WASHINGTONSenatorJohnHoevenWednesdaywasjoinedbyJulieSchaffEllingson,theexecutive
vicepresidentofNorthDakotaStockmensAssociation,incallingontheObamaAdministrationandtheCorps
toissueaneasementfortheDakotaAccessPipelineandputanendtotheunrestaffectingtheranching
community.Ellingsonandherhusbandarefourthandfifthgenerationranchersandfarmersintheareaofthe
protests.

ThesenatorarrangedmeetingsinhisWashingtonofficewithadministrationofficialssothattheycould
hearfirsthandfromsomeonewhocouldspeakonbehalfofresidentsdirectlyimpactedbysomeofthelawless
protestactivity.ThesenatorandEllingsonmetwithSecretaryoftheInteriorSallyJewellAssistantSecretary
LowryCrookfortheCorpsofEngineersandMajorGeneralDonaldJackson,DeputyCommandingGeneral
forCivilandEmergencyOperationswiththeArmyCorpsofEngineers.

Ellingsondescribedinstancesoftrespassing,vandalism,theftandfireonprivatelyownedranchland.
Shealsoemphasizedthechallengescausedbyroadsbeingblockedorclosedeitherbyprotestactivityorlaw
enforcementsresponsetoittoensuresafetyatatimewhenfarmersandranchersarebusyharvesting,hauling
hay,shippingcalvesandmovingtheirherdsfromsummerpasture.

Inaddition,Ellingsonsaidlawenforcementhasalsoseenseveralcasesofbutchered,mutilated,injured
andmissingcattle,horsesandbisonoverrecentweeksinareasadjacenttositesoccupiedbyprotesters.To
date,sixbison,sixcowsandtwohorseshavebeenfounddead,twocowshavebeenshotandinjuredandmore
than30cowsandcalveshavebeenreportedmissing.Thecasesarestillunderinvestigation,butillustratethe
safetyriskthatmayexistforlandowners,livestockandothersoccupyingthearea.

Everyonesfirstprioritymustbepublicsafety,Hoevensaid.Farmers,ranchersandallwholiveand
workintheareamustnotbeintimidatedandthreatenedbyviolentprotesters,mostofwhomhavecomefrom
outofstate.Lawenforcementofficershavedonearemarkablejobofshowingrestraint,evenwhentheyhave
beenassaultedinthecourseofaskingtheprotesterstoleaveprivateproperty.Theyneedhelp,butmore
importantly,theyneedtoseethisissueresolvedsothatlifecangetbacktonormal.Wewillcontinuetopress
theadministrationandtheCorps,aswedidtoday,tomakeadeterminationapprovingtheeasement.

Overthepastcouplemonths,thisfarmingandranchingcommunityhasbeenturnedonitsheadand
privatepropertyrightshavebeenundersiege,Ellingsonsaid.Werehopefulthefederalagencies
acknowledgetheseverityofthesituationandthattheirinactionleavesfarmers,ranchersandtheirpropertyina
compromisedandsometimesdangerousposition.
