To give federal grants to all residents and businesses who wish to install solar panels.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE
This act may be cited as the Solar Utilized Nation Act of 2015.
SECTION 2. FINDINGS
Congress hereby finds and declares that,
1) Over the past 20 years, nearly three-fourths of human-caused emissions came from the burning of fossil
fuels.
2) Together coal and natural gas produced 66% of the U.S.s electricity in 2014.
3) Only 0.7% of Americas electricity was produced by solar power in 2014.
4) Of the 22.2 Btus consumed by residential homes in America in the year 2010, only 0.1 Btus came from solar
power.
5) On average, local permitting and inspection processes add more than $2,500 to the total cost of a solar energy
system.
6) 173,000 terawatts of solar energy strikes the Earth continuously, more than 10,000 times the world's total energy
use .
7) In the U.S., there are 18,000 jurisdictions, 3,000 utilities, and 50 states with different rules and regulations for
installing solar panels.
8) If a house design takes into account the fact that the sun projects substantial amounts of energy onto the buildings
outer shell and exploits this solar advantage...the heating energy requirement could easily be reduced by 50 percent or
more.
9) Solar power technology is clean. Unlike coal, natural gas, or nuclear power, it emits no air pollution or greenhouse
gases, nor does it leave behind dangerous radioactive waste.
10) A good desert collects more solar energy in 6 hours than the entire world uses in a year.
11)A 5 kiloWatt solar panel system can cost upwards of $25,000.
12) Solar panels can save an average home $10,000 to $20,000 over 20 years.
13) Photovoltaic installations can function without being connected to a power grid.
14) The development and use of solar technology is necessary because of the inevitable depletion of Earths energy
resources.
15) Soft costs, or non hardware costs such as permits, installation, and finance make up 64% of the total price of
solar panels.
16) Red tape related to solar installations can drive up costs and limit solar adoption.
17) Photovoltaic panels on just 0.6% of the nations total land area could supply enough electricity to power the
entire United States.
18) As the cleanest domestic energy source available, solar supports broader national priorities, including national
security, economic growth, climate change mitigation, and job creation.
19) Since 2008, U.S. installations have grown from 1.2 GW to an estimated 30 GW today, enough capacity to power
the equivalent of 5.7 million average American homes.
SECTION 3. STATUTORY LANGUAGE
A) Federal grants of $25,000 shall be given to any business or resident wishing to install photovoltaic solar panels.
Businesses eligible for this grant must be using 100% non-renewable energy prior to solar panel installment and must
be registered businesses in their state. Residents eligible for this grant must be using 100% non-renewable energy
prior to solar panel installment and must be permanent residents of the United States of America.
B) The money for this grant shall be allocated by increasing Income Tax 5%. The DOE is the administrating agency
of the federal government.
C) This act shall be enacted on January 1, 2017. There is no expiration date for this bill
