Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Stem Cell Act of 2017.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1)CIRM is committed to accelerating the development of new stem cell-based therapies for chronic, debilitating
diseases, such as Parkinson's, diabetes and Huntington's disease.
2)Other types of cells in the body have a limited lifespan and die after dividing their endowed number of times, a
stem cell can reproduce forever... provide an endless supply of stem cells.
3) Real and imagined associations of stem cells to embryos and reproduction stir deeply held beliefs and prejudices.
4) It is speculated that such cells may prove to have the potential to treat or cure a myriad of diseases, including
Parkinson's and Alzheimer's diseases, heart disease, diabetes, stroke, spinal cord injuries, and burns.
5) Rapid advances in all forms of stem cell research have raised the hopes of patients that they may one day receive
new stem-cell-based therapies to relieve their disabilities or even cure them of their disease.
6)We show that four factors (OCT4, SOX2, NANOG, and LIN28) are sufficient to reprogram human somatic cells to
pluripotent stem cells that exhibit the essential characteristics of embryonic stem cells.
7) Our study shows that intact exosomes restore bioenergetics, reduce oxidative stress and activate pro-survival
signaling, thereby enhancing cardiac function.
8) Federal funding would streamline the legal aspect of embryonic stem cell research and help eliminate the
unnecessary bureaucracy on both state and federal level.
9) The Leukaemia Stem Cell (LSC) is likely to be the most crucial target in the treatment of leukaemias, and a
thorough understanding of its biology ... assist with therapeutic outcome.
10) Adult Stem Cells have been used to treat 56 different diseases.
11) Of 26 patients with multiple sclerosis, treated with adult stem cells, 20 stabilized and six improved.
12)People who might benefit from stem cell therapies include those with spinal cord injuries, type 1 diabetes,
Parkinson's disease, Alzheimer's disease, heart disease, stroke, burns, cancer and osteoarthritis.
13)stem cell therapy has the potential to treat all forms of leukemia with autologous transplants
SECTION 3. STATUTORY LANGUAGE
A) The Stem Cell Act of 2017 shall create a government funded program to increase the research and benefits of
Stem Cells. All aspects of this bill such as the use of embryonic Stem Cells will be deemed valid as these cells by
United States standards will now not be deemed as humans unless the mother is in her 5th month of pregnancy or
later. No one will be forced to take part of the program it is all volunteer. However, if you are having an abortion in
the United States you will be forced to have your embryonic cells donated oppose to the cells being wasted such as
they have been in the past. The research will be conducted by the tops scientists that choose to be part of the
research this bill creates. The money will be used for research of Stem Cells as well as the application of them in
testing. It will be looking into what Stem Cells are the best for specific patients. Besides embryonic Stem Cells
what the ideal age is to obtain the most cells that can be used in another person's body.
B)Funding will come from tax incentives that are created by the government to encourage citizens to fund the
research. One can be granted these tax returns if they pay a certain amount of money. If they pay more money than
they will have more benefits for the returns. If a citizen pays $1,000 a year all of their monthly check ups will be
free of charge. If you pay $4,000 a year only critical times in the hospital such as going to the ER or getting a cast
for a broken bone will be free of charge, for the first 10 days.
C) This law shall go into place by January 1, 2017. Anyone found having an abortion without the embryonic cells
going to the research will be fine $3,000.
