guidanceto be able to prepar and respondto emergencysituations in an organized
marmer.The procedureidentifiesthe responsibilitiesand dutiesof management.

This procedureshall be compatiblewith the Elk Valley Coal Corporation,Corporate


Crisis ManagementPlan. FordingRiver Operationssite emergencyresponseshallbe
coordinatedwitJrthe CorporateCrisis ManagementPlan as directedby this procedure.
Relevantupdatesto the CorporateCrisis ManagernentPlan will be mirrored in this
SP&P.

2.2

The CorporateCrisis ManagemantPlan identifies crisis as an rmplannedand unexpected


incident which hasthe potentialto sigrrificantlyimpacta site and/orthe companyas a
whole. A crisis may createchaos,disrupt day-today operationsor damagethe
company'sreputation.A crisis canalsoarisefrom an incident that initially represantsan
emergencyfor a site but later escalatesfor variousreasonsinto a corporateemergency.

CorporateCrisis ManagementTeam
2.3.1

Seniorcorporatemanagementsupportssite managementfrom a corporate


perspective,providing backupsupportto tlre site on an asneededbasis,and will
be responsiblefor any issues,questions,decisionmakinganddirection that need
to be addressedby corporatemanagement.

The CorporateCrisis ManagementTeamChairpersonis the Vice President,


Operations;the alternateis the SeniorVice President.

The Site EmergencyManagementTeamwill review the assessment


andwill consultwith

7.1

MINE OPERATIONS DISPATCH ORPROCESS COI{TROL ROOM OPERATOR


8.1

The Mine OperationsDispatch will becomethe communicationcontrol for incidentsin


the pit or in the maintenanceshopsif it is safeto do so.

8.2

The Process Contol Room Operator will become the communication control for
incidentsin theprocessareaif it is safeto do so.

8.3

Maintain comrnunications.Under no circumstanceswill dispatch or the control room


operatorleavetheir postsunattended.Give priority to calls from:
8.3.1 The affectedarea.
Management

8.3.2 The SiteEmergency

8.4

Dispatch and the Contol Room Operatorpositions are vital to the successof elficient
communicationduring the emergency.If required, dispatchor the operatorwill request
assistanceto handlethe volumeof communicationneeds.

The DispatchandControl RoomOperator'srole includesrapidly notiffing key personnel


of the incident and placing calls and orders as directed by the hcident Commander.
More specifically:
8.5.1 Call out the Mine RescueTeam.

9.2.1

The Site EmergencyManagementTeammay be activatedfor incidents


describedin 3.1 and3.2.

9.2.3

The Site EmergencyManagementTeam Chair shall be filled, at the time of the


emergency,by a senior staff personin a position to take charge,or the General
Manager'sdesignate,until suchtime asthe GeneralManagerassumescommand.

9.2.4

The Chair shall ensurethat non-essentialpersonnelevacuatevia saferoutesto a


safelocation andthat othersarepreventedfrom enteringareasthat areor may
becomeaffected.

9.2.5

The Chair shall ensurethe Incident Comrnanderhasinitiated a responseto the


mergency,

9.2.6

The Chair shall determineif the Incident Commanderhasclassifiedthe eventas


a Level I, Level tr or Level Itr incident.

9.2.7

For Level I or lrvel tr incidents,the Chair will immediatelyinform the General


Managerof the incident.

deployment of personnel and emergencyequipment as requested by the Incident
Commander.

The MRT Captain shall determine the need for additional trained mine rescuer
attendanceandmakea requestto the IncidentCommander.

13.3

The IncidentConnnandershall initiate a call out of additionalmine rescuers.The Loss


PreventionDepartmentmaintainsan up-to-dateMRT list.

Dependingon the situation, the GeneralManageror his designatewill determinewhere


this locationwill be.
15.6.1 In most situations,oneof the conpany apartrnentsin the Boivin building would
be the most appropriatelocation for the Family Center.
15.6.2 If a family centeris establishedon the mine site, the first floor conferenceroom
may be the most appropriatelocation.
