Last Tuesday, 2 Nov16 the Committee on Finance and Appropriation had a Committee
meeting to take up the following endorsements from the Hon. City Mayor Richard I.
Gomez:

Dated 21Oct 16 on the request from Egr.Domardoni Cayanong , General

Services Officer , requesting for a Supplemental Appropriation to be taken from
continuing projects in total amount of FOUR MILLION TWO HUNDRED FORTY
SEVEN THOUSAND FOUR HUNDRED FORTY FIVE PESOS AND FOUR
CENTAVOS ( P 4,247,445.04) for the Provision / Installation of Street Lighting
Fixtures For Various Barangays.
Dated 21Oct 16 on the request from Ms. Delia Vilbar , City Treasurer Officer ,
requesting for authority to the purchase 1 unit Brand New Service Vehicle to be
utilized in their office , with total amount of ONE MILLION FIVE HUNDRED
THOUSAND PESOS (P 1, 500,000.00) to be used by their office for the conduct
of tax mapping on business establishments, to reach out to the paying public
through our information and education campaign and for various treasury
activities for intensifying our local revenue collection. This authority to purchase
from the is required by the DILG in getting DILG clearance to purchase said
vehicle.
Dated 21 Oct 16 Request for a Supplemental Appropriation in the total amount of
SEVEN MILLION ONE HUNDRED SEVENTY NINE THOUSAND NINE
HUNDRED SIXTY PESOS ( P 7,179, 960.00 ) which consists of Motor Vehicles
amounting SEVEN MILLION ONE HUNDRED TWENTY EIGHT THOUSAND
PESOS (P 7,128,000.00 ) and Communication Equipment amounting FIFTY
ONE THOUSAND NINE HUNDRED SIXTY PESOS (P 51, 960)

Meeting was called to order at 9:00am. Quorum was declared with the attendance of 5
of the 7 members of the Committee.
Agendum #1 The Committee decided to tackle first the request from Engr. Domardoni
Cayanong , General Services Officer , requesting for a Supplemental Appropriation to
be taken from continuing projects in total amount of FOUR MILLION TWO HUNDRED
FORTY SEVEN THOUSAND FOUR HUNDRED FORTY FIVE PESOS AND FOUR
CENTAVOS ( P 4,247,445.04) for the Provision / Installation of Street Lighting Fixtures
For Various Barangays. Engr. Cayanong narrated that at first the amount requested was
less than P 4,247,445.04, However last month, Barangays Dolores, Milagro and
Tambulilid requested that they will be provided street lights in their Barangays. Engr.
Cayanong further noted that the said amount of P4,247,445.04 is an excess fund of the
post Yolanda street lighting project of twenty one (21) barangays in the city. This will
now be reverted in order to be used as fund source for the installation of street lights for
10 various Barangays which needs streetlights. Upon query by SP Members Serafica
and Quilang on the costings which defers from Barangay to Barangay, he noted that the
costing differs because some Barangays uses surplus materials while others uses new
materials.
Findings: The Committee finds that there is relevance for a supplemental budget for
the use of street lighting fixtures for various Barangays since these Barangays have
shortage of proper street lighting facilities.
Conclusion/ Recommendation: The Committee, after careful and thorough review
moved for the approval and in fact, manifests its prompt and full support and
concluded that this matter be brought to the plenary .
Agendum #2 The committee then took up the second endorsement pertaining from the
request of Ms. Vilbar for the purchase of Brand New Service Vehicle to be utilized in
their office , with total amount of ONE MILLION FIVE HUNDRED THOUSAND PESOS
(P 1, 500,000.00) will be used for the conduct of tax mapping on business
establishments, to reach out to the paying public through our information and education
campaigns and various treasury activities to intensify our local revenue collection. Ms.
Vilbar added that the said Vehicle is already funded, the purpose of bringing the matter
to the Committee is to request for an SP Resolution in compliance with DILG
requirement in purchasing a vehicle.
Findings: The Committee finds that there is a need for the purchase of 1 unit Brand
New Service Vehicle which will be used for the conduct of tax mapping and various
activities of the treasurers office.
Conclusion/ Recommendation: The Committee, after careful and thorough review
moved for the approval of the said matter and in fact, manifests its prompt and full
support and concluded that this matter be brought to the plenary.
Agendum #3 The committee then took up the last request for a Supplemental
Appropriation in the total amount of SEVEN MILLION ONE HUNDRED SEVENTY NINE
THOUSAND NINE HUNDRED SIXTY PESOS (P 7,179, 960.00 ) for the following
requests : #1 Four (4) units 2016 Brand New Pick Up Vehicle with Ambush type swat
van amounting SEVEN MILLION ONE HUNDRED TWENTY EIGHT THOUSAND
PESOS (P 7,128,000) to be used by PNP # Four (4) Units mobile phones amounting to
FIFTY ONE THOUSAND NINE HUNDRED SIXTY PESOS (P 51, 960.00) to be used by
Media center.

Findings: After discussion coupled with the queries of the members of the committee,
the Committee arrive at a judgment that there is a need for the purchase Four (4) units
Brand New Service Vehicle which will be used by the PNP for maintaining peace and
order in the city and for easy access to all the barangays especially in the conduct of
special operations and Four (4) units of mobile phones to be used by the media center
for easier, more frequent access to information, making them less likely to miss
updates.
Conclusion/ Recommendation: The Committee, after careful and thorough review
moved for the approval of the said matter and in fact, manifests its prompt and full
support and concluded that this matter be brought to the plenary.
I now move for the adoption of this Committee report by this August body. Thank you.
