Chairmen,SemichastnysinfluenceonpolicyhasbeencurtailedbyKhrushchevinan
attempttoreducethepowerofthesecurityservices.Nonetheless,theChairmanisstill
taskedwithpreventingtheemergenceofrivalfactionstoKhrushchevfromwithinthe
communistpartyandcarryingoutSovietForeignpolicyobjectives.AllKGBoperations
musthavehisfinalapproval.

AlexanderShelepin
TheinfluentialformerChairmanoftheKGB,ShelepinwasremovedbyKhrushchevto
limithispowerandmovedtohiscurrentprestigiousbutpowerlessposition.
ShelepinhasbeenatrustedadvisortoSemichastnysincethelatterjoinedthe
CommunistYouthLeague.ShelepinalsohasthetrustofseniorStalinistpolitburo
members,includingtheambitiousLeonidBrezhnev.

2.MinisterofForeignAffairs,MoscowAndreiGromyko
SinceSemichastnysappointmentasChairmenoftheKGB,Khrushchevhasincreasingly
dependedontheMinistryofForeignAffairsopiniononinternationalmattersandhas
orderedtheKGBtofollowMFAguidance.Asaresult,Gromykoservesaslinkbetween
theKGBandKhrushchev.GromykocanalsosupportKGBactivitythroughhiscontrol
ofSovietembassyandconsulatestaffaroundtheglobe.

3.ChiefofForeignIntelligence,MoscowAlexanderMikhailovich
Sakharovsky
HeadoftheKGBs1stDirectorateoverseeingallForeignIntelligence,Sakharovksyhas
alwaysbeendistinguishedbyhisloyaltytobothStalinandthenKhrushchrevandfor
yearshasadvocatedalimitedrolefortheKGBasastrictlyintelligencegatheringbody.
ThoughheoverseesallforeignoperationsoftheKGB,histimeiscurrentlyoccupiedby
developmentsintheCubanMissileCrisisandthebrewingconflictinVietnamaswellas
disputeswiththeChinese.

4.Directorof9thDepartment,CairoVadimKirpichenko
The9thDepartmentoftheKGBistaskedwithoperationsinEnglishspeakingAfrica.
DuetoPresidentNassersproSovietforeignpolicy,themajorityofSovietAidto
subSaharanAfricapassesthroughCairoandisoverseenbyKirpichenko.Kirpichenko
isalsoanotedmilitaryveteranoftheGreatPatrioticWarwithnumerouscontacts
throughouttheRedArmyandCommunistParty,includingmanyhardlinersnow
questioningKhrushchevsleadership.

OfficiallytheheadoftheMFAsAfricaDepartment,BrykhinisalsoheadoftheKGBs
10thDepartment,whichoverseesoperationsinFrenchspeakingAfrica,includingthe
Congo.The10thDepartmentmostlycoordinatesfinancialsupporttoSovietallies
throughoutAfricaandcoordinatesactivitiesofMarxistleaningpartiesthroughout
Africa,whicharemorenumerousinfrancophoneAfricathanAnglophoneAfrica.

6.SpecialInspector,MoscowIdentityClassifiedCodenameANGEL
TheheadoftheSpecialInspectorateoftheKGB,theSpecialInspectorandhisstaffare
taskedbytheGeneralSecretary,Khrushchev,toundertakeextremelysensitiveand
unusualinvestigationsofKGBresidenciesorotherSovietinstitutionsbelievedtobe
comprisedbytheenemy.HisdutiesgobeyondthenormalpurviewofKGBDirectors:
doubleagentsinhighpartyleadershipandcoupdetats.Hispowersincludemonitoring
thecommunicationsofanyKGBorpartyofficialandremovingsaidofficialsdecisions
thatarefinalunlessrescindedbytheGeneralSecretaryhimself.

TheSovietUnionsgreatadvantageinthestruggleforAfricaistheUSSRscommitment
tomulticulturalismandfriendshipbetweenNations,whiletheUnitedStatesiscurrently
embroiledattheheightoftheCivilRightsmovement.KGBoperationsinAmericain
recentyearshavebeencollectingphotographsofviolenceatCivilRightsrallies,
evidenceofdiscriminationagainstAfricanAmericansintheAmericanSouth,picturesof
lynchings,theKKK,andcopiesofJimCrowstylelaws.AlreadyAfricanleadershave
shownantiAmericansentimentsafterseeingsuchexamplesofAmericanracism.

8.ChiefResident,LeopoldvilleIdentityClassified,codenameRYURIK
DespitetheclosureoftheSovietEmbassyin1960,theSovietsmaintainanillegalKGB
residencyinLeopoldville.TheChiefResidentisofficiallyaCzechjournalist,but
unofficiallymanagestheoperationsoftheKGBcontrollersandagentsintheRepublicof
Congo.Residencystaffbefriendandrecruitlocalofficials,coordinatewithalliesand
gatherintelligencefromkeytargetsingovernment.

9.ChiefResident,AccraIdentityClassified,codenameERIK
TheSovietUnionstillmaintainsacordialrelationshipwiththeadministrationof
KwameNkrumahwhohasbeenanoffandonsupporterforLumumbistsinCongo.
GhanaisacrucialportofcallforSovietshipssailingtoCongo.However,theAmericans
havebeencourtingNkrumahtoo.TheChiefResidentinAccrawillhavetosubvert
AmericaneffortsinGhanawhilepromotingSovietpolicy.

10.ChiefResident,CairoIdentityClassified,codenameROLLO
WhiletheHeadofthe9thDepartmentisbasedinCairo,theChiefResidentisstillin
chargeofintelligencegatheringandrecruitingassetsinEgyptaswellasintherestof
NorthAfrica.GeneralAbdelNasser,EgyptspresidenthasbeenavaluedallyoftheKGB
inAfricaandhasagreedtosupplyKGBoperationsinCongo.However,theSudanese

havedeniedaccesstoSovietandEgyptianplanesandtrucks.TheChiefResidents
purviewhasexpandedtoincludeSudaninordertorecruitassetstocovertlytransport
SovietarmsandadvisorstoCongooverlandfromEgypt.

11.ChiefResident,LusakaIdentityClassified,codenameLEIF
Afterrecentlybeingelected,KennethKuanda,theZambianPresidenthasoptedfor
AfricanSocialismwithcentralplanningandaonepartystate,thoughprecludingfull
cooperationwiththeSovietUnion.TheChiefResidenthasthetaskofconvincing
KuandatomorefullycooperatewiththeUnionandprovideaidtoKGBoperationsin
Congo.

12.ChiefResident,LuandaIdentityClassified,codenameCNUT
ThoughstillunderPortugueserule,AngolaisripeforCommunistRevolution,withthe
formationofseveralindependenceorganizations:theFNLA,UNITA,andthe
sovietbackedMPLA.TheChiefResidentinAngolaistosupporttheoperationsofthe
MPLAandpotentiallyKGBoperationsinCongo.

13.PROfficer,LeopoldvilleIdentityClassified,codenameSINEUS
WorkingalsounderthecoverofaCzechjournalist,thePROfficercontrolsagents
workinginthePRlineofworkinLeopoldville.ThePROfficercanleveragecontactsin
localradiostationsandnewspaperstospreadpropagandatounderminetheeffortsof
rivalnationsinCongo.Ifenemyagentsareidentified,thePROfficercanchooseto
leakinformationtomisleadourfriendsattheCIA.

14.KROfficer,LeopoldvilleIdentityClassified,codenameTRUVOR
TheKRlineinCongohasprimarilyrevolvedaroundmonitoringthedailylivesof
Congoleseseniormilitaryofficers,politiciansandforeignnationals.Shouldagents
identifyenemyagents,theKRofficermustchoosetoeliminatehimorconverthiminto
adoubleutilizingthemeansofassassination,blackmail,seduction,orsimply
monitoring.

15.XOfficer,LeopoldvilleIdentityClassified,codenameBATU
Whereasinothercountries,theXofficerusuallystealscorporatesecretsfortechnology
developmentintheSovietUnion,inCongotheXlinespreadstechnologicaland
scientificknowhowtoSovietalliesCongo.However,shouldrivalnationsutilizenew
andsecretweaponsintheCongo,theXofficerwillbeexpectedtoacquirethedesign.In
Congo,specifically,theNofficeristaskedwithaidinginthetopsecretoperation
INFEKTION.

16.RPOfficer,LeopoldvilleIdentityClassified,codenameSARTAK
Aswithmostdevelopingnations,Congoscommunicationsarenotsecured.Soviet
forcesstationedinCongoduringLumumbastermweresmartenoughtotaptelegraph
andtelephonelinesleadingoutoftheCongo.TheRPOfficercanmonitorall
communicationsleadingintoandoutofCongoforinformationregardingtheactionsof

othernations.TheRPofficeralsopossessesassetsintheCongolesePostOfficewhocan
interceptlettersandpackages.
17.NOfficer,LeopoldvilleIdentityClassified,codenameULAG
WhileSovietspetznatzlefttheCongoin1960,theNofficerstillmaintainsanetworkof
localassetsandagentstocoordinatethetransitofSovietarmsandaidintoCongo,as
wellastoinfluencerebelandsecessionistgroupsthroughoutthecountry.Thereremain
manyproLumumbistandprocommunistforcesinCongo,andthesecanbeeasily
rousedtoconflictbyNlinesagentsinthefield.

18.EMOfficer,LeopoldvilleIdentityClassified,codenameBERKE
TheEMofficerservestoidentifypotentialcandidatesforemigrationfromtheRepublic
ofCongoandsupportstheireducationandstudiesinMoscowandothercommunist
statesintheSovietUnion.EmigreswhohavebeeneducatedinMoscowarethensent
backtoCongotoaidthespreadofcommunismandeducatetheircompatriots.Emigres
mayalsopotentiallyberecruitedintotheKGBorevenserveasauniquemethodof
sendingbacksensitivecommunicationstoMoscow.

19.SKOfficer,LeopoldvilleIdentityClassified,codenameTIMUR
TheSKofficeristaskedwithmonitoringthedailylivesofeachmemberoftheColonyin
ordertopreventdefectionsfromthesovietdiplomaticstaffandtodealwithsuch
defectionsastheyarise.WhileotherofficersoftheResidencyanswertotheChief
Resident,theSKOfficerowingtothenatureofhisdutiesinsteadanswerstotheKGB
chairmaninMoscowandhasauthorizationtoneutralizeanythreattoSovietsecurity.

20.CypherOfficer,LeopoldvilleIdentityClassified,codenameTODA
TheCypherOfficerinLeopoldvilledevelopstheonetimepadsandsecretcodesfor
communicationsbetweentheResidencyinLeopoldvillewithKGBassetsthroughout
AfricaandtoMoscow.OnetimepadsareimpossibletodecipherwithouttheCypher
Officerorthepadscreatedbyhim.

21.ConsulofCzechoslovakiatoRepublicofCongo,Leopoldville
ThoughtheSovietembassyhasclosed,theCzechsstillmaintainaconsulatein
Leopoldville,whereseveralSovietofficialsperformdiplomaticfunctions.Unofficially,
theCzechsoperateundertheKRlineandutilizediplomaticcontactstorecruitassets
amongstthediplomaticcommunityinCongoastheyarouselesssuspicionthanSoviet
diplomats.

22.Accountant,CzechConsulate,Leopoldville
Inactuality,theAccountantoftheCzechConsulateisaKGBofficerunderthe
DiplomaticPouchSectionofthe1stDirectorateandmanagestheCzechDiplomatic
Pouch,theitemsandmoneystheCzechRepublicisallowedtosendintoCongowithout
beingsubjecttosearchorseizurebyCongoleseofficials.Innormalembassies,the
pouchismerelypersonalitemsormoneytobeutilizedbythediplomaticstaff,butin
CongoithasbeenusedtosupplyKGBagentsandactivities

23.LeaderoftheMovimentoPopulardeLibertacaodeAngola,Luanda
AngostinoNeto
APortugueseeducatedAngolannational,NetoleadstheMovimentoPopularde
LibertacaodeAngola,(MPLA),whichhasbeenwagingawaragainstPortuguese
authoritiesinAngolasince1961.WhilecommittedtothecauseofAngolan
Independence,NetoasastaunchMarxistLeninistunderstandsthecauseofWorld
RevolutionandthecommonheritageofBakongopeopleinbothCongoandAngola.If
thesituationinCongobecomesdesperateforSovietAllies,Netomaybeabletoconvince
hisMPLAsubordinatestolendahandinCongo.

24.MemberoftheBelgianCommunistParty,BrusselsAlbertdeConinck
RecruitedasaKGBagentduringhistimefightingintheSpanishCivilWar,Albertde
ConinckhaspositionedhimselfasakeyinformantofgovernmentaffairsinBelgiumand
asthepointofcontactforleftistpartiesinCongotoreachMoscow.Heistrustedby
CongoleseandAfricancommunistsandhasanotedabilityinrecruitingpassionate
activistsfortheKGB.

25.HeadofPartiduLeftistsinCongo,LeopoldvilleAlphonseNguvulu
RecruitedintoKGBservicebyAlbertdeConinck,AlphonseNguvuluwasaninfluential
voiceintheCongoleseindependencemovement,thoughhedidnotjoinABAKO.
NguvulustillmaintainsalargebaseofsupportamongthelargeandwealthyBakongo
ethnicgroup.ThatalongwithhiscredentialsasaministerduringtheLumumba
administrationcouldsethimuptobeapotentialcandidateforhighofficeshouldthe
Lumumbistsregaincontrolofthecountry.

26.SouthAfricanIntelligence,CapetownCodenameMARIO
SouthAfricanmercenarieswereusedtoquashtherebellioninStanleyville.Sincethen,
theKGBhasrecruitedamemberoftheSouthAfricanintelligenceagency,codename
MARIOtoprovideinformationonSouthAfricanplansandmovementswithregardsto
theCongo.Ifneedbe,MARIOcanutilizehispresenceinSouthAfricatosabotageany
SouthAfricanaidinequipmentorpersonneltotheCongoorreportonSouthAfricas
interactionswithotherplayersinCongo.

27.LeaderofUmkhontoweSizwe,CapetownCodenameKAPYO
KapyoistheleaderoftheUmkhontoweSizwe,amultiracialguerillamovement
suppliedbytheSovietmilitaryandcofoundedbytheAfricanNationalCongressandthe
SouthAfricanCommunistParty.Becausetheorganizationarestillundergoingtraining,
theircampsarelocatedinZambia,convenientlyacrosstheborderfromCongo.Though
theguerillasaremostmotivatedtospreadtherevolutiontoSouthAfrica,theycouldbe
usedinCongoifshownthedireneedofthepeoplethere.

28.Agent,AccraAndreeBlouin
AFeministactivistnotableastheonlywomanactiveinCongolesepolitics,Blouinwas
recruitedintotheKGBbyherhusband,aFrenchlaboractivistalsonamedAndre

Blouin.SheservedtointroducedthepossibilityofseekingSovietAidtoPatrice
LumumbaandcoordinatedhismeetingswithKhrushchevinNewYork.After
Lumumbasexecution,shewasexpelledfromCongo,butremainsaninfluentialactivist
forfeminismthroughoutsubSaharanAfrica.

29.Agent,BissauSergeMichel
TheChildofPolishcolonistsinFrenchAlgeria,SergeMichelwasrecruitedintoKGB
servicewhileworkingasaforcedlaborerinNaziGermanyduringtheGreatPatriotic
War.Afterthewar,SergeMichelbecameaprolificwriterforanticolonialism.Hemet
PatriceLumumbaandbecamehispresssecretary.Hetoohasbeenexpelledfromthe
Congo,buthasrecentlybefriendedandradicalizedAmilcarCabralinGuineaBissau

30.LeaderofFRELIMO,MaputoCodenameTSOM
TSOMisaformerstudentattheSorbonneinParisandthePatriceLumumba
FriendshipUniversityinMoscow.HeiscurrentlyplacedastheleaderofFRELIMO,a
KGBbackedindependencemovementinMozambique.ThoughMozambiqueis
currentlyundercontrolofPortugal,FRELIMOcouldpotentiallyoverthrowthecolonial
authoritiesinasectorofthecountryandsupportKGBoperationsinCongo.
