HAMDAN BIN MOHAMMED LAUNCHES DUBAI
BLOCKCHAIN STRATEGY, 100% OF GOVERNMENT
DOCUMENTS TO BE ON THE BLOCKCHAIN BY 2020
Dubai, October 11, 2015 His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum,
Crown Prince of Dubai and Chairman of the Board of Trustees at Dubai Future Foundation,
launched the Dubai Blockchain Strategy at an event at the Foundations headquarters today.
The Strategy is the first of its kind globally and constitutes a paradigm shift in government transactions. Required documentation, such as bill payments, and license renewals, which account
for over 100 million pages a year in Dubai, will be transacted digitally under the new strategy. This
will enable citizens and residents to instantly conduct business without the need for cumbersome
document checking, hard copies, or trips to service centers. The Strategy is projected to save
up to 114 metric tons in CO 2 emissions in trip reductions, and unlock up to 5.1 million hours of
economic productivity in saved document processing time.
Over the course of the past two years, Dubai has set the standard for a smart city on a global
scale, said H.H. Sheikh Hamdan. The emirate is building on that achievement by constantly
working to foresee the future and keep up with the fourth industrial revolution and all the prospects of increased efficiency that come along with it.
His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of
the UAE and Ruler of Dubai, has defined a clear set of objectives for the government, H.H. continued, not least of which are ensuring the happiness of the people and building the future. H.H.
Sheikh Mohammed bin Rashid went further and adopted the necessary strategies to turn these
objectives into practical initiatives that reflect directly on peoples lives namely, the Dubai Future
Agenda and the Smart Dubai Happiness Agenda.
The Dubai Blockchain Strategy makes the Dubai Government the first in the world to execute the
entirety of its transactions using the blockchain platform also known as the Internet of Transactions by 2020, H.H. added. It aims to make life and work easier for people in Dubai. Users will
only need to log in their personal data or business credentials once; it will then be updated and
verified in a timely manner through the Blockchain network in all
government and private entities including banks, insurance companies, and so on.
The Dubai Future Foundation has been tasked with overseeing the implementation of the Dubai
Blockchain Strategy, while the Smart Dubai Office will be in charge of the execution.

Meanwhile, His Excellency Mohammed Abdullah Al Gergawi, Minister of Cabinet Affairs and the
Future, Vice Chairman of the Board of Trustees and Managing Director of the Dubai Future Foundation, estimated that the new strategy will generate huge savings to Dubais economy every
year, which can then be reinvested in the sectors that add value to the national economy. The
strategy is also set to save millions of hours that employees usually spend on repetitive data-entry
and document-checking activities, H.E. Al Gergawi added, not to mention the millions of hours
that citizens spend in government offices.
H.E. went on to explain that the strategy can create new markets and new business models,
adding that the global Blockchain market is poised to reach $300 billion in value in the upcoming five years. The World Economic Forum (WEF) even named Blockchain as one of the top ten
fourth-industrial- revolution technologies, and the most influential for 2016.
The launch was attended by H.E Saif Al, CEO of Dubai Future Foundation and Youns Nasser,
Deputy Director General of Smart City Office.

1. GOVERNMENT EFFICIENCY
The first pillar of the Dubai Blockchain Strategy is Government Efficiency. Under this pillar, the
new strategy will contribute to increased government efficiency by enabling a paperless digital
layer for all city transactions, supporting Smart Dubai initiatives in the public and private sector.
Required documentation, such as bill payments, and license renewals, which account for over

technology would contribute savings of up to 114 MTons CO 2 emissions from trip reductions,
and redistribute up to 25.1 million hours of economic productivity in saved document processing
time.
2. INDUSTRY CREATION
The second pillar of the Dubai Blockchain Strategy is Industry Creation. The Dubai Blockchain
Strategy will introduce a system for enabling citizens and partners to create new businesses by
using the technology. Under the new strategy, Blockchain will enable thousands of business opportunities in the private sector. Industries that will benefit from Blockchain technology include:
real estate, fin-tech and banking, healthcare, transportation, urban planning, smart energy, digital
commerce, and tourism.
3. INTERNATIONAL LEADERSHIP
The third pillar of the Dubai Blockchain Strategy is International Leadership. Dubai will open its
Blockchain platform for global counterparts to enhance safety, security, and convenience for international travelers to Dubai. This will have major utility for mega-events such as the Expo 2020,
which is expected to attract up to 25 million visitors.
Under the new strategy, international travelers will benefit from faster entry with pre-approved
passport and security clearance and visas; easier mobility within the city due to pre-approved
drivers licenses and car rental; guaranteed wireless connectivity; enhanced tourism and pre-authenticated temporary digital wallets and payments. This will be delivered through a Global
Trust Network with partners in Europe, North America, and Asia.
A JOINT PROJECT
The Dubai Blockchain Strategy a joint project between the Dubai Future Foundation and the
Smart Dubai Office adheres to the principles of the Dubai Future Agenda, which seeks to turn
the UAE into an international center for future-oriented advancements. This strategy is added
to the emirates record, which includes ground-breaking advancements in energy (Dubai Clean
Energy Strategy 2050), transportation (Dubai Autonomous Transportation Strategy), and infrastructure (Dubai 3D Printing Strategy).
What is more, the Strategy falls in line with the Smart Dubai Happiness Agenda and is one of the
outcomes of the Global Blockchain Council, which was launched in Dubai in February with 47
government and financial entities as members.
