ALARRO 4-H CLUB ADOPTED. 2004 ARTICLE I-NAME ‘The name of the club shall be ALARRO 4-H club. The club is affiliated with Macomb MSU Extension and Michigan State University 4-H. “ALARRO” is an acronym for Almont, Armada, and Romeo. ARTICLE II-OBJECTIVES ‘The objectives of the ALARRO 4-H Club are to bring together youth and adult volunteers to provide positive experiential, educational opportunities designed to support the development of each youth participant's full potential, and to equip hinvher with the knowledge and skills s/he will need as adults, ARTICLE Ill- MEMBERS A. The ALARRO 4-H Club is open to all interested youth between the 4-H ages of five (5) and (19), without regard to race, color, national origin, gender, religion, age, disability, political beliefs, sexual orientation, marital status or family status, B. The size of the club will be limited to a number that can be effectively managed by the leadership. A waiting list will be maintained and used to fill vacancies, C. Clover Buds (youth 4-H age 5 through 8) will be accepted in the club as a junior members at the discretion of the General Leader. Shared project members will be accepted at the discretion of the General Leader and Project Leaders. D. Dues will be set each year by vote of the membership at the September meeting, Dues will be collected at the registration meeting in October. Dues must be paid in full by the second meeting after the October meeting to maintain good standing. E. Shared project members are expected to pay their fair share of costs of projects for which they are registered. ‘The project leader will determine these amounts, and the dates by which they should be paid. F, Members are expected to attend four (4) regularly scheduled meetings. If they cannot attend a meeting, they are expected to notify an officer or club leader prior to the meeting they cannot attend to avoid an unexcused absence. Officers are expected to attend all club meetings or be excused by the General Leader. Members who fail to attend four meetings and/or aceumulate three unexcused absences, or officers who have any unexcused absences may lose their good standing in the club subject, to provisions in section H below. Members may meet attendance requirements by attending county 4-H meetings or Armada Fair workdays, G. Membership can be terminated voluntarily by writing a letter to the club and the County 4-H office. = To maintain good standing in the club, members are expected to follow the ‘Macomb MSU Extension Code of Conduct and meet the attendance and dues/fees obligations listed above. Members who fail to maintain good standing may have their ability to participate in club activities and show at the Armada Fair under the Club's name restricted, Any member may raise the issue of another member's standing at a club meeting, but the decision to restrict a member's privileges must be made by a majority vote of the membership. Members must bbe notified in advance that an issue of good standing is on the agenda, and the member in question must be given the opportunity to answer the complaints against him/her prior to the vote. If it is determined that a member is not in good standing, the club will then determine what the member must do to regain good standing. The club will inform the county 4-H office in writing of any action concerning a member’s good standing. ARTICLE IV- OFFICE A. The officers of the ALARRO 4-H Club shall be President, Vice President, Secretary, and Treasurer. The Officers, along with the General Leader, shall compose the Club’s Executive Committee. B. The officers will be nominated and elected annually by the youth members at the October mecting. All nominees for club offices must meet the following three requirements: they have named ALARRO as their primary club; they have been amember of the club at least one (1) year; and at least 4-H age fourteen (14) In addition, all nominees for President shall have served previously as an officer. Voting shall be done by secret ballot. | C. The Vice President shall take over the duties of President for the remainder of the year if that office becomes vacant in mid-year. S/he shalt also temporarily assume the duties of any other vacant office until an election to fill the vacancy can be held, Vacancies shall be filled at the first regularly scheduled meeting after they occur. D. Officers may be removed for not maintaining good standing or for failure to satisfactorily perform their duties. Any member may ask that the removal of am officer be placed on the agenda of the next meeting. Members must be notified in advance that the issue will be discussed and voted on, and a majority vote shall | be required for removal. The officer in question shall be given an opportunity to answer the complaints against him/her prior to the vote. E. OFFICER DUTIES 1. The President shall prepare an agenda for each meeting with the help of the Community Leader and the other officers, chair the meetings, appoint committees, attend Club Officer Training, and perform all other duties decided by the members. 2. The Vice-President shall assist the President at all meetings, chair the ‘meetings in the absence of the President, assume the office of President if it became vacant in the middle of the year, temporarily assume the duties of other vacant offices until a replacement can be elected, attend Club Officer ‘Training, and perform all other duties decided by the members, 3. ‘The Secretary shall mail notifications of meetings to all members and project leaders one week in advance, take attendance at all meetings, take minutes and read previous meeting's minutes at all meetings, conduct club correspondence, file the required secretarial reports with the County 4-H Office, and attend Club Officer Training. 4, The Treasurer shall maintain the financial records, collect dues and fees, pay bills, present a report at each mecting, and file appropriate reports with the County 4-H Office. The Treasurer will work with a designated adult volunteer who is responsible for seeing that club financial records follow required accounting procedures and are reported fo the County 4-H Office as required. ARTICLE V- MEETINGS A. Regular meetings of the Club shall be held on the second Tuesdays of September ‘and October and other months determined annually by the membership in October. B. The Executive Committee shall have the authority to make necessary decisions between meetings, to call additional meetings, and to cancel meetings, C. A quorum of 50% + 1 of the membership shall be necessary for the club to conduct business. A majority of those present and voting shall be required to pass a motion, D. The current edition of Robert's Rules in Plain English: A readable, authoritative easy-to-use guide (0 running meetings by Doris P. Zimmerman shall be used as, the Club’s parliamentary authority, ARTICLE VI-COMMITTEE! ‘When temporary committees are deemed necessary to handle the Club’s business, they shall be appointed by the President. All committees shall have a minimum of three members and shall select their own chairperson, ARTICLE VII- DISSOLUTION In the event of the dissolution of the Club, all assets shall be given to the County Extension Office. ARTICLE VIII- ADOPTION AND AMENDMENTS These Bylaws and any future amendments shall go into immediate effect following the adoption by a two-thirds vote of the membership. Members must be given written copies of these Bylaws and any future amendments at least two weeks prior to scheduling avote
