10/20 AC001) for cooling
down by the MCWS.

2.1.

General Safety Instructions


All personnel working with or at the systems and components must have read
and understood the safety instructions in ALSTOM technical manual
TN04/0297, which is part of the overall customer documentation set.

2.2.

System-specific Safety Instructions


CAUTION
CCWS Main water is chemically conditioned with:
Strictly follow the Operating Instruction Water Chemistry and
Supervision .
Observe Material Safety Data Sheet
It is not allowed to drain the chemically conditioned CCWS water
direct to the waste water system.
All drains from chemically conditioned CCWS must be collected for
external disposal. Disposal rules and regulations must be observed.

CAUTION
Sodium hydroxide (NaOH)
R35: Causes severe burns
Inappropriate handling can cause serious injuries. Is harmful to the
environment.
S26: In case of contact with eyes rinse immediately with plenty of
water and seek medical advice.
S28: After contact with skin wash immediately with plenty of water.
S36/37/39: Wear suitable protective clothing, gloves and eye/face
protection.
S45: In case of accident or if you feel unwell seek medical advice
immediately (show the label where possible).

Electric motors and actuators powered with high voltage, inappropriate
handling can cause serious injuries or death.

The CCWS and its components must be operated and maintained by


trained and authorized personnel only!
All applicable safety rules and regulations are strictly to be followed. For
component-relevant instructions refer to the separate operation and
maintenance manuals for the individual subsystems and components.
For maintenance work it is mandatory to have all required work permits.
All applicable local rules and regulations as well as national and
international directives must be strictly followed.

System Description

3.1.

Overview
The CCWS is a closed water circuit. The system is protected with an inhibitor against
corrosion. The CCW pumps to the various heat sources circulate the water of the CCWS.
The heated water is returned to the tube & shell type CCW water/water Intercooler. The hot
water is cooled down by the MCWS&SCWS.

3.2.

Components
CCW pumps (PGC10AP001 and PGC20AP001)
The CCW pumps circulate the cooling water within the CCWS to the various heat sources.
CCW head tank (PGF10BB001):
The CCW head tank provides the necessary buffer volume for thermal expansion and
maintains a constant pressure in the CCWS.
CCWS chemical dosing sluice (PUN90BR002)
The CCWS chemical dosing sluice provides dosing facility for CCWS chemical conditioning.
CCW filling valve (PGF01AA003)
The CCW filling valve controls the water supply from the demineralised water supply system
in order to replenish possible water losses in the CCWS.
H2 gas separator tank (18PGM25AT001)
This tank provides the necessary separating volume if H2 is leaking into the CCWS form the
ST/GT generator H2 coolers. The H2 gas separator tank is vented via an open pipe over the
roof.
CCW flushing filter (19PGA09AT001)
The filter provides filtering facility for the CCWS initial cleaning procedures.
Tube & shell type CCW Intercoolers PGD10AC001 and PGD20AC001
The tube & shell water/water CCW Intercoolers transfer the heat from the CCWS to the
MCWS&SCWS.

Normal Operation
During normal operation, the following main components are in service:

Component Operating Instructions


To ensure operational reliability of the individual system components, the relevant operation
instructions must be observed.
Read the component operating instructions before operation!

4.2.

Conditions Prior to Start-up


The initially empty or drained piping of CCWS has to be cleaned, filled,
and chemically conditioned before the start of CCWS.

Cleaning
Prior to filling of the CCWS the cleaning procedure has to be applied. Observe CCWS
Cleaning Procedure for the cleaning procedure. It is recommended, that the cleaning
procedure is repeated each time after major repair or maintenance activities in the CCWS.

4.2.2.

CCWS Initial Filling Procedure


Since the water flow required for initial CCWS filling is unique and rare event a separate initial
filling nozzle PGB90AA201 is provided. The initial filling of the CCWS is done as follows:
1. All vent valves and all source isolating valves must be opened
2. All drain valves must be closed
3. Install temporary pipe or hose connection from demineralised water system to CCWS
initial filling nozzle PGB90BR201
4. Make sure that demineralised water is available.
5. Open CCWS initial filling nozzle PGB90AA201 and/or the pneumatic CCW filling valve
PGF01AA003 and fill the CCWS completely, until water level in the CCW head tank
PGF10CL002 is greater than MIN1
6. During filling check the CCWS for leakage
7. Close all the vents of the CCWS as soon as water leaves them
Once cleaning and initial filling procedures are terminated, the CCWS
can finally be filled for normal operation and conditioned for corrosion
as required. The herein specified filling and chemical conditioning must
be adjusted by the operator in accordance with local available chemicals
and concentration.
Once conditioned filling for operation is terminated, the CCWS and the components remain
filled. During normal CCWS operation no losses must be expected. Where losses from
CCWS occur (e.g. from sectional maintenance drains or cooler isolation) replenishing of lost
water is made via the CCW filling valve PGF01AA003.

Corrosion inhibitor
Observe Operating Instruction Water Chemistry and Supervision for
applied chemicals, required concentration, periodic checks, sampling
requirements, sampling valve locations, handling, safety, drainage
instructions, and discharge limitations.
Inhibitor dosing is only required when the periodic sample analysis taken at sample rack and
analyzed in the laboratory show low CCWS chemical concentration or after the CCWS has
been drained partly or completely.
The following manually applied procedure shall be used to fill small amounts of or top up
chemicals into the CCWS via the dosing sluice:
8. One of the CCW pump PGC10AP001 or PGC20AP001 must be in operation.
9. Close the isolating valves PUN90AA001 and PUN90AA002
10. Open the dosing valve PUN90AA010
11. Open the drain valve PUN90AA202 for draining the sluice content into a bucket or barrel.
12. Close the drain valve PUN90AA202.
13. Open vent valve PUN90AA201.
14. Fill the chemical in the vessel PUN90BB010.
15. Close the dosing valve PUN90AA010
16. Open the isolating valves PUN90AA001 and PUN90AA002 for conditioning the CCWS.
Trapped air is to be released via vent valve PUN90AA201.
17. Close the isolating valves PUN90AA001 and PUN90AA002
18. Analyse the CCWS Inhibitor concentration levels and repeat aforementioned procedure
until target chemical concentration is achieved.

Start-up

4.3.1.

System Start-Up

Start up can only be released after the CCWS and the components are
ready for operation as described in section 4.2 Conditions Prior to Startup on page 24.
The components of the CCWS must bear the following major characteristics:

CCWS filled with water and conditioned with chemicals for corrosion, properly vented,
and all valves in their required position.

Check lubrication of the CCW pumps.

CCW pumps, CCW Intercooler water/water ready for operation.

Start the CCW pump (PGC10AP001 or PGC20AP001). The CCW pumps should be in
operation before the heat source systems are started/apply heat to the CCWS.
The CCW pumps are controlled by the DCS and started or stopped by the "ON/OFF"
command in the MCR. The pumps are function loop controlled. The CCW pumps must be
operated alternately.
Before start-up of the H2 generator coolers the following
venting/drainage procedure must be applied:

Check up Actions after System Start-Up

Close CCWS vents, as required.

Check CCWS operation and functions periodically by local walkabouts according to the
requirements in plant supporting documents and suppliers manuals.

Check differential pressure across the CCW pump, which is indicated on local pressure
gauges PGC10CP001, PGC10CP002, PGC20CP001 and PGC20CP002.

CCW Intercoolers
If the CCWS cold temperature (19PGA20CT001) is greater than 40 C to 45 C an alarm
will be given. The operator to check locally and take corrective action as required.

If the CCWS cold temperature (19PGA20CT001) is lower than 5 C to 10C an alarm will
be given. The operator to check locally and take corrective action as required.
It is of major importance, that after start-up of the H2 generator coolers,
when proper venting has been achieved, the following procedure must
be applied:

4.4.

Shut-down

4.4.1.

Normal Shut-down
After the heat load has been taken away from the CCW Intercooler, the following procedure
can be applied:
Shut down the CCW pump in operation as soon as there is no residual heat or continuous
cooling requirement from the CCWS (e.g., from GT/ST generator, oil system/turning gear,
etc.).
In those cases where residual heat and/or early shut down of the CWS / CCW pumps causes
too high CCWS temperature (19PGA20CT001), then periodic manual start/stop of either
MCWS&SCWS pumps and or CCW pumps may be considered as required.

4.4.2.

Immediate Shut-down
In case of immediate shut down, all components can be shut down immediately. For
restrictions see in referenced documents specified elsewhere. For other criteria refer to
section 4.4.1 Normal Shut-down on page 32.

4.5.

Proper Operation

4.5.1.

Hydraulic Balance
The pump head/flow chart in section 6.1 Hydraulic Head/Flow Chart of CCW Pump on page
40 shows the CCW pump curves and the CCWS gradient. The pump head/flow chart
represents the total generated head of the CCW pump at various flows.
The normal operating case applies when one CCW pump is in operation. The head/flow chart
shows the pressure loss in the system against flow. Normal operating condition applies when
the level of the CCW head tank is full one CCW pump operating against one CCW Intercooler
and all the heat source coolers/valves are open.
All values and set points stated in this document are related to the turbine house finish floor
level or to the head tank bottom level. Therefore all level and pressure set points, instruments
and transmitters settings shall be corrected and compensated to the chosen reference level.

4.5.2.

Water Chemistry
The CCWS chemical balance, applied chemicals, required concentration, periodic checks,
sampling requirements, sampling valve locations, handling, safety, drainage instructions, and
discharge limitations are described in the Operating Instruction Water Chemistry and
Supervision and must be observed.

4.5.4.

Temperature
The operational supervision of CCWS temperature is done by DCS. The Operator must take
corrective actions, based on criteria, restrictions, limitations specified elsewhere.
Operation of the CCWS is possible between the following temperature:

Ambient air temperature/moisture:

-1C to 40C / 20% to 70% RH

CCWS design water temperature:

60 C

CCWS minimum continuous


cold water temperature:

greater than 12 C

CCWS maximum continuous


cold water temperature:

less than 45 (47 C for Thermo shock)

CCWS maximum continuous


hot water temperature:

less than 60 C

Remark:
The MCWS&SCWS side is Thermo shock treated for biocide control every two weeks for ca.
o
1 hour. During this period, the cold SCWS is increased /maintained up to 42 C respectively
o
the cold CCWS is increased /maintained up to 47 C
High CCWS Water Temperature limits for CCW Intercooler water /water
Where extended periods with high above normal heat input, high MCWS&SCWS water
temperatures, or high ambient air temperatures during either start up, normal plant operation,
shut down, cooling down, thermo shock operation or stand still periods exist, then the
operator must visually supervise and assure by manual action, that the CCWS cold water
temperatures TCCW of less than 40C is maintained.
If TCCW (19PGA20CT001) after CCW Intercooler exceeds 47 C, a hot water alarm will be
given.
The operator personnel must do the following checks or actions:

Check if the heat input from source coolers is too high and take measures.

Check if the MCWS&SCWS flow is too low and if possible throttled condenser outlet
valves.

Check if the CCW pump flow is too low and take measures.

Low CCWS Water Temperature limits for CCW Intercooler water /water
Where extended periods with low heat input and/or low MCWS&SCWS water temperatures
during either start up, normal plant operation, shut down or stand still exist, then the operator
must visually supervise and assure by manual action, that a CCWS cold water temperatures
TCCW of more than 12C is maintained. For MCWS&SCWS water temperature control see
referenced MCWS&SCWS documentation.

4.5.5.

Pressure
Operation of the CCWS is possible up to the following pressure:

page 32.

4.5.6.

Water Levels in CCW head tank


Operation of the CCWS is possible without restriction when level in CCW head tank is greater
than MIN1 and lower than MAX1. When required, the CCW head tank level is restored by
operating the pneumatic CCW filling valve PGF01AA003. When the level in CCW head tank
falls below MIN1, the CCW filling valve PGF01AA003 is opened automatically via DCS
control and closed after certain time delay. The CCW filling valve PGF01AA003 must be in
closed position before the level in CCW head tank reaches MAX1. Should for some reasons
the CCW head tank rise above MAX1, an alarm will be given.
Final setting of the CCW filling valve closing time delay shall be defined and tested finally by
the commissioning engineer. It must be noted that the CCW filling valve closing time delay is
strongly influenced by the effective available demineralised water flow and pressure at the
CCW head tank interface.

4.5.7.

CCW Pumps
The CCW pumps PGC10AP001 and PGC20AP001 are used to circulate water through the
CCWS, heat source coolers, and the CCW Intercooler. During normal operation only one of
the two CCW pumps shall be in operation. For more detailed information of this components,
consult the Operation & Maintenance Manual of the supplier.

Read the component operating instructions before operation!

For limited rare and short term events (10 to 20 times of ca. 15 minutes), manually initiated,
supervised, and terminated parallel operation of both CCW pumps is possible for CCWS
cleaning process and flushing.
The CCW pumps are controlled by the plant DCS.
During CCW pump operation, it must be assured that the CCW pump is continuously running
within acceptable pressure and flow ranges without exceeding the operating limits as
indicated in section 6.1 Hydraulic Head/Flow Chart of CCW Pump on page 40.

4.5.8.

An alarm will be given if the level in the CCW head tank measured with PGF10CL003
reaches MIN2.

The CCW pumps are switched off for protection if the level in the CCW head tank
measured with PGF10CL002 reaches MIN1 and the level measured with PGF10CL003
reaches MIN2.

An alarm will be given if both CCW pumps are operated parallel for more than 5 minutes.

CCW Intercooler Water/Water


The tube & shell type CCW water/water Intercoolers PGD10AC001 and PGD20AC001 are
used to cool down the Closed Cooling Water. During normal operation only one of the two
cooler units is in operation. The CCW Intercoolers are not controlled by the DCS.
For more detailed information of this components, consult the Operation & Maintenance
Manual of the supplier.

H2 Gas Separation
In order to prevent dangerous concentration of H2 gas in CCWS a H2 gas separator is
installed. The H2 gas separator is fitted with a vent pipe routed over the building roof.

4.6.

Inadmissible Operation
The following operation modes are not permitted:

Any CCW pump operation against too many closed valves or continuous operation
outside pump acceptable operating range as indicated in section 6.1 Hydraulic
Head/Flow Chart of CCW Pump on page 40

Any CCW pump operation against not open suction or discharge valve

Both CCW pumps in continuous parallel operation

One CCW pump against both CCW Intercoolers water/water

CCW cold water temperatures above 47 C

CCW cold water temperatures below 5C

CCW pressure at the GT/ST Generator H2 gas cooler above 4 barg


CAUTION
Operating the CCWS in an inadmissible operation mode will cause damage of
the system and components.

4.7.

Other Operation Modes


The operation modes described in sections 4.3, 4.4, and 4.5 are the normal operation modes.
Apart from normal operation mode, there are other operation modes, which are considered
as acceptable, short term, time limited operation modes. The following operation modes are
admissible.

4.7.1.

Failure of Component
Failure and alarms of component controlled by the local control system will be indicated in the
MCR via DCS. For component failures and trouble shooting, refer to the relevant sections of
the suppliers instructions. Local checks, repairs, resetting, etc. are required within time frame
according to the relevant sections of the suppliers instructions.

4.7.2.

Long-term Shut-downs
For long term outages the instructions and the measures for long-term shutdowns of the
subsystem and the individual components must be observed. Refer to the relevant sections
of the suppliers instructions.

4.7.3.

Standby
The standby of individual components is defined in the referenced subsystem and component
operating instructions. This is an essential condition for operational standby of the system.
The standby CCW Intercooler water/water is isolated by its inlet/outlet valve and drained on
MCWS&SCWS side as mentioned in section 4.7.6 Methods of Preservation for Isolated CCW

Intercoolers on page 36.The CCW medium side remains filled and only the CCW Intercooler
outlet valve is closed.

4.7.4.

Measures during Outages


In order to prevent malfunction and damage due to corrosion of the subsystem and the
individual components, the measures during outages must be observed. Refer to the relevant
sections of the referred instructions/suppliers instructions.

4.7.5.

Isolated Heat Source


Each individual heat source cooler may be isolated as required by its outlet isolation valve on
CCW medium side only. When this occurs it must be made sure by the operator that the
number of isolated coolers and consequently the remaining CCW flow or the CCW
temperature is kept within acceptable limits. Refer to section 4.5 Proper Operation on page
32. This operating mode is considered as short term (say less than 8 h per year) limited
period operation mode only.
For criteria regarding drainage, refer to section 5.2.1 System Drainage on page 39.
For criteria regarding refilling the CCWS after complete or partial drainage, refer to section
5.2.2 CCW medium side refilling procedure on page 39.

4.7.6.

Methods of Preservation for Isolated CCW Intercoolers


As a rule the following possibilities should be applied during standstills:
Tube and Shell Type CCW Intercooler (PGD10/20AC001)
For CCW Intercooler water/water where an impressed current cathodic protection system is
installed on MCWS&SCWS side, it must be assured that the protections system is started
immediately after CCWS/equipment has been filled and that the protection system is never
switched off.

5.

Maintenance

5.1.

Specific Safety Precautions


Operation as well as maintenance and repair work of the system has to
be done by qualified personnel and under observation of general rules
and regulation and the special safety rules and regulations for pressure
equipment.

Prior to executing any maintenance work you must have read and
understood the safety instructions in chapter 2 of this manual.
Operational readiness of the system components is to be maintained by adhering to the
relevant operation & maintenance documentation supplied by the supplier, and must be
consulted before operation or maintenance begins.

5.2.

5.2.1.

System-related Maintenance

Carry out a visual inspection of the entire system every day.

Component specific maintenance instructions must be observed.

System Drainage
If inspection, maintenance, repair, or replacement require a partial or complete CCWS source
coolers or CCW Intercoolers drainage, then opening of the CCWS pipe section or component
drain and vent valves can do this.
It is not allowed to drain the chemically conditioned CCWS direct to the
waste water system. All drains from chemically conditioned CCWS must
be collected for external disposal. Disposal rules and regulations must
be observed. Follow Operating Instruction Water Chemistry and
Supervision.

5.2.2.

CCW medium side refilling procedure


In those rare events, where inspection, maintenance, repair, or replacement dictates a
complete CCW medium side drainage, great care must be taken that before CCWS
operation, the CCW medium side refilling process is terminated.
CCWS refilling and opening of the CCW Intercooler isolation valves must
be done very slowly, so that the CCWS filling valve is able to replenish
the refill volume slowly and does not cause rapid level losses in the
CCW head tank For water chemistry requirements, refer to section 4.2.3
Corrosion inhibitor on page 26.

Section 3 - Hazards Identification
EMERGENCY OVERVIEW
Causes severe burns.

Potential Health Effects


Eye:

Causes severe eye burns.

Skin:

Causes skin burns. May cause deep, penetrating ulcers of the skin.

Ingestion: Causes gastrointestinal tract burns. Causes severe pain, nausea, vomiting,
diarrhea, and shock. May cause corrosion and permanent tissue destruction
of the esophagus and digestive tract.
Inhalation: Irritation may lead to chemical pneumonitis and pulmonary edema. Causes
severe irritation of upper respiratory tract with coughing, burns, breathing
difficulty, and possible coma. Causes chemical burns to the respiratory
tract.
Chronic:

Prolonged or repeated skin contact may cause dermatitis.


Section 4 - First Aid Measures

Eyes:

Immediately flush eyes with plenty of water for at least 15 minutes,


occasionally lifting the upper and lower eyelids. Get medical aid
immediately.

Skin:

Get medical aid immediately. Immediately flush skin with plenty of water
for at least 15 minutes while removing contaminated clothing and shoes.
Discard contaminated clothing in a manner which limits further
exposure.

Ingestion:

Do not induce vomiting. Get medical aid immediately.

Inhalation:

Get medical aid immediately. Remove from exposure and move to fresh
air immediately. If not breathing, give artificial respiration. If breathing
is difficult, give oxygen.

Notes to
Physician:

Treat symptomatically and supportively.

Section 5 - Fire Fighting Measures


General
Information:

As in any fire, wear a self-contained breathing apparatus in pressuredemand, MSHA/NIOSH (approved or equivalent), and full protective
gear. May react with metals and lead to the formation of flammable
hydrogen gas.

Use foam, dry chemical, or carbon dioxide.

Spills/Leaks:

Absorb spill with inert material (e.g. vermiculite, sand or earth),


then place in suitable container.
Section 7 - Handling and Storage

Handling: Wash thoroughly after handling. Use with adequate ventilation. Do not allow
water to get into the container because of violent reaction. Do not breathe
dust, vapor, mist, or gas. Do not get in eyes, on skin, or on clothing. Use
only in a chemical fume hood.
Storage:

Store in a cool, dry place. Store in a tightly closed container. Store in a cool,
dry, well-ventilated area away from incompatible substances. Corrosives
area. Store under an inert atmosphere.

Engineering Controls:
Facilities storing or utilizing this material should be equipped with an eyewash
facility and a safety shower. Use adequate ventilation to keep airborne
concentrations low. Use adequate general or local exhaust ventilation to keep
