vices that have resulted in


zero maternal death since
the three lying-in clinics in
Legazpi City started becoming operational in 2009.
Rosal specifically asked
City Health Officer Fulbert
Alec Gillego to pursue its
educational campaign on the
citys maternal health care
services, that also include nutrition counseling, to all the
mothers of this city.
The mayor said the campaign is one way of giving the mothers additional
knowledge to ensure they
would have a safe pregnancy
so maternal death cases and
premature delivery of babies
could be avoided.

New Laws
Ten new bills which had lapsed to become
a law are worth disseminating.
Among the more salient ones because
of their general application are R.A. 10910
which raises the prescriptive period for the
filing of complaints against violators of R.A.
3019 or the Anti-Graft and Corrupt Practices
Act from 15 to 20 years. This means even
if the government official committed the
felony in 2000, s/he can still be prosecuted
20 years after, i.e. 2020.
R.A. 10909 also prohibits business
establishments from giving insufficient
change to their customers, i.e. no more
candies for the sweet tooth.
The Anti-Distracted Driving Act also
prohibits drivers from texting. The law
defines distracted driving as using mobile
phones or other gadgets while the motor
vehicle is in motion or temporarily stopped
at red light. It doesnt distinguish diplomatic,
public or private vehicles.
R.A. 10905 or An Act Requiring All
Franchise Holders or Operators of Television
Stations and Producers of Television
Programs to Broadcast or Present Their
Programs with Closed Caption Options.
Simply, closed captioning is the provision
of subtitles to TV programs. The purpose
is to provide accessibility to persons with
disability to these programs in accordance
with the 2008 Convention on the Rights
of Persons with Disabilities to which the
Philippine government is a signatory.

The Department of Finance (DOF)
is determined to substantially hike
taxes on petroleum products as their
current rates have already been eroded
by inflation after twenty years of zero
increases. The increase may be substantial, according to the Finance Secretary. Under the Tax Code of 1997,
the per-liter levy of the government is
based on a fixed excise rate for fuel
products. Unleaded gasoline is taxed at
P4.35/liter, while leaded gasoline has
P5.35/liter levy. Diesel is zero-rated.
DOF plans to adjust the excise tax
rates on petroleum by indexing the
present fuel pump prices to average inflation since 1997. Based on initial estimates, the countrys average inflation,
or the increase in the price of goods
and services, is at 137% in the past 19
years. During the Aquino administration, the government could have raised
P101B in additional revenues had the
excise tax on fuels been indexed to the
then current inflation rate. This DOF
move will raise gas pump prices!
BOP SURPLUS:
The countrys
balance of payments (BOP) surplus
climbed to $418M in June from the
previous months $241M.
This years first half BOP surplus is at
$634M based on BSP data. BSP projects the BOP surplus for 2016 to reach
$2B, which - officials say is achievable
due to improvements in FX flows with
the good records in our financial markets. The Phl Peso exchange value
has improved as in fact it is now below

of positive developments in other

The peso has remained sensitive to
external developments. In the US, the
assessment is that the Fed is not in a
hurry to hike interest rates as there are

economy. (The June 2016 BOP Surplus is lower compared to the same
period in 2015 (of $1.68B). Let us pray

EXPORT GROWTH: The government is expected to come up with a
lower exports growth target for 2016
due to external events putting pressure
on the local economy. These include
the ongoing tension between China
and the Philippines after The Hague
Tribunals decision on the West Philippine Sea. DTI Secretary Ramon Lopez said the agency may stretch its
original target for exports, which was
expected to go up between 8% to 9%
this year.
For its part, the Philexport slashed
its export growth target to at least 3%,

Who Committed the historical Injustice?
The decision of the UN Arbitral
Court is a legal and moral victory of
the Philippines. It declared the claim
of Chinas nine-dash line to 9 percent
of the 3.5 million square kilometers of
China Sea as invalid and has no legal
basis and the exclusive economic zone
of 370 kilometers of the Philippines as
valid and according to International
Law, the UN Convention on the Law
of the Seas.
We should be happy but we should
find a peaceful way not to cause
war with China on this matter. The
Philippines and China are neighbors
and militarily, our armed forces does
not have a chance to win in case of war.
But even then, why should we choose
war when we can negotiate and have
diplomatic talks with China. This time,
we can talk from a position of strength
because we have a legal basis of our
rights on our exclusive economic zone.
War -mongers should think of the
consequences of our actions. I read the
report of US Pentagon in the NewsBiz
Asia magazine, that among others,
China has 300 warships in China Sea.

Data gathered showed CHO has sustained the operation of the three maternity lying-in clinics in the city located
in three villages (barangay): one each in
Barangay Buyuan at the northern section
of this city, Barangay Banquerohan at the
southern part, and in the main building of
the CHO.
The birthing homes, which are operating 24/7, are being manned by medical
professionals and health workers such as
doctors, nurses and midwives.
A total of 206 babies have been delivered from January to June, all of whom

have been screened under the citys newborn screening program, said data from
the CHO.
CHO records showed the same babies, which were immunized under the
expanded program on immunization,
were able to receive proper pre-natal
examination and newborn care from the
medical health providers.
Gillego said two other lying-in clinics were constructed in Barangays Taysan and Dap-dap, both in the southern
portion of the city. Building of the two
facilities was made possible through an

good. It is pro-people. Let us wait for

city government.
He said the clinics will be additional venues for maternal health
care services as these would be serving women in the lower portion of the
southern villages and those coming
from coastal barangays. We are just
awaiting installation of tiles and windows while the perimeter fence of the
two birthing homes will be painted before it could be opened to the public,
Gillego pointed out.

Empowering an Emerging Iriga
When DBP established its Iriga Branch under branch head,
Engr. Salvador Altar, the city is given another opportunity to
improve its economy. I was asking Engineer Altar what I can
write about DBP and let the Bicol readers know the bank more.
I was given the banks 2014 Financial Report and the following
caught my attention and interest.
Empowering Development through Infrastructure Projects.
The bank remains steadfast in its commitment to support
countryside development through rural electrification. Loans
have been extended to electric cooperatives expecting to reduce
the technical systems loss that results in savings. The bank
continues to expand its transportation and logistics programs
with the inclusion of the tourism sector.
Empowering Sustainability through Renewal Energy
Sources. The banks ecological campaign which is known
as Green Financing Program is designed to assist private
and public sectors in achieving production efficiency, global
competitiveness in the fast growing green markets, and
compliance to environmental laws and regulations. These are
achieved primarily by extending both financial and technical
assistance to projects that integrate green processes and
technologies in their operations such as cleaner production,
water conservation, proper waste management, energy
efficiency, air quality improvement, pollution prevention and
pollution control.
Empowering Entrepreneurs through SME Financing. DBP
has enhanced its Sustainable Enterprises for Economic
Development Program, its umbrella program for micro, small
and medium enterprises.
Empowering Communities through Housing Initiatives. The
bank has developed responsive social programs with four
delineated sectors: housing, health care, and basic sectors.
Billions-worth of loan releases have been channeled to the
countrys health care system and assistance to many hospitals
mostly in unserved and underserved areas.
DBP also launched the Residential Real Estate Financing
Program to rationalize its development approach to the shelter
sector and direct investment towards innovative shelter finance
initiatives such as housing microfinance and cooperative
housing.
DBP has remained on focusing to nation building while
generating substantial gains to sustain its development
operations supporting the Millennium Development Goal and
Philippine Development Plan in education by complementing
the targets if Education for All and pursuing higher education
lined with employment opportunities.
It is not surprising that the bank looks forward to 2020 as a
regionally recognized development financial institution, serving
as a catalyst for a progressive and more prosperous Philippines.
With DBP in Iriga, I see more reasons why Iriga should not
continue in its road to economic progress.

DSWDs feeding program involves parents


A total of 146, 148 preschoolers enrolled in 4, 372
day care centers in 108 Local Government Units in
Bicol are benefitting from
the DSWDs Supplemental
Feeding Program. It has a
total funding of 227 million.
Each day care child have an
allocation of 15.00 per day
for a period of 120 days.
The Supplementary Feeding Program (SFP) is the provision of food in addition to
the regular meals as part of
the DSWDs Contribution to
the Early Childhood Care and
Development (ECCO) program of the government. The
food supplementation will be
in a form of hot meals to be
served during snacks/ meal
time to children minimum of
five and maximum of seven
days a week for a period of
120 days.
Children beneficiaries will
be weighed at the start of the
feeding and monthly. Thereafter until completion of 120
feeding days to determine

IFAS Bank Officer Rochelle D. Tomas presented the
current scenario to finance access in the Philippines noting
the challenged status of the
country in terms of access and
usage considering the archipelagic barriers and regional
disparities.
Tomas revealed that most
Filipinos have no access to
banks citing that 610 out of
1634 or 37% of municipalities in the country have no
banking office. In the Bicol
region, of the 114 cities and
municipalities, 32% do not
have an office offering full
bank services.
Concentration of banking
services are in high income
and urbanized areas wherein
43% of the total number of
deposit accounts and 68% of
the total amount of deposits
are in the National Capital
Region, she added.
Tomas furthered that most
Filipinos have no savings
as only 4 out of 10 Filipinos
have savings while only 2 out
of 10 households have deposit
accounts and 70% of these

in Bicols manufacturing
industry, the Department
of Science and Technology
(DOST) Bicol regional office has signed a memorandum of agreement (MOA)
with the Bicol State College of Applied Science and
Technology (BISCAST) for
the funding a new Manufacturing and Fabrication
Laboratory (ManFabLab)
in Camarines Sur.
Earlier today, during the
opening ceremonies of the
Regional Science and Technology Week (RSTW) in
Legazpi City, a MOA was
signed by DOST Bicol regional director Tomas B.
Brias and BISCAST administrator Dr. Richard Cordial,

The said ManFabLab, as
per DOST, is Bicols first and
the countrys second, with the
first being in Bohol. The purpose for its establishment is
to provide a platform for innovators to explore new and
more effective methods in the
manufacture and fabrication
of food, crafts and other base
industry.
According to DOST, the

department is to release P7.6


million for equipment and
personnel training in establishing the said laboratory,
greatly increasing the budget
for the project to up to P10.3
million.
The funding, however,
will not be released fractionally and not in one-go.
Also, the funds the department would be providing
shall focus mainly on personnel training and acquisition
of significant equipment.
For the realization of the
projects goals, BISCAST
was chosen as DOST partner as the school earned the
departments confidence in
providing highly qualified individuals in the management
and development of the laboratory.
