KEY USERS AND ACTIVITIES

Primary Users: Employees and residents of Cavite that need urgent attention and are suffering
from traumatic injuries. Their activities are usually walking and lying in bed for medical needs.
Secondary Users: Tourist, medical staffs and specialists, administrative staffs, security and
maintenance staff. The activities are working, managing walking, sitting, assisting, cleaning, etc.
Tertiary Users: Service deliveries, visitors (family, relatives and friends of the patients).
BEHAVIORAL PATTERNS
The patients suffer extremely from a serious traumatic injuries and sometimes it can
even be a life-and-death situations, in which they need immediate treatments in order to survive
and be cured sooner. In our country, these unfortunate incidents happen very frequently due to
the high rating of crimes and because of many accidents that takes place. Every hour of the
day, there will be patients that need to be treated or taken care of, which means fast and urgent
movements of the employees/staffs are always seen or witnessed within the institution. Trauma
Centers have wider spaces as the injured patients require immediate access to their designated
operating rooms.

Equipment must be available in sizes to care for trauma patients of all ages:

LAWS AND ORDINANCES
P.D. 1096 The National Building Code of the Philippines:

There shall be at least one entrance and at least one exit.


Yard Requirement Front setback shall be of 5 meters. Left, right and rear must be of 3

meters.
Building Height Limit - The maximum height allowed is 60% which 15 meters (or must

follow the duly-approved BHL in the major zone it is part of)


Application of the FLAR - shall be the primary or initial determinant of the building bulk of

Floor Lot Area Ratio 2.50 m


Stairs and Exits - Unit per occupant: 8.40 sq. m; Minimum of two exits other than
elevators are required where number of occupants is over: 5

Plumbing Code of the Philippines:

Every room must have one toilet, shower and a bath.


For public rest rooms, every floor must have separate designated toilet facilities on each

floor for male and female patients and visitors, with handicapped as well.
Separate toilet shall be maintained for patients and personnel, male and female, with a

ratio of one (1) toilet for every eight (8) patients or personnel.
The minimum number of accessible toilet compartments on each floor level or on that
part of a floor level accessible to persons with disabilities shall be one (1) where the total
number of water closets per set on that level is 20; and two (2) where the number of

water closets exceeds 20.

BP 344 Implementing Rules and Regulations (IRR):

Accessible Ramps shall have minimum clear width of 1.20 meters and gradient not
steeper than 1:12. Slip resistant materials shall have a coefficient of Friction of 0.6 for

level surfaces and 0.8 for sloping surfaces (ASTM).


Signages The international symbol of Access shall be composed of a white symbolized

figure of a person in a wheelchair with a square background in UN Blue Color.


Parking - One off-street cum on-site car parking slot for every 25 beds; and one offRROW (or off-street) passenger loading space that can accommodate two queued
jeepney/shuttle slots.

P.D. 1185 Fire Code of the Philippines:

Exit Details of any room having a capacity of less than fifty (50) persons with an outside
door at street or ground level may have such outside door as a single exit provided no
part of the area is more than fifteen and one-fourth meters (15.25m) from the door

measured along the natural path of travel.


Number of Exits not less than two exits shall be accessible every floor, including floors

below the floor of exit discharge and occupied for public purposes.
Fire Alarm systems must be implemented, Heat and Smoke Detection installed in all
areas, each room must be provided with portable fire extinguishers and a wet standpipe
system with complete accessories. Every floor of the building must have at least 2
emergency exits from each other.

Trauma Center is located along/near good roads readily accessible to the community

with adequate means of transportation.


Trauma Center reasonably free from undue noise, smoke, dust, foul odor, flood and not
located near railroads, freight yards, childrens playgrounds, airports, industrial plants,
disposal plants

FEASIBILITY
The location of the proposed Trauma Center is situated at Daang Hari Road in Cavite.
The area is already surrounded by many developments such as resorts, institutional,

commercial and residential buildings that has been erected for decades, which means that the
land is suitable and can carry heavy loads of building materials. The site being adjacent to the
road also makes it convenient for the patients to access easily.
