About the Project
The City Government of Talisay is inviting prospective bidders
to qualify and bid for the Talisay City Plaza Complex Heritage
Restoration and Redevelopment Project under the Public-Private
Partnership (PPP) Program through a Build-Transfer-Operate
(BTO) scheme.
The project involves the redevelopment of the Old Public Market,
Manukan Building and the Old City Hall for commercial use and
tourism development. The project covers:
(1) Design, Construction, Operations & Maintenance
of a Commercial Complex with an attached New
Public Market. The Old Public Market and the Manukan
Building (office of the public market/ slaughterhouse) are to
be redeveloped into a Commercial Complex with a New
Public Market.

(2) Heritage
restoration
of
the
faade,
Renovation, Operations & Maintenance of
the Old City Hall. The Old City Hall will undergo
adaptive reuse in order to preserve its colonialperiod architectural design. Only the facade of the
Old City Hall will undergo heritage restoration/
preservation, while the rest of the building may be
renovated and be used for commercial purposes.

The project is in line with the Citys vision of a Village City:

INVITING ALL PROSPECTIVE BIDDERS


The project will be awarded through an open, competitive public
bidding following the rules and procedures prescribed under the BuildOperate-Transfer (BOT) Law of the Philippines and its 2012 Revised
Implementing Rules and Regulations.
The Bidding will follow the single stage/three-envelope system for
soliciting proposals under the BOT Law. In this process, prospective
bidders must submit on bid submission deadline their respective
qualification requirements, technical proposal, and financial proposal in
three (3) separate envelopes.
Bidding is open to all interested bidders, subject to the conditions for
eligibility under the BOT Law and the bidding documents. The bidding
documents, consisting of (1) this Invitation to Bid; (2) Instructions to
Bidders and its Annexes; (3) Minimum Performance Standards and
Specifications; (4) Draft Concession Agreement; and (5) Information
Memorandum, will be available at the New City Hall, Anthony V. Lizares
Road, Brgy. Zone 12, City of Talisay, Negros Occidental, for distribution
to interested parties starting 21 October 2013.

The bidding documents will be issued to prospective bidders upon


(1) submission by the prospective bidder of a Letter of Interest which
expresses such partys intention to participate in the bidding process
and (2) the payment by the prospective bidder of a non-refundable fee
of Twenty Five Thousand Philippine Pesos (PHP 25, 000.00), in cash or
managers check payable to the City Government of Talisay.
Only entities that have been issued the bidding documents shall be
allowed to participate in the bidding process.

The Special Bids and Awards Committee (SBAC) does not assume any obligation to compensate or indemnify parties for any expense or loss that they may incur as a result of their participation in the bidding process,
nor does it guarantee that an award will be made. Finally, the SBAC reserves the right to modify, supplement, or change the bidding procedures or any aspect thereof at any time, including the schedule and the venue
provided herein, for any reason. Interested parties and/or bidders shall be notified of such modifications, supplements, or changes.
