Introduction to the REDF RFP PDF Version


Thank you for your organizations interest in the 2015 REDF Social Innovation Fund Subgrantee
Portfolio. You have been invited to fill out a full application, which must be completed to be
considered for a SIF subgrant. REDF will use this RFP to prioritize applicants for further
screening.
Before reading further, there are several important things to note:

The RFP application now consists of two components: an online form for free-response
and data-entry questions, and a series of attachments to be submitted via email. The
deadline to submit both components is 11:59pm PDST on October 19th, 2015.

Please refer to Section VII for a list of required attachments and directions for
submission.

Compared to the PDF sent on 9/28/15, the numbering for many questions has
changed due to moving questions involving attachments to Section VII. However,
wording and content are identical across all versions.

Unless otherwise noted, all questions and attachments in the RFP application are
required.

This document (2015 REDF Request for Proposal (RFP) PDF Version) has the same
content found within the online REDF RFP form, but in PDF format. Please note that some
questions will have slightly different formatting online.
Since the online RFP has multiple, lengthy sections, this document is provided as a preview of
the RFP in its entirety before you begin the online application. You will be able to save and
continue in the online form, but we highly recommend you also save versions of your responses
in an external file.

Minimum Eligibility Criteria


REVIEW: For an organization to be considered for a Social Innovation Fund subgrant and
become a member of REDFs portfolio it must meet the following minimum eligibility criteria.
See our website for a list of eligible employment barriers. As part of the RFP screening process,
REDF will be verifying that your organization meets all the criteria.
Minimum Eligibility Criteria:

A nonprofit community organization


Legally able to operate in the United States

Eligible to receive Federal financial assistance (will be verified via the Federal System
for Awards Management)

Willing to participate in a rigorous third-party evaluation of outcomes, including design,


training, and implementation phases

Currently employ, or seek to employ, REDFs target population (low-income


individuals who face multiple barriers to employment) through social enterprise, and
pay wages that meet local minimum wage standards

RFP Evaluation Criteria


The RFP will be judged on the following five criteria:
1. Program Fit Transitional employment through social enterprise is an important method
for advancing the Applicants mission. The Applicants target population is aligned with
REDFs target population (i.e., history of incarceration or criminal history, mental health
illnesses or disabilities, at-risk young adults, or other barriers to employment, including
homelessness, past trauma, or substance abuse). And the Applicant provides or is
committed to providing wraparound employee support services, earned-wage positions (at
no less than local minimum wage), and long-term job placement/ retention assistance to
support social enterprise employees in their transition to their next employer.
2. Financial Capability The Applicant is of sufficient size to support social enterprise. The
Applicant is in good financial health and exhibits financial sustainability, with funding
sources and a revenue stream(s) that covers all operating costs. Any associated social
enterprises are also in good financial health or exhibit a realistic potential to reach financial
sustainability. Additionally, it is willing and able to both receive Federal funding and provide
matching funds (which can include earned revenue).
3. Operational Capability The Applicants leadership is strong, strategically-focused, and
displays a commitment to social enterprise. The Applicant has experience and
demonstrated effectiveness in running an employment-focused social enterprise(s); and,
the Applicant offers evidence of potential for future social enterprise success. Additionally,

the Applicant has sufficient organizational (staff and systems) capacity to execute on its
vision and mission, and in its ability to partner with REDF to achieve employment goals.
4. Growth Potential Current or future social enterprise opportunities have the potential for
significant job creation and social impact, helping REDF achieve its stated goal for the SIF
portfolio of 7,500 jobs created through 2020. The Applicant offers compelling evidence for
social enterprise feasibility, including industry, market, and job-type fit. The Applicant has
existing partnerships with mainstream employers and/or strategic corporate partnerships
that aid in long-term job placement, demand for goods and services produced by the social
enterprise, strategic guidance, and general support.
5. Evaluation and Portfolio Fit The Applicant has prior experience with evaluation and data
collection, has a track record of learning from data and evaluation, and is able and willing to
participate in a rigorous evaluation of outcomes relating to SIF funding, potentially including
an RCT or other research design in order to capture a superior level of evidence. The
Applicant operates or plans to operate in one of the following priority geographies:
California, West, Midwest, or South. The Applicant is part of a larger ecosystem that
includes other social enterprises, supportive funders and employers, and presence of the
target population. The Applicant displays an ability, willingness, and openness to partner
with REDF, including openness to REDFs hands-on engagement and advice.
Applicants that do not meet all minimum eligibility criteria are disqualified from further
consideration. Applicants that meet minimum eligibility criteria are rated against the remaining
criteria, all of which are weighted equally. The ratings are used to rank and prioritize applications
for the Deep Screen stage.

Section I: Program Fit


The purpose of this section is for REDF to learn more about your organizations mission, target
population, and program design. For the free response questions in this section and all others,
please do not exceed the indicated word limit (and if you can adequately respond with less,
please do so).
Please note, when we refer to organization we mean the parent agency that houses the social
enterprise and other programs. If you are a standalone social enterprise (you are not owned or
operated by a larger social service providing agency), or the social enterprise is the same as the
parent agency, please fill out organization questions for the social enterprise.

Section IV: Growth Potential


This section helps REDF better understand your organizations interest in starting, expanding, or
replicating a social enterprise(s). Specifically, we want to understand what your organization
would do if awarded a Social Innovation Fund subgrant and why you believe your proposed
growth plan will be successful. It is important to note that you are not being evaluated on which
type of growth you pursue, but on the overall quality and feasibility of your proposal.
For the purposes of this section, we define start-up, expansion, and replication as the following:

Start-up: creating a new social enterprise or adopting another organizations successful


social enterprise model

Expansion: significantly expanding the size and scope of operations (e.g., doubling

Section V: Portfolio Fit


The purpose of this section is to gauge the evaluation readiness of your organization, as well as
potential fit with REDFs style of engagement.
Evidence and Evaluation
REDF will engage its portfolio organizations in a third-party evaluation of outcomes which includes
design, training, and implementation phases. The design process will involve REDF staff and
external evaluators as active partners in order to evaluate the impact of REDFs broader portfolio
of social enterprises during a multi-year grant term. Consistent with SIF requirements for
increasing the level of evidence for social enterprise as a successful intervention, this evaluation
will be rigorous. This may include a randomized control trial (RCT), where some social enterprise
employees may not receive services in order to validate the data as a control group. The following
questions ask you to describe your experience with formal evaluations, OR your evidence-based
approach.

Fit with REDFs Engagement Style


REDF is unique in its approach to working with subgrantees. As part of REDFs high-touch
model, members of REDFs Portfolio Team hold regular in-person check-ins and working
sessions with the leadership teams of subgrantees social enterprises, and work closely with
social enterprise and organization staff on a variety of business and programmatic projects. This
type of support lasts throughout the entire grant period.
