To create a federal agency in which mandatorily and randomly inspects restaurant food and conditions on a
scheduled basis.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the (Arbitrary restaurant examination) Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Bacteria and viruses are the most common cause of food poisoning; the symptoms and severity of food poisoning
vary, depending on which bacteria has contaminated the food.
2) E. coli and other Shiga toxin-producing E. coli infections can lead to a severe, life threatening complication called
the hemolytic uremic syndrome.
3) Some people are sensitive to molds. For these people, exposure to molds can cause symptoms such as nasal
stuffiness, eye irritation, wheezing, or skin irritation. Some people, such as those with serious allergies to molds, may
have more severe reactions. Severe reactions may occur among workers exposed to large amounts of molds in
occupational settings, such as farmers working around moldy hay. Severe reactions may include fever and shortness
of breath. Some people with chronic lung illnesses, such as obstructive lung disease, may develop mold infections in
their lungs.
4) The Food Code is a model for safeguarding public health and ensuring food is unadulterated and honestly
presented when offered to the consumer.
5) If there are pests in or gaining access to your food premises they are likely to damage and contaminate food. If
discovered during an inspection, or as a result of a complaint, this could lead to your premises being closed under a
Hygiene Emergency Prohibition Notice, costing you money, and potentially ruining the reputation of your business.
As a food business proprietor it is your responsibility to have appropriate arrangements in place to effectively prevent
pests from entering.
6) A number of infectious diseases can be spread from one person to another by contaminated hands. These diseases
include gastrointestinal infections, such as Salmonella, and respiratory infections, such as influenza. Washing your
hands properly can help prevent the spread of the germs (like bacteria and viruses) that cause these diseases. Some
forms of gastrointestinal and respiratory infections can cause serious complications, especially for young children,
the elderly, or those with a weakened immune system.
7) A gastroenteritis-causing virus could be lurking on some restaurant silverware and dishes - even if theyve been
washed.
8) Norovirus is a very contagious virus that can infect anyone; you can get it from an infected person, contaminated
food or water, or by touching contaminated surfaces.
9) If there are pests in or gaining access to your food premises they are likely to damage and contaminate
food. If discovered during an inspection, or as a result of a complaint, this could lead to your premises
being closed under a Hygiene Emergency Prohibition Notice, costing you money, and potentially ruining
the reputation of your business. As a food business proprietor it is your responsibility to have appropriate

SECTION 3. STATUTORY LANGUAGE
A) T
his Federal Agency will ensure that restaurant conditions are efficient, food is comprehensively
honest, and ensure that all customers are safe from receiving health or fatality issues. Regardless of time or
date the Federal Agency determines to inspect restaurant quality, restaurants are enforced by law to
conform to inspection. Restaurants that are below the regular standards of this Federal Agency will be
closed down.
B) This law is to be enforced by the U.S. Department of Health and Human Services (HHS). The Federal

Agency is to be funded through a .5% tax added to all customers final bill.
C) Bill will not expire.
