INTRODUCTION
The Mining Plan and Progressive Mine Closure Plan of M.L. No. 25/2012 near village
Runji, Tehsil Pachpahar, District Jhalawar (Rajasthan) over an area of 4.00 Hect.
has been prepared on the request M/s. Salak minerals.
Mining lease for mineral Limestone (Building Stone) near village Runji has been
applied on 1.4.2006 over an area of 4.00 Hect. in Khasra No.551,552,550/1, 550/2,
535, 536, 550/1,in lessee own private land & same was granted by Additional
Director (Mines), Jaipur Region, Jaipur vide letter No. ADM/Jai/Jhala/M.L.
25/2012/771 dt. 4th May,2006 for a period of 20 years from the date of registration
of mining lease (Annexure No. 1).
Thereafter mining lease deed was executed on 27.5.2006 and registered in SubRegistrar Office, Pachpahar on dt. 29.5.2006 i.e. the mining lease period is
29.5.2006 to 28.5.2026 (Annexure No. 2,3).
A Environment Clearance was granted by State Level Environment Impact
Assessment Authority (Rajasthan) for a targeted production 68,966 TPA (1.00 Crores
Sq.feet) per annum (Annexure No.5).
A Mining Plan and Progressive Mine Closure Plan is submitted to Superintending
Mining Engineer, Deptt. of Mines & Geology, Kota to fulfill the required under Rule
37 (B) & E of Minor Mineral Concession Rule, 1986 (Second Amended Rule,2012 for
the approval.

The lease area falls in G.T. Sheet No. 54/D/2 located between Latitude 24
32' 2.88" to 24 32' 12.54" N, Longitude 76 0' 39.99" to 76 0' 53.47" E.
Lease area is located near village Runji, Tehsil Pachpahar, District Jhalawar
is situated on National Highway No.12.
To reach upto the mine one has to travel 20 km. on State Highway No. 19
(on Jhalawar-Bhanpura road) from District Headquarter Jhalawar on the tar
road-Via Bhilwari Chauraha, Bhilwari Chauraha is 15 km. from District
Headquarter and from Bhilwari Chauraha on the same Highway 5 km. reach
to mine area.

NO. OF EXISTING MINING PITS, THEIR DIMENSIONS AND


LOCATIONS, PLAN & SECTION OF THE PITS, BRIEFLY GEOLOGY
OF THE AREA:

a)

Physiography & Drainage: The area falls in G.T. Sheet No. 54 D/2, The
Jhalawar region is located at the edge of Malwa Plateau. In detail
geomorphic studies it noted that the lease area is a pat of Central plains of
Pachpahar and Jhalarapatan. The mining lease area is located on 1 km.
away from the village Runji. The area is in the locale region of mining of
Limestone (Building Stone). The M.L. area under study is plain land. The
highest reduced level is 350.5 mRL above mean sea level. The lowest level
encountered is 350 mRL. Surface Geological Plan is enclosed as Plate No.3.
The lease area is situated on Plane/Flate terrain having gently slopping
ground towards South side of the lease area natural drainages follows North
to South and towards low lying field.
Area devoid of perennial water course, i.e. no water channel exists within
the lease area. Mostly the surface of the area is enveloped by existing
excavation. The average depth of ground water is at 45 to 50 mts. bgl.
below the surface level (287 mRL to 282 mRL).

c)

Regional Geology: Most of the part of the district occupied by rocks of


Vindhyan Supergroups which form the part of great Vindhyan-basin,
extending from Rohtas in Bihar to the Chittorgarh ara of Rajasthan on the
basis of different rock units the Vindhyan of the area have been divided
into Semri, Kaimur, Rewa & Bhander Groups. Comprising sand stone, shales
and Limestone. The Semri group is separated from Kaimur by conglomerated
horizon which marks the breaks in sedimentation before the deposition of
Kaimur groups.

There are extensive deposits of Vindhyan Limestone in Kota & Jhalawar
district. The Limestone is fine grained, hard & thick bedded being of
splittable nature i.e. known Slab Stone.
Jhalawar district comprises of rocks of Vindhyan super group and Deccan
traps. About 60% of the district is covered by Deccan trap flows.
The pretrappean rock formations comprise Lower and Upper Vindhyan
represented by Jhalarapatan sandstone, Suket Shales and limestone, Kaimur
sandstone, Rewa shale, sandstone and conglomerates, Ganurgarh shales,
Lower Bhander sandstone and limestone, Sirbhu shales and limestone.

Local Geology of the area:


The lease area is situated on Plane/Flat terrain having gently slopping
ground towards North side of the lease area natural drainage follows
towards low lying fields.

The flaggy Limestone is sedimentary origin belonging to Suket Shales of


Lower Vindhyan. The Limestone is fine grained, blue, greenish & brownish in

colour & easily splitted in slab of varying thickness. The general strike is
North 45 to South 45 east with easterly dips.
Splitted, dressed, polished Limestone sold for use in flooring purpose.
The general Litho units exposed in the area as under:-

Block cotton soil = 10 mts.

ii)

Basalt (Black Chat) = 15 mts.

iv)

Unsplitable fracture Limestone = 3 mts.

v)

Splitable Limestone = 13 mts.

Black cotton soil: Top soil (Black cotton soil) of this area is recent to subrecent age is spread in the lease area, the thickness of about 10 mts.

ii)

Black Chat (Basalt): Black Chat (Basalt) is overlain by murrum (alluvium)


having an average thickness of about 15 mts. Basaltic flow of Deccan Trap of
Mesozoic age.

iii)

Unsplittable Limestone: Unsplitable Limestone is overlain by Basaltic flow


having an average thickness of about 3 ms. It is well define laminated
Limestone having fine platy sediments with conchoidal fracturing.

v)

Splittable Limestone: Splitable Limestone is overlain by friable fracture


unsplpitable Limestone having an average thickness of about 13 mts. and
recovery percentage is 60%. It is well defined laminated frigable in nature
light green to blue in colour. fine platy sediments are occurring in thickness
13 mts.
Kota Stone, splitted Limestone (Building Stone) is dimensional stone having
economic importance having susceptionality polishing has been extensively
used in flooring, pathways, public places & footpath etc, polished, stone is
being used in Kitchen platform, sanitary partition, shelves etc.

e)

Method of estimation of reserves: For the purpose of estimation of mineral


reserve following parameters are considered. Estimation of reserve is based
on the work carried out in the lease area & details available in the region

from other working mines. The reserve of mineral of the area have been
categorized as Proved reserve of Limestone in mining lease.
The estimations of reserves in Limestone (Building stone) are carried out in
unconventional method of reserve estimation. Generally, in most of the
cases, the unit for the Limestone (Building stone) is considered in sq.feet.
Hence, the reserves are estimated in square feet. Following parameters
were considered for estimating the reserves.
Areal Extent: Now non excavated area is 40000 sq.mts.
Thickness considerations: The concentrations of deposits of Limestone
(Building Stone) which is amenable to polishing and other physical features
described in earlier paragraph are treated for deciding borders in between.
Over all 13 mts. thick laminated deposit is encountered for production.
These laiminations are overlained and underlained by intercalations for safe
estimation the deposit is considered. After considering all the factors of
mining losses, development and breakages in over and 614 laminations of
half inch average thickness are considered, after considering 60% recovery.
Reserves At A Glance: Overall reserves conservatively estimated for balance
mineralized area.

Describe in brief the mining method followed to win the mineral, extent of
mechanization, mining machinery deployed, production level etc.
Present balance mineralized area 40000 sq.mts. or
40000 x 10.76 = 430400 sq.feet.
Total thickness of Limestone is 13 mts. or
13 x 3.28 = 42.64 sq.feet.
Total layer in 1 feet is consider = 12 layers
i.e. one layer is 1 inch is consider thus
Total layer will be 42.64 x 12 = 511.68 layer
Recovery is 60% = 511.68 x 60 / 100 307.008 say 307 layer
Total reserve is 40000 x 10.76 x 307 = 13,21,36,243 sq.feet.
Mineable area is 31817 sq.mts.
Balance Mineable reserve is 31817 x 10.76 x 307.008 = 105104471 sq.feet.
Balance mineralized area 40000-31817 = 8183 x 10.76 = 88049 sq.feet.

Mineable reserves and anticipated life of the mine: In present context
mineable reserves has been calculated on the basis of mineable area 30573
sq.feet

Geological Reserve: Total Reserve 13,21,36,243 sq.feet of the area and


mineable reserve is 54095168
For the preparation of mining plan, the entire lease area has been survey
and mapped with theodolite, Brunton and Prismatic Compass.
The topography of the lease area has been shown in surface plan (Plate
No.3) prepared on the scale of 1:1000 & Geological plan have been drawn
on the scale of 1:1000 and horizontal section are drawn on 1:000 & are
shown on the Plate No.4.

Physical & Geological Characteristics of the Limestone Deposits:


Kotah Stone is a naturally riven limestone being extensively used as flooring
stone throughout the country and abroad. Flaggy limestone beds yielding
Kotah Stone slabs are associated with Suket Shale Stone of Semri Series of
Lower Vindhyans. Kota Stone is fine grained, uniformly crystalline, hard and
compact. It takes very good polish varying from egg-shell finish to mirror
finish. It comes mainly in two colours, greenish blue and warm brown, with
tonal colour variations. For its high strength and abrasion value and low
absorption, Kota Stone has been used extensively as flooring stone.

Limestone (Building Stone) for which the present document is prepared is


by trade name known as Kota Stone. It is a versatile variety of stone used
from helmets to sky scrapers and ordinary down trodden to multimillioners
having the specially more the span of age better the glittering. This is
known for its wide applications due to its durability and beautiful
appearance. The rich greenish-blue and brown colours of this stone are most
popular. It is an excellent building stone. It is mainly used for exteriors,
pathways, corridors, driveways, balconies, commercial buildings etc. It is
also suitable for use in chemical industries as flooring, wall fixing and lining.
Other colors black, pink, grey, beige.

Limitations: The stone tends to flake over a period of time. However,


periodic polishing using polishing wax can eliminate this phenomenon. Also,
the stone lacks the lusture compared to marble or granite. Limestone
(Building Stone) competes in the market for its lower cost and longer
durability.
Another aspect that the Limestone (Building Stone) loses to Marble and
Granite is the size. Its maximum sizes are around 240 cm.in length and 75
cm in width. This is due to the physical properties, the brittleness of
limestone. So, when flooring is done, especially large spaces, the number of
joints are more which is not very aesthetically pleasing. Since it is limestone
it is not resistant to acid and alkali.

Properties: The physico-mechanical properties of rocks play an important


role in planning and designing of civil constructional works. These properties
are adversely affected by acidic and alkaline environments, where they are
exposed for a longer time. The natural forces and agents of weathering have
degrading effect on the appearance and structural soundness of Limestone
(Building Stone). These agents include rain, temperature, wind and
atmospheric pollutants. Weathering agents almost never work individually or
in isolation, they always act in combination with one another or with other
agents of deterioration. The durability of building stones is primarily judged
by its reactivity with acidic and basic water of different pH values. The
conditions are very obvious in any of the large scale construction and use of
building stone like Limestone (Building Stone).

shall be developed and removed the overburden upto 320 mRL and for the
production of the Limestone mining will be done on the side of lease area as
shown in the development Plan Plate No.5.
Mining operation are being carried out by open cast semi-mechanized
method in Kota Limestone (Building Stone) is fine grained blue, greenish &
brownish in colour and easily splitted in slab of vary thickness with the help
of jhiri cutting machine. The lease area contain 10 mts. Block cotton soil,
thereafter black chat (Deccan trap basalt) 15 mts. below black chat (basalt)
unsplittable Limestone 3 mts. & below unsplittable Limestone splittable
Limestone occurs 13 mts. The general topography of the area is plain/flate
having none mts. elevation difference in general topography of the lease
area having central area is slightly elevated having 350.5 mRL i.e. highest
R.L. of the area is 350.5 mRL and splitable Limestone started 320 mRL and
finished at 308 mRL.
The initiation of mining started by preserving top soil for plantation which is
shown in the Surface Geological Plan & Section. After removal of topsoil the
underlained weathered basalt formation is proposed to be drilled in wet
condition. Wet drilling is planned to be conducted for 115 mm dia hole for
blasting, having hole geometry of depth of maximum 6 m. with 10% sub
grade drilling 2.0 m. spacing & 1.5 m. burden.
It will be performed on tyre mounted hydraulic drill machine. With the
view point of mines safety management, for perfect dressing of the mining
faces, the alignment of the half meter burden in last row will be kept.

Blasting activity has been taken up with genuine explosives i.e. cartridges of
2.78 kg gms nitrate mixed slurry explosives; ANFO prepared out of prilled
ammonium Nitrate and Fuel Oil, Non-electric Detonator and Cord Relay
purchased from authorized dealers. An outsource rental basis excavators of
L & T C.K. 200 with the bucket capacity of 0.9 cubic Systematic bench of 6
m. would be developed.
Precautions to avoid Haphazard Pit: Provision of Mines Act 1952 will be
strictly implemented in the mines. Provisions of recent Notification 2012,
Letter No. F-14 (1) (1) Mines/Gr. II/2011 Jaipur dt. June 19,2012 and MMCR
1986 will be accomplished.
The lessee will maintain the bench height and slopes as per the
Metalliferous Mines Regulation, 1961.
In the first five year period area will be properly developed along the
section line A1A2 shown in the development plan (Plate No.4).
During the mining operation all provision of the Metalliferous Mines
Regulation, 1961 will be complied i.e. area will be properly fenced. The
workers will be provided with Gum boots or safety boots as the case may be
& helmets under regulation 182, 182 A of M.M.R. 1961 for the safety of the
mine workers.
b)

Proposed rate of production when the mine is fully developed.


During first five year period total production of Limestone will be around
49943993 sq.feet and waste excavation shall be around 950300.4 cu.mts.
(i.e. 190060 cu.mts. per year) It is anticipated that the proposed rate of
production shall be around 1.00 crore sq.feet per year after five years.

Proposed method of Mining: The method of mining is opencast by


developing systematic benches. The details of mining proposed for 5 years
are shown in the Development Plan and Section Plate No.4.
The proposed method of mining will be opencast by semi-mechanized
method by making 6 mts. height & 6 mts. width by giving cut in the material
and then by process of splitting with the help of Jhiri cutting machine &
crow bar it is being taken out.
All provision of the Metalliferous Mines Regulation, 1961 will be complied.
Following suggestion are suggested to improve safety standards which will
ultimately not only give the better outlook of the mine but yield into better
productivity.
The periphery of the mine will be fenced off properly to prevent
inadvertent fall of person/animals in the mines by using scrap unserviceable
material by grouting upright (angel/channel) at an interval of four metres.
That wet drilling will only be done in the mine.

Conceptual Mining Plan: As a whole area is mineralized hence entire area


comes under conceptual limit (Plate No.6).
The lease area is only 40,000 sq.mts. The existing exploration has been
established mineable reserve of 105104471 4sq.feet This much Mineable
reserves is sufficient for 10 years.

d)

Blasting: The blasting will be done only in overburden hard strata controlled
blasting will only be done to avoid any damage in Limestone deposit and
very little ground vibration will be caused.

e)

Mine drainage:

Surface Water: No toxic water or polluted water will be discharged into


surface hence no effect will take place on surface water. Surface water
received during rains will be goes into the earth crust. The water will not be
contaminated with harmful pollutants, as the host rock does not have any
harmful constituents.
The water to Jhiri machine will be recirculated through a settling tank in
which silt will settled down and will be cleaned from time to time. The
mining operation will not obstruct water channel, hence no effect will take
place on the surface water.
Only rain water will be accumulation during rainy season in working pit.
However garland drain/ earthen wall will be made around the pit, and rain
water will be pumped out used in agriculture, plantation & also in Jhiri
machine and in sprinkling for dust suppression.
There is no permanent source of water in the lease area to be effected
mineralized zone are such that they do not have any harmful pollutant to
disturb the quality of surface water.

Ground Water: During the proposed period of mining working will not touch
the water table hence no effect will take place in ground water quality.
Since the water table is not likely to be punctured; ground water will

CHAPTER 8
8.

YEARWISE ANNUAL PROGRAMME FOR MINING FOR NEXT FIVE


YEARS:
Opencast method of mining is being done by lowering the surface area. The
work in all the five years will be undertaken at various places as marked in
the five year development Plan Plate No.4 and proposed production &
overburden details are tabulated in Table No. 1 & 2. The various colour
indicated yearly workable area as shown in the Plan.
Mining operation are being carried out by opencast semi-mechanized
method. The excavation is carried out by adopting drilling, blasting, cutting,
jhiring. The splitable flooring Limestone is mined out with the help of Jiri
cutting machine which gives a vertical cut of 6" deep on the floor to give
free face. The slabs are lifted roughly by crow bars & lifted & cut according
to cleavages & ability to take cutting. The mucking i.e. overburden
removing is carried out by hydraulic excavators for winning the Limestone
i.e. Kota Stone for slabs.
The transportation of mineral & waste is being carried out by tippers
dumpers, loading is by mechanical loaders i.e. shovals, D.G. set is uses for
generation of electricity for machinery. The working will be far away from
the level of the ground water table.
The Mining operation is carried out by opencast semi-mechanized method 10
mts. thick bed of Black cotton soil will be removed and stacked on outside
of lease area. The black stone (Basalt) having average a thickness of 15 mts.
is removed by forming benches of 6 mts. X 6 mts. Thereafter the fracture
Limestone (3 mts.) will be removed. Thereafter massive Limestone is
removed by forming benches of 6 mts.

transportation of mineral and waste is done by tippers. The overburden is

murrum/soil basalt (black chat) & fracture unsplitable Limestone.
First Year Development (2012-2013): During this year development will be
done in South West direction as shown on Section line A1-A2 (Plate No.4)
during this period surface 350 mRL will be brought to 308mRL over an area
of 8523 sq.mts. . During this period top soil will be remove from 350 mRL to
332 mRL which will be 73908 cu.ms, and waste will be generated 18279
cu.ms. 192733 cu.mts. which will be generated from 350 mRL to 308mRL
and splittable limestone of 9915970 sq.feet will be produced from 320 mRL
to 308 mRL.
Second Year Development (2013-2014):During this year development will
be further extended in the west direction from the end of the first year
working as shown on Section Line A1-A2. During this period surface mRL 350
will be brought to 308 mRL over an area of 8523 sq.mts. During this period
top soil will be remove from 350 mRL to 332 mRL which will be 12816
cu.ms. and waste will be generated 58596 cu.ms. from 350 mRL to 320 mRL
and splittable limestone will be produced 9975640 sq.feet from 320 mRL to
308 mRL.
Third Year Development (2014-2015): During this year development will
be further extended in the west direction from the end of the second year
working as shown on Section Line A1-A2. During this period surface mRL 350
will be brought to 308 mRL over an area of 8523 sq.mts. During this period
top soil will be remove from 350 mRL to 332 mRL which will be 21990
cu.mts. and waste generation 103536 cu.ms. from 331 mRL to 311 mRL and
splittable limestone will be produced 9929740 sq.feet from 320 mRL to 308
mRL.

MEASURES TAKEN AND TO BE TAKEN FOR LAND RESTORATION


RECLAMATION AND PLANTATION IN/OR NEARBY QUARRY AREA.

Temporary storage and utilization of top soil: There is top soil in the area
proposed for mine development and hence the top soil will be preserve at
earmarked place corresponding to its generation during the mining
operation.

i)

Land restoration & reclamation: As the development will start from the
higher elevation towards sloping side which will be gradually reduce in
height due to mining activity and hence the pit depth will be above the
ground water level which is more than 16 mts. below the proposed five year
working (298 mRL).
As already pit/part of the lease area has been matured for restoration &
reclamation. The backfilling has been started in the excavated area.
Prior to abandonment of the working a protecting barbed fencing should be
laid around periphery of the pit to check the inadvertent entry of main &
animal. Besides, all necessary precautions shall be taken as per Regulation
115 (5a & b) of MMR, 1961 to isolate & Safeguard.
The excavated area will be protected by suitable parapet wall. All the
mineral is completely be exhausted then some part will be fencing used as a
pond/reservoir & rest area will be reclaimed/backfilling.
That the firm will undertake in a phase manner restoration reclamation of
lands affected by mining operation and will complete this work before the
conclusion of the such operation and the abandonment of the lease.

Programme of Afforestation, year wise for the initial five years


indicating number of plants with name & species to be afforested under
different areas in hectares.
One hectare area is required for planting 1000 sapling. The plantation of
local species like Shisham, Neem etc. on the scale of 20 sapling per year will
be done near to boundary line and it is also proposed to plant on dumping
site after stabilization of dump.
Since the area of mining lease of limited extend; therefore plantation can
be proposed on backfilled area and surface area.
Due to small area of the lease there is hardly any space available for
plantation moreover, plantation on the scale of 20 sapling per year will be
done outside lease area or near the office. The lessee has planted 300 tree
around office compound & road site.
Post Plantation Care: Protection from grazing will be done by erecting
suitable boundary in the plantation area.
Watering During Dry Spell: Though the trees suggested will require very
less water however, in the first year of plantation from January to June
twice the watering will be done each month in the plantation area.
Thereafter each watering will be done only once every month from January
to June. After five years no watering will be required.
Protection from pets, white ant etc will be done during the plantation by
using 10 gms of B.S.C. powder in the proposed pit will be put before
plantation. After a few months liquid pesticide mixed with 100 time water
will be spread over the planted sapling for this purpose the lessee may use a
water tanker.

CHAPTER 11
11.

MEASURE TAKEN AND TO BE TAKEN FOR PROTECTION OF


ENVIRONMENT IN AND AROUND MINING LEASE FOLLOWING
MEASURES HAVE BEEN PROPOSED FOR PROTECTION OF
ENVIRONMENT.
Lessee will take all possible precaution for the protection of environment
and control of pollution for that following measures have been proposed for
the protection of environment.

i)

Dust Suppression: Sprinkling of water shall be done regularly on mine road


to suppress the formation of dust, wet drilling will be done, drill machine
operated with dust extractors or equipped with water injection.
Dust suppression device will be used and as such wet drilling will be done &
also water will be sprinkled on dust prone area for dust suppression. The
workers will be provided dust mask. All provision of Reg. 124 of M.M.R. 1961
will be strictly followed.

ii)

Slurry so generated during mining activity will be allowed to collect in the


lower level where it will be settled down. Slurry from time to time will be
removed & put on the excavated area.

iii)

Dumping will be done on the excavated area where no mineralisation exist.

iv)

Plantation will be done to enhance the scenic beauty of the area and to
reduce air pollution.

v)

The environment impact assessment will be done periodically for water,


noise, Air vibration level etc and if any appreciable difference noticed then
suitable measures will be taken to the mitigate the effect on such changes.

MEASURES TAKEN AND TO BE TAKEN FOR DUMPING OF


OVERBURDEN STACKING OF TOP SOIL AND UTILIZATION OF TOP
SOIL.
Top soil is available in the area hence it will be recovered & to be stored.
The top soil presently preserved separately and it is being used in plantation
at established waste dump and it is preserved separately for future
utilization in plantation for a short period.
Mine waste comprises of sub soil/alluvium/Basalt & weathered cracks &
fracture Limestone. Initially the top soil generated will be stacked in the
lease areain the areaand the overburden which will be generated during the
five year development will be reclaimed in pit.
The overburden and interburden generated in winning unsplitable weather
material is used by local villagers for fencing the cultivated field & partly
will be utilize for construction of huts thus only some portion of overburden
remains for dumping. The overburden already dump systematically outside
the lease area with proper slope, retaining wall will be put around the dump
to check its spreading. During the ensuing plan period waste generated will
be backfilled in the pit.

Air Quality: The impact on the air due to mining activities can take place
by following:i)

Due to drilling activity.

ii)

Dust of vehicles plying on the unmetalled roads.

iii)

Due to occasionally blasting activities.

iv)

Due to dust carried away in air from the dumps of solid waste and
rejects.

The proposed mining is opencast semi-mechanized so dust generated is very


little due to drilling & transportation of vehicle.
The lessee will keep vehicle emission under control and regular monitor of
the same measures will be taken for the maintenance of vehicles used in the
mining operation. and in transportation of mineral. The vehicles shall not be
overloaded.
Measures taken for air/dust control as per permissible limit: Dust
suppression device will be used and as such wet drilling will be done and
also water will be sprinkled on dust prone area for dust suppression.
i)

The emission from diesel engine will be minimize by proper


maintenance of vehicle.

ii)

Sharp drill bits are used to minimize the dust.

iii)

The wide, levelled and compacted haul road without dumps are
proposed for transportation to minimize the dust.

The mining lease holder will fulfill the condition in sub-rule (1) shall be
enforced inter-alia under the provision of the water (Prevention & control of
pollution) Act, 1974, the Air (Prevention and control of pollution) Act, 1981.
The environment (Protection Act, 1986 and the public liability Insurance Act,
1991 alongwith their amendments and rules made their under and also any
other order passed by the Honourable Supreme Court of India/High Court of
Rajasthan and any other court of Law relating to the subject matter.
During mining no chemical or toxic effluent will be made/ discharged in the
area. Therefore, there will not be noticeable impact over an quality. The
lessee has obtained consent to operate under Section 21 of the Air
(Prevention and Control of Pollution) Act,1981 (Annexure No.___).

Water Quality: The quality of water will not be disturbed as no source of


natural water exists in the surrounding areas. Area is devoid of perennial
water courses. The water quality will not be disturb3ed by the proposed
mining as no toxic or polluted water will be discharged during the course of
mining. Therefore, proposed mining shall not cause any detrimental impact
on water quality. The lessee has obtained for Consent to Operate under
Section 25/26 of the Water (Prevention and Control of Pollution) Act, 1974
(Annexure No.___).

Noise levels: Noise level magnitude will increase because of running of


machinery, plying of trucks and excavator.
Noise levels/pollution caused by above source will not be above the
recommended noise standards of D.G.M.S. Circular No. 05 of 1990. In
general noise levels of the area within tolerance limit of 80 dB(A).

However the workers will be provided with ear muff, ear plug. The
machinery will be kept in perfect working order & overhauling from time to
time will be done to check the noise under control.
Mining machinery are overhauled from time to time to reduce noise level.
Good quality silencers to be used for diesel engine. Plantation has been
done around the lease area which will reduce the propogation of noise etc.
Machinery are been kept in proper order to reduce noise level and workers
are been provide with ear muff & ear plug and machinery are been kept in
perfect order.
Eco-friendly Mining Plan: Lessee has adopted all measure to under take
Eco-friendly mining as per State Govt. Circular No. F. 14 (5) Mines/Gr.
II/2002 dated 29.9.2003 and has submitted Eco-friendly Mining Plan to
Assistant Mining Engineer, Jhalawar (Rajasthan).
Provision of Mines Act, 1952 will be strictly implemented in the mine.
Provision of recent Notification 2012 letter No. F-14 (1) Mines/Gr. II/2011
Jaipur Dt. 19th June,2012 and MMCR, 1986 will be accomplished.

CONTRIBUTION REGARDING THE SOCIAL DEVELOPMENT 0F THE


NEARBY RESIDENTS:
The mining not disturb any human settlement as the village huts are located
for off from the lease area.
There is a over all positive effect on social life of the local people as they
get job opportunity near to their residence, and mining activity will benefits
them directly or indirectly.
As far as the social and economics is concerned, the financial and living
standards of the employees improved. It provides support to their meager
income and improvement in overall, living standard and restrict migration of
people to other area.
The plantation improved the panaroma of the area and the environment,
pits created by mining activities will be backfilled stored water in the
abandoned mining pits during and after the rainy season, will increase water
percolation rate increase the water level.
Owner provides drinking water, good sanitary condition, rest shelter, first
aid room etc. The socio-economic impacts by mining in rural area are always
positive. The nearby habitant get permanent employment. The workers gets
medical care and use of mine road etc. The employment improves the living
standards. There is over all positive effect on social life of the local people
and they directly or indirectly get benefit for working in mines.

4.0 CLOSURE PLAN:


The proposals of the Final Closure are based on the Geology and Topography
of the region. At the end of the mining operation, a part of the lease area is
backfilled & other part of the would be used as water reservoir (excavated
region) and the surroundings would be fenced. The buildings and roads
would be used by the local people.

The mined out land planning is required to be done to ensure that:

part of the area is to be converted into a water reservoir and the remaining
part would be backfilled & used for plantation. The proposed plantation in

or human settlement in the area, there is no vegetation in the area. A the
end of the mining operation part of the lease area would be backfilled and

backfilling of the pit has started after winning the mineral from the bottom

grazing & watering will be done during dry spell, manure & pesticide will be
used as per requirement.
4.1.5 Water Quality Management and Impact Assessment: It is not a chemical
yield, mineral hence there would be no contamination of chemical nature
so impact on water quality.
There is no toxic and hazardous elements are present in the waste material.
The mineral produced and the waste rocks generated are not likely to
pollute the water quality in any manner.
4.2

Water Quality Management:

a.

Surface water bodies available in the lease and measures to be taken to


control the erosion, sedimentation, siltation any other contamination in the
lease area siltation, erosion will not be there.
There is no permanent surface water body excepting some natural flow of
the low lying area. The area is not erosion prone part because the ground
slope is very gentle.

b.

Quality and quantity of surface water body collected into the pits and
corrective measures proposed to meet the water quality confirming the
permissible limit:
The water is not collected in the pit except in rains. There is no harmful
toxic material present in the host rock & mineralized zone which disturbed
the quality of the water due to mining activity. The silt deposited at the
lowest level of the pit after the water is drain off, will be removed from
time to time & will be dump alongwith overburden and water is used in the
jhiri cutting machine.

Ground water bodies and measures to be taken to control erosion,


sedimentation, sanitation any other contamination:
The occurrence of ground water in the study area is mainly controlled by
the topographic and structural features present in the geological
formations. Ground water occurs mainly under unconfined condition to
semi-confined in saturated zone of rock formation which is below limestone
bands required for production. Its occurrence is controlled by topography,
physiography and structural features of the geological formations. The
movement of the ground water in hard rock areas is governed by size,
openness, interconnection and continuity of structural weak planes while in
unconsolidated rocks

groundwater movement takes places through pore

space between grains. Therefore, no where the static water table will be
encountered.
The water table in the area is at 282 mRL in pre-monsoon and it is rises 288
in post monsoon. The quality of water is normal and free from any problem
of salinity. The drinking water is obtained from tube well situated outside
the lease area at a distance of 60 mts.
The depth of water table is 50 mts. bgl in pre-monsoon from general ground
level 350 mRL and mining will be done upto 308 mRL (42 mts. bgl) at the
end of mine life. So no ground water will be encountered due to mining
activity. The depth of general water table is 285 mRL varies 3 mts. in premonsoon & post monsoon reason respectively.

Quality of ground water in the area along with water table: The water
table is 50 mts. below ground level. The quality of water is normal and free
from any problem of salinity. The drinking water is obtained from the tube
well of nearby area. The water table of the area is still not tapped by
working so there is no problem of lowering of water table of the region.

Whether hydrological studies are carried out in the area ? if yes, the
report should be enclosed.
No hydrological studies have been done in the area and it is not required
also looking to the scale of mining involved at present.

overburden as well as the waste rock generation by some amount. Loading


and transportation of this increased production and waste material;
dumping and storage of minerals and waste disposal are contributive factors
for increasing the air borne dust and emission. The other main source of air
pollution is vehicular movement. No major change in the mining method is
proposed during the next five years. Hence, the air pollution is expected to
remain in the permissible limit.
Even then the following measures are proposed as a safety precaution for
the same:
a.

Water sprinklers are proposed on haul road especially during dry seasons.

b.

Plantation is proposed as an additional check for dust. The plantation will so


suppress the dust that may spread in the nearby area.
The existing pollutants are much less than the safe limits hence after
proposed expansion the slight rise in the parameters will also remain within
the safe limit.

4.4

Waste Management: During mining the overburden and mineral Limestone


(Dimensional Stone) are mined separately. The non active dumping sites will
be extensively planted by suitable species of Neem, Mangoes, Amaltas etc.

The overburden will be brought by dumpers and will be unloaded where


mineral is exhaust.

As far as possible the dumping would be done from the lower level to higher
level.

Once the dumps mature, the afforestation is done to provide stabilization


and green belt development.

4.5.

Top Soil Management: There is topsoil in the area particularly in and around
proposed site of excavation. Whatever top soil is available the same will be
scrapped and used at the site of plantation immediately to protect the
humus content of the soil to get better survival of the plants. Under this
situation, no storage is required. Topsoil is immediately being used at
plantation sites, if not possible to used immediately. Then the top soil
available at the site is presently preserved separately and it is being used in
plantation at established waste dump and it is preserved separately for
future utilization in plantation.
There is no dam or any water reservoirs in and around the area requiring
any management.

4.6. Tailing Dam Management: There is no generation of tailing involved in


Limestone mining so no management is called for in this respect.
4.7

Infrastructure:
Roads: The roads as proposed at the mines will be utilized for the mining
purpose only.
Aerial ropeways: It is not needed.
Conveyor belts: It is not needed.

Railways: It is not needed.


Power lines: Power is available at site office.

Building & Structures: Only office building/store are available outside the
lease area. The office building may be utilized for shelter for nearby
population.
Water Treatment plant: It is not needed.
Transport: The hired trucks are being used for transportation of mineral to
Godown.
Water supply Sources: The drinking water supply source is ground water
from a Tube well. For dust suppression and plantation, water is being taken
from the rainwater so collected into the pits temporarily discontinued.
4.8.

Disposal of Mining Machinery: This is only a Progressive Mine Closure Plan


and during this Plan period no disposed of mining machinery is envisaged. At
the end of life of mine machinery is utilized in the mine would be rental
basis & own machinery is working order will be either used at the lessee's
other mine or sold redundant machinery will be sold as scrap.

4.9.

Safety and Security: All safety measures are implemented to regulate


across to surface openings/excavations in accordance with MMR-1961. Sides
of excavations are adequately benched and sloped as per Reg. 106 of MMR1961. Earthen bunds are based wire framing is proposed at the side of
excavated pits or approach roads prevent any inadvertent/unauthorized
entry of person or cattle.
In case of abandonment due to unforeseen circumstances following safety
measures shall be taken out for safety and security-

Transportable machinery will be shifted to a safe and secure place.

ii)

Top of the pit and all the entries to the working shall be blocked i.e. as
per MMR, 1961 fencing will be done.

iii)

Security guards shall be posted prevent any inadvertent entry.

iv)

Danger warning boards shall be displayed in local language.

v)

Regular inspection of the abandoned workings carried out to ensure


compliance of above measure.

4.10. Disaster Management and Risk Assessment: Mining is an activity involving


land degradation by excavation of existing land and waste material disposal.
The rocks of the area under proposal are murrum & unsplitable weathered
Limestone. The complete mining operation will be carried out under the
management and control of experienced and qualified mines manager
having certificate of competency to manage the mines grant by DGMS. All
the provisions of Mines Act 1952, MMR 1961 and Mines Rules 1956 and other
laws applicable to the mines will strictly be complied with. Possible
disasters together with corrective and remedial measures are described in
detail as under:Disaster due to Falls of Sides:
1.

The rocks during mining may loose nature binding and its compactness is
disturbed. Such loose soil may fall at any time causing unfortunate
happenings to human beings and machinery. As a part of corrective and
remedial measures it is proposed to dress part of the sides properly by
manual means to avoid any disasters. The Company is doing the same in
very systematic manner.

In systematic and scientific mining, the bench height is never more than the
width of bench. If the height is more than the width, it will result in
undercutting leading to collapse of inaccessible part of the height. The
corrective and remedial measure in this respect is to maintain.
Failure due to waste dump slope:
Surface Fire/Forest Fire: No surface fire as involved in the Limestone
mining. The Forest fire may be caused due to dry leaves and wood in
vegetated part and result in a disaster. In the area of proposal, there is no
such situation and there is no danger of forest fire.
Subsidence due to flood: There is no chance of flood causing any
subsidence.
Inundation in Underground mines: This is not applicable as the operation is
open cast.
Seismic activities: This area is not covered by seismic belt of the country.
Tailing dams failure: This is not applicable, as there is no tailing dam
structure involved in the mine at any stage.

4.11 Care and maintenance during temporary discontinuance: In case of any


temporary discontinuances due to court order or due to statutory
requirement or any other unforeseen circumstances following measures for
care and maintenance and monitoring of status shall be taken.
(i)

Notice of temporary discontinuance of work in the mines shall be given to


the concern authority.

(ii)

All the mining machinery shall be shifted to safe place.

(iii)

Entrance to the mines or pat of the mines to be discontinued shall be


fenced off as per DGMS circular and security guards shall be posted for the
safety and to restrict any unauthorized entry to the area.

(iv)

Component persons shall inspect the area regularly.

(v)

Air, water and other environmental monitoring shall be carried out.

The local residents are directly employed in project. The main family
occupation is agriculture which may be continued back by them when the
mining is over in the area and may deployed near by area.

Compensation given or to be given to the employees connecting with


substance of himself and their family members:
Compensation will be paid as per Rules whenever such situation arises and
may be deployed near by area of the same lessee.

5.3

Satellite occupation connected to the mining industry number of


persons engaged therein continuance of such business after mine
closure:
Hired trucks of the area persons are engaged are doing transportation of
mineral from the mine. The business will completely collapsed leaving no

Continued engagement of employees in the rehabilitated status of mining


lease area and any other remnant activities:
After the mining operation, the nearby villagers may be engaged in their
family occupation which is agriculture and after completion of the project.

5.5

Envisaged repercussions on the expectation of the society around due to


closure of the mine:
As a part of social work and community development, the Company is
engaged in many ways. It would be the expectation of society that they
should run as it is today even after closure of the mine.

6.

TIME SCHEDULING FOR ABANDONMENT: This is the proposal for Progressive


Mine Closure Plan so it is not applicable at this stage.

7.

ABANDONMENT COST: This is the proposal of Progressive Mine Closure Plan.


The final abandonment cannot be planned today. The proposal in Progressive
Mine Closure Plan would lead the mining area to an effective abandonment
by following activities required for implementation and rehabilitation
measures:
Socio-economic work: There is provision to share financially for educational
development, medical care and supply of drinking water during summer,
supply of grass for cattle and other social activities like sports meet in the
village. The effective cost will be realized in the plan period.

FINANCIAL ASSURANCE: The financial assurance will be submitted under


Rule 37 J as mines is governed under the Rajasthan Minor Mineral Concession
Rule (Second Amendment) Rule,2012.
The financial assurance shall be submitted in the form of fix deposit. The
amount of financial assurance shall be at the rate of rupees fifteen
Thousand per hectare or part there of the area of mining lease.
