I am pleased to invite you to join Canada's delegation to the 22nd session of
the Conference of the Parties (COP 22) to the United Nations Framework
Convention on Climate Change from November 7 to 18, 2016, in Marrakech,
Morocco, and to seek your acceptance of the terms and conditions below.
Guidelines for your participation in the Canadian delegation are enclosed.
Environment and Climate Change Canada will reimburse eligible expenses up
to a maximum of $4500, directly related to attending COP 22. These include air
travel (economy class round trip) and accommodation in Marrakech.
In terms of accommodations, you are required to abide to the limits set out by
the Treasury Board Guidelines for Marrakech and available at http://rehelvacrd.tpsgc-pwgsc.gc.calACRDS/preface-eng.aspx.
Please note that you are responsible for covering any other costs you may incur
related to your participation in this event. You are also responsible for making
your own travel arrangements.
It would be greatly appreciated if you would submit your expense claims within
30 days upon completion of the trip so that Environment and Climate Change
Canada may arrange for prompt reimbursement.

the enclosed Acceptance document and provide the requisite information that
Environment and Climate Change Canada will use for accreditation purposes.
In addition, by agreeing to participate, you agree to these terms and conditions,
as well as to the participation agreement.

CANADIAN DELEGATION
PARTICIPANT AGREEMENT

1. By accepting the invitation from Environment and Climate Change Canada to


participate as members of the Canadian delegation to the 22nd session of the
Conference of the Parties (COP 22) to the United Nations Framework
Convention on Climate Change in Marrakech, Morocco, you accept the following
responsibilities:
a) provide confidential advice to the delegation;
b) respect the authority of the Head of Delegation on all matters regarding
your conduct as a member of the delegation;
c) handle and protect confidential information related to Canada's
negotiations and strategy at COP 22 , and avoid disclosure and dissemination
to anyone;
d) respect the confidentiality of discussions and the decisions taken in both
formal and informal meetings, among members of the delegation and with
other delegations;
e) refrain from intervening in debates or negotiations while serving as a
member of the delegation, either on behalf of Canada or any non-federal
organization, unless specifically authorized to do so by the Head of
Delegation ; and ,
f) refrain from giving media interviews directly or indirectly contravening any
of the above.
2. This agreement will enter into effect upon the start of COP 22 on November 7,
2016, and will remain in effect for an indefinite period . In the event that following
the Conference, the participant receives external solicitation pertaining to his/her
participation as a member of the delegation , it is with due diligence and regard
for this agreement that information should be handled and, if appropriate,
disclosed .

ACCEPTANCE
If the foregoing is acceptable to you, you must complete, sign and send the
original of this participant confirmation letter on or.before October 26, 2016, by
facsimile or e-mail, to Mr. Christian Holloway, at christian.holloway@canada.ca.
Environment and Climate Change Canada will then sign and return a final signed
version of the participant confirmation letter. Only then will this letter of
agreement be valid .
In this regard , we would appreciate if you could share with us the following
information requested by the United Nations Framework Convention on Climate
Change Secretariat in order to be accredited for accessing the Conference
venue:
