#RevokeRepressiveRentalFees

On September 13, 2016, the UP Cebu Administration approved a policy that will
force students to pay expensive amounts for the usage of school facilities.
This was done through its Fiscal Policies and Operations Committee (FPOC)
enacting, without any student consultation, rental fees that would put up several
school facilities for rent to student organizations and outsiders.
Although the Administration claims that the policy is primarily targeted at outsiders,
UP Cebu's student organizations now have to pay up to P12,000 because of unclear,
profit-oriented guidelines for student activities. Before this, student organizations
can have usage fees waived as a benefit of recognition by UP Cebu. Now, only
classes can get their rental fees waived.
The Union of Progressive Students denounces in the strongest possible terms the
imposition of these rental fees on UP Cebu's facilities and calls on the
Administration to revoke these rental rates for the following reasons:
1.) These repressive and unjustified rental fees make UP Cebu's facilities
inaccessible to its largest and most immediate constituents: the student
body.
2.) The Administration imposed the policy without any proper consultation
with the student body.
3.) Learning is not limited to the four walls of the classroom; student
organizations help students grow in certain important aspects of their
lives that cannot be provided by our academics alone.
4.) The accessible use of public facilities is imperative to our right to
organize. Our free access to the university's halls allows us to engage the
community in order to fulfill our roles as Iskolars Ng Bayan.
Such dubious policy implementation makes us question whether the Administration
actually views us as "the minds that shape the nation," or as mere cash cows to be
milked for profit.
Furthermore, we also call for participative governance in our university, and to
uphold the students' demand for participation in crafting our school's policy. As
Iskolars ng Bayan, we believe that it is only befitting for UP, the National University
mandated to shape active citizens, to ensure that students' are properly consulted
and engaged with the governance of the university.

After all, it would be a shame of the highest degree for an institution, invested in by
the Filipino people for the country's future, to bar and alienate the same people
through unjustified rental fees and questionable policies.
We enjoin the UP Cebu community to SIGN THE PETITION (which we will be
circulating on-campus) against the implementation of these unclear, repressive, and
profit-oriented rental fee policies.

The expensive rental fees imposed upon students must be revoked;


The students free access to the schools facilities is important to uphold our
right to organize;
The students right to participate in decision-making must be upheld in all
institutions in the university.
