CITY COUNCIL

SUBJECT: City Administrators Weekly Report DATE: July 1, 2016

_______

INFORMATION

Following are the key activities to be highlighted this week:

City Offices Closed In Observance Of Independence Day On Monday, July 4, the City of
Oaklands administrative offices will be closed on Monday, July 4, in observance of the
Independence Day holiday. While the Citys administrative employees are out of the office, if a
situation arises that requires more staffing, the City has plans in place to call in additional
resources. Police, fire and emergency services are not affected during the holiday closure. To read
the media release with specific closure details, please visit
http://www2.oaklandnet.com/w/OAK059467.

Stay Safe During Holiday Celebrations On Wednesday, June 29, the Oakland Police Department
(OPD) released a reminder concerning illegal use of fireworks and celebratory gunfire. OPD
encourages everyone to celebrate Independence Day safely. Celebratory gun fire and the use of
fireworks are illegal and extremely dangerous. OPD will enforce fireworks and celebratory gunfire
laws. Those caught with fireworks can be fined up to $1,000, and more for possession of large
quantities of fireworks. To view a multi-language flyer telling where to safely turn in fireworks,
please visit http://www2.oaklandnet.com/w/OAK059459. Residents are encouraged to help by
reporting illegal use of fireworks by calling the Fireworks Hot Line at (510) 238-8814) and
reporting celebratory gunfire by calling 911, or from a cell phone (510) 777-3211. To read the
media release, please visit http://www2.oaklandnet.com/w/OAK059463. For more information,
please contact the OPD Media Relations Office at opdmedia@oaklandnet.com or (510) 238-7230.

City Receives Head Start Grant Award On Wednesday, June 29, the City of Oakland announced
it has secured over $16 million in federal funding to provide comprehensive and full-day early

childhood learning experiences to 1,038 children and families throughout Oakland. This funding
will be used by the City to provide high-quality services for low-income children ages zero to five.
The Oakland Unified School Districts transitional kindergarten program has expanded and will
serve more preschool children. Although the amount allocated is 86% of what Oakland previously
received, the City will continue to use its award from the U.S. Health and Human Services
Department, Office of Head Start to provide high-quality, early-childhood learning experiences and
comprehensive family support services. Services will be provided at over 13 centers throughout
Oakland, along with our delegate agency, the Unity Council. An additional $2.6 million to the
YMCA of the Central Bay Area will enable this agency to serve over 180 children ages zero to five
in East Oakland, primarily in the 94605 zip code. In the coming year, Oakland Head Start will
quadruple the number of City-provided Early Head Start slots from 32 to 140, with a total of 432
slots provided including our delegate and partners. Oakland Head Start pre-school openings will
reduce from the current 1,215 to 606, but the Oakland Unified School District will more than make
up for this change through its enrollment in Transitional Kindergarten. This change in the City of
Oakland grant is in response to federal Head Starts policy shift toward serving children in full-day
programs versus the traditional part-day model and providing services to our very youngest
children ages zero to three. As the Oakland Unified School District expands its Transitional
Kindergarten (TK) program for four year olds, there is an opportunity for Head Start to focus on
the very earliest years of development thereby creating a seamless system of early care for families.
The new Head Start guidelines are based on research confirming the long-term developmental
benefits of an early childhood education particularly in the earliest years. As a result, every City
of Oakland Head Start child will now be served for a full day and for a full school year,
dramatically increasing the education and support these children and families will receive. Oakland
Head Starts deep partnership with community agencies including St. Vincents Day Home and
Brighter Beginnings will continue. The City will also embark on new partnerships with the
Oakland Unified School District and Laney College providing Head Start wrap-around support
services. To read the media release, please visit http://www2.oaklandnet.com/w/OAK059461. For
more information, please contact Dana Perez-St. Denis, Assistant to the Director, at
dperez@oaklandnet.com or (510) 238-3247.
OPR Celebrates National Park And Recreation Month On Friday, July 1, Oakland Parks &

Plaza, in front of Oakland City Hall. Throughout the month of July, OPR facilitates community
appreciation events at recreation centers and parks across the city. Events range from
complimentary boat rentals at the Lake Merritt Boating Center and free swimming at OPR pools to
family carnivals and movie nights. An initiative of the National Recreation and Park Association,

and thriving young leaders in Africa, as part of the Young African Leaders Initiative (YALI). They
all come from different countries and focus on various interests and ventures. This opportunity to

Department. The fellows are scheduled to shadow their mentors as well as listen to presentations
