SECTION 1: Findings
Congress makes the following findings:
1. Politicians will say that term limits restrict their ability to function. However,
three quarters of the people support the addition of term limits in congress (i).
2. Currently, thirty six of the fifty American States have chosen to limit their
governors to two terms in office (i).
3. Dark money is used to unrightfully influence political elections (ii)
4. The amount of time a president could serve was limited to two terms by the
22nd Amendment in 1947, which has been beneficial to the American people
(iii).

SECTION 2: Purpose
This Amendment provides that Congressional term limits be implemented in order to
reduce the impact that interest groups such as PACs, major corporations, and
lobbyists have on congressmen and to preserve proper representation among
congressmen.

SECTION 3: General Provisions


This article shall be inoperative unless it shall have been ratified as an amendment
to the Constitution by the legislatures of three-fourths of the several states within
seven years from the date of its submission to the states by the Congress.
Section 3.1 Senate. No person shall be elected to the Senate more than
twice, and no person who has held the position of Senator, for more than
three years of a term to which some other person was elected Senator shall
be elected to the office of the Senator more than once. But this article shall
not apply to any person holding the position of Senator when this article was
proposed by Congress, and shall not prevent any person who may be
holding the position of Senator, or acting as a Senator, during the term
within which this article becomes operative from holding the office of
Senator or acting as Senator during the remainder of such term.

Section 3.2 House. No person shall be elected to the House of


Representatives more than three times, and no person who has held the
position of Representative for more than a year of a term to which some
other person was elected as a Representative shall be elected to the
position of a Representative more than twice. But this article shall not apply
to any person serving as a Representative when this article was proposed
by Congress, and shall not prevent anyone who may be holding the position
of Representative, or acting as as Representative, during the term within
which this article becomes operative from serving as a Representative or
acting as a Representative during the remainder of such term.
SECTION 4: Definitions
Congressmen: any member of the Congress of the United States
Senator: a member of the United States Senate
Representative: a member of the United States House of Representatives
Term: the time a congressman serves after being elected
Dark Money: political spending meant to influence a political election, where the
donor is not disclosed and the source of the money is unknown.
