STATEMENT OF WORK
ADMINISTRATIVE ASSISTANT/PROPERTY CONTROL

The purpose of this contract is to procure personal services to serve as General Services
Assistant performing support general services and acting as alternate Administrative
Assistant I.
Tasks:
A.

Property Control:
a.

Control and inventory Peace Corps property contained in the main office of
Peace Corps/__________ (PC/_), the Training Center (or other Community
Based Training Venues) for new Volunteers, warehouse space, households of
Peace Corps officials, and property lent to Peace Corps Volunteers (PCVs) and
staff for their official use. This control will consist of entering information
from purchase orders and requisitions into the computer application
submitted by PC/Washington and updated every year, and withdrawing
records of property sold, discarded, or otherwise disposed of. Incumbent
conducts a yearly physical inventory to ascertain the validity of the records
and their accuracy, and makes the necessary adjustments.
Control of property to be lent to PC/__ Volunteers and staff is kept in records
maintained separately for easy use in the day-to-day control of same,
monitoring return of equipment, and the final clearance of terminating
Volunteers and staff, who have to pay for items lost or injured while under
their responsibility. In case of lost or damaged items, incumbent reports the
fact to the Administrative Assistant in charge of Billing, who will prepare the
corresponding bill and charge the responsible party. Records must show
location of property and user responsible for same. Incumbent also demands
custodial receipts from long-term (more than one year) users of job-related,
office and household equipment. Yearly reports on property are prepared by
incumbent, reviewed by the Administrative Officer, submitted to the Country
Director for signature, and sent to the Office of Administrative Services of
PC/Washington.

B.

Tax Exemptions:
Process all Mission tax exemptions, following procedures according to local law and
decree, as well as country agreements between the US Government, the Peace Corps
in particular, and the Government of ______________(GO_). Initial steps to obtain the
said exemptions are processed through the Ministry of Foreign Relations - General
Directorate of Protocol, who certify PC/_'s right to tax exemptions. Manage the

exemption on Tourism Taxes on lodging of appropriate staff and Volunteers,


preparing the corresponding reports to all concerned authorities.
Prepares
documentation to obtain GO_ Added Value Tax (VAT) exemption forms from the
Ministry of Finance for use with authorized local-currency vendors. These are
controlled forms and should be kept in a safe container. The contractor will then
transfer them to the Administrative Assistant who is in charge of disbursement, for
control. Estimate and prepare VAT exemptions in triplicate, making sure proper
amounts are included and deliver them to vendors, respecting rule of exemption
issue only for the equivalent of over $50.00 invoice value. Tax exemption in general
will be audited by local authorities to ascertain their proper use and this Contractor
should be able to answer those audits correctly.
(Or: Documents Added Value Taxes paid through normal vendor invoices, and
maintains a register, to be able to collect VAT from corresponding government
agency, either directly, through due process, or through the US Embassy. Deposit
of VAT returned must be made opportunely into appropriate receipt account and
registered in the accounting system).
C.

Passports and visae.


Obtain courtesy visae for US staff, Volunteers and Trainees, to allow them to remain
in country at least a year, (either directly or through the US Embassy). Is
responsible for, updating passports, visae and ID documents for Volunteers and US
Staff, according to files maintained by incumbent, avoiding any lapse in legal tenure
of the user population. Include information on these documents in the VIDA system
and update immediately. Obtain replacements in cases of loss or theft, by going
through the proper channels and the proper procedures, according to local and US
law.

E.

Messenger/Driver trips to field and PC Volunteer Sites:


Coordinate and monitor PC driver trips to the field, ascertaining priority and
possibility. Consult with AO in difficult or conflicting cases.

G.

Alternate work:
Replace other Administration Assistants who are on leave and assist them in cases
when there might be a very heavy load of work.
H. Incumbent performs other duties as assigned.

Qualifications:
a.
Education:
A college degree in Administration or Accounting is desired. A
combination of completed secondary school, bilingual secretarial certificate or that of an
accounting technician, and an additional three years' related experience is required.

Preferably, some of this education and training should have provided some cross-cultural
US/_____________ experience, i.e. as an exchange High School student.
b.
Prior Work Experience:
Must have had one year of progressively responsible
work with Peace Corps or another US Government agency in similar positions, to have
learned applicable regulations.
c.
Post Entry Training: Organized on-the-job training on applicable PC administrative
systems and local law, regulations and procedures.
d.
Language Proficiency:
Level IV English is required if a non-English speaker.
Level IV major local language is required of an English speaker.
e.
Knowledge: Must have knowledge of Peace Corps Organization and regulations, as
well as applicable USG and GO__ regulations and procedures. Must also know how to
operate A computer with all applications used by PC.
f.
Abilities and Skills: Must be able to understand and relate well to the _____________
and American cultures. Must be able to understand and interpret applicable complex laws
and regulations of the USG and the GO__. Must be able to draft clear and precise tax
exemption application documents in English and _________(LANGUAGE), per detailed
instruction.
Position Elements:
a.
Supervision Received: Incumbent is supervised by the Administrative Officer.
Supervision received is limited. Supervisor provides general outline of work to be
performed and then checks for correction of final product.
b.
Available Guidelines: Peace Corps Integrated Planning and Budget System, GO__
issuance on tax exemption, customs and immigration processes, and Peace Corps
Operational Manual.
c.
Exercise of Judgment: Requires judgment exercise on how better to apply tax
exemption agreements to Mission needs and their satisfaction. Requires judgment exercise
on whether changes on documents not previously discussed are acceptable, etc. Also,
requires ingenuity and diplomacy in navigating through the local bureaucracy.
d.
Authority to Make Commitments: Authority to make commitments is limited to
committing to present documentation required by tax exemption processes.
e.
Nature, Level, and Purpose of Contacts: Has contact with Volunteers, other Peace
Corps Staff from PC/__ and PC/W, and Host Agency officials up to the Vice-Minister level.
Uses contacts to obtain or verify tax related information, obtain certificates, tax exemptions,
visae and passports, resolve minor related issues, obtain clearances for documents, etc.
