IntroductionandOverview
LasVegas,Nevadaisunderconsiderationasapotentiallocationforthedevelopmentofasportsstadium
complextosupportaNationalFootballLeague(NFL)team.Thisstadiumwouldseatapproximately
65,000fans,andbeusedforplayinghomegamesduringtheNFLseason;aswellashostother
professional,collegiate,andamateursports,concerts,andothermajorevents.
MorethanonethirdofLasVegaslocaleconomyisdependentontheregionsleisureandhospitality
industryandits42millionannualpatrons(LVCVA2015).DevelopmentofanewNFLstadiumwouldbean
attractionforlocalsandvisitorsalike.

1.1 Purpose
ThistrafficassessmentwascommissionedbytheNevada
DepartmentofTransportation(NDOT)toprovideahighlevel
overviewofstadiumtrafficeffectsonstatemaintainedroadways
andtounderstandopportunitiesthataddresspotentialtraffic
PURPOSE
demands.Whiletherearesomesimilarities,thisassessmentisnot
atypicaltrafficimpactstudy(TIS)thatassessesprojectrelated
Nontraditionalhighlevel
deficienciestodevelopaspecificlistofmitigationmeasures.A
evaluationoftraffic
moredetailedTISwillneedtobesubmittedbythestadium
effectsandresultant
developmentteamoncethepreferredsitehasbeenselectedanda

siteplandeveloped.Instead,thisreportsummarizesanon
investmentnecessaryto
traditionalhighlevelevaluationoftrafficeffectsand
improvestatemaintained
roadways.
recommendationsforacceleratingtransportationprojectsthat
havealreadybeenplanned/programmedorareintheconceptual
phase.Theoverarchinggoalistodeterminethehighlevelrangeof
statehighwayimprovementneedsinthisregionthatcanbe
acceleratedorinitiatedtosupportanewstadium.Otherpotential
improvementneeds(e.g.,transit,localstreets,pedestrianandbicyclefacilities)areaddressedaswell.

1.2 Background
NDOTmaintainsportionsoftheregionalfreewaysystemandmajor
arterialsintheLasVegasvalley.AlthoughtheLasVegasregionisnot
newtoaddressingtransportationconcernswithhostingmajor
highvolumeevents,thedevelopmentofanewNFLstadiumwill
invariablyaffecttheperformanceandoperationsoftheregional
roadwaynetworkduringspecialevents.
Basedonexperiencesinothercities,itistypicalforastadium
developertoconstructtransportationimprovementsinthe
immediateareasurroundingthestadium,includingaddressingsuch
issuesasaccess,parking,andcirculationinandoutofthestadium
site.NDOTplansforandisinterestedintransportationsolutionsthat
meetregionaldemands.Thistrafficassessmentconsiders
transportationprojectsfromvarioussources,includingtheStatewide
TransportationImprovementProgram(STIP,shortterm),Regional
TransportationPlan(RTP,longterm),theTransportationInvestment

BusinessPlan(TIBP),projectsthatmaybefundedcontingentonthecontinuationofFuelRevenue
IndexinginClarkCounty(FRI2BallotQuestionNo.5,November2016)andothermodesofregional
transportationsuchastransit,highspeedrailandextensionstotheLasVegasMonorail.Itisrecognized
thattheseprojectshavevariousprojectsponsorsanddifferingtimelinesforprojectdevelopmentand
construction,buttheypresentanopportunityforcollaboration.Thetimelineformajorfreeway
improvementscantraditionallystretch5to10yearstocompleteplanning,NationalEnvironmentalPolicy
Act(NEPA),design,rightofwayacquisition,andconstruction.

1.3 PotentialStadiumSitesandAffectedRoadways
Sevencandidatestadiumsiteswereinitiallyunderconsiderationbythestadiumdeveloperandusedas
thestartingpointforthisanalysis.ThosesevensitesillustratedinFigure11arelistedbelow:

Whiletheyarealllocatedwithinthemetropolitancore,eachsitewasfoundtohavedifferent
opportunitiesandissuesrelatedtotransportationandotherfactors.AsofSeptember2016,theBaliHai
GolfCourseandRussellRoadsiteshavebeenidentifiedbytheDeveloperasthepreferredoptions,with
theRussellRoadsiteasthepreferredchoice.Theanalysisprovidedherefocusesonbothofthesetwo
sitessinceaformalsiteselectionhasnotbeenannounced.
Figure11alsoillustrates(darkbluelines)thoseroadwaysunderNDOTsjurisdictionthatwere
consideredtobethecorridorsthataremostlikelybeaffectedbyeitherofthetwostadiumlocations.
Thesecorridorsaretheprimaryfocusofthisanalysis.Thelightbluelinesshowthebroadernetworkof
statemaintainedroadwaysinthestudyarea.
Notethatthefreewayanalysiswasfocusedonthemainlinelanesonly.Expresslanes,HighOccupancy
Vehicle(HOV),andCollectorDistributor(CD)roadsareimportantpartsofthefreewaysystem,but
analysisatthatlevelofdetailismoreappropriateforfuture,moredetailedstudies.

2.1 TripGenerationandModeChoice
Thefirststepisestimatingthenumberoftripsthatwillbegeneratedbyastadiumwith
anassumedcapacityof65,0001seatswastoconsiderthevariousmodalchoices,orthe
meansofgettingtothestadium.Forthisstep,trip
generationassumptions(thenumberofnewtrips)
werebasedonstatisticsfromotherNFLstadiumsin
similarurbanenvironments,pairedwiththe
Gamedaysand
uniquenessofLasVegasvalleyandlocalknowledge
othermajorevents
ofthecandidatesiteslocationswithintheregional

transportationchoice,combinedwithnumberofpersonspermode,equatestoatotal
numberofvehiclestravelingtoandfromthestadium.Anotherimportantconsiderationintripgeneration
isthehighpercentageofeventattendees(estimatedat40to50percent)thatareassumedtobevisitors,
primarilystayingintheResortCorridor.Visitorsaremorelikelytotaketransitorothernon
automobilemodes.

165,000seatswasusedfortheanalysis.Amodestincrease(to70,000seats)wouldnothaveamaterialeffectontheresultsandconclusions.

Whileconsideringthe7potentialstadiumsites,itwasestimatedthatgamedaysandothermajorevents
couldadd15,000to18,000additionalvehiclestotheroadwaysystem.Thenumberofnewvehicletrips
generatedfortheBaliHaiandtheRussellRoadsitesisapproximately16,000trips.Detaileddataare
providedinAppendixA.Theestimatesofanticipatednewvehicletripsreflectavailabilityofmodechoices.
Theseestimatesoftripsdonotaccountforancillarytripssuchasdeliveries,freight,etc.Thosetripsare
relativelyminorcomparedtotheanticipatedspecialeventtrips.

2.2 TrafficAssignment
2.2.1

BaselineScenarios

Thetrafficassignmentstephadmultipleelements.Beforeconsideringtheeffectsofnewstadiumtraffic,
itwasfirstimportanttounderstandtheexpectedperformanceofthestreetnetworkwithoutthestadium
inplace.Thisbaselinescenario(withoutthestadium)wasstudiedusingthreecomparativeyears:

ExistingConditions(Year2015):establishesthecurrentleveloftrafficandmobilityconditionsinthe
studyarea,usingexisting(available)trafficcounts.

Baseline(Year2019):representsthetrafficconditionsexpectedin2019,whichistheanticipated
openingyearofthestadiumandincludesplannedimprovementsanticipatedtobecompletebythen.

Baseline(Year2035):representsthetrafficconditionsexpectedin2035withoutthestadium,
accountingforallplannedimprovements;thistimeperiodevaluatesthelongtermeffectsof
stadiumrelatedtrafficontheroadwaynetwork.

TheRTCofSouthernNevadastraveldemand
model(RTC,2016)wasusedtodeterminethe
baselinescenarioforyears2019and2035,which
includesallplannedimprovementsintheregion
thatareexpectedtobecompleteinthose
timeframes,andusesthatfuturestreetnetwork
toforecasttransportationconditions.Asthe
regionaltraveldemandmodeliscomprisedofall
plannedlandusesandimprovementsincludedin
theRegionalTransportationPlan(RTP),itis
thereforeconsistentandreflectsallofthe
approvedtransportationplansofNDOT,RTCof
SouthernNevada,ClarkCounty,andthecitiesof
LasVegas,NorthLasVegas,andHenderson.

2.2.2

TheRTCtraveldemandmodelincludesthe
regionsroadwayandtransitnetworks,pairedwith
populationandemploymentdatatocalculatethe
expecteddemandfortransportationfacilities.
Withinthemodel,mathematicalequationsare
usedtorepresenteachpersonstripdecision
makingprocess:whereandwhenaretheygoing,
howwilltheygetthere,whyaretheytraveling,
andwhatmode/routewilltheytaketomakethe
trip?Themodelresultsfortheseindividualchoices
arecombinedtounderstandtheimpactand
averagetraveltimesthatallthesevehicleshaveon
theroadwaysystem.

TypicalDays

Theanalysisforthebaselinescenariowasconductedforaweekdayeveninggameorconcerteventanda
SundayafternoonNFLgame.

WeekdayPM:istheworstcasescenario.Alateafternoontrafficpatternwouldincludenormal
afternoonpeakcommutertrafficcombinedwiththeaddedstadiumrelatedtrips.

SundayPM:reflectsSundaygamedaytraffic,compoundedwithtouristsleavingtownfroma
weekendvisittoLasVegas.ThistrafficisgenerallyconcentratedintheResortCorridor/I15
Southarea.

Atypicalcommunityexperiencestwopeaktrafficperiodseachweekday:2to3hoursinthemorning
andanother2to3hoursintheafternoon.Thesetypicalrushhourperiodsdonotequatetothe
normaltrafficconditionsinLasVegas.WhilemanyjobsoperateMondaythroughFridayduringthe
day,thepreferredstadiumsitesarewithintheResortCorridorarea,whichattractsvisitorsand
conventionrelatedbusinesstravelers.Thesevisitorstravelallweeklongandatalltimesoftheday,
andaresupportedbythreelocalworkdayshifts(day,evening,night)atthehotels,casinos,and
relatedestablishments.Whilethesepeaksarelessdefinedthaninothercities,thetypicalday
scenariosusedinthisanalysisisrepresentativeofexpectedfutureconditionsandneeds.

2.2.3

StudySegments

Thestatemaintainedcorridorsunderreviewinthisanalysisincludedthreefreewaycorridors(I15,
I515/US95,andI215/AirportConnector)andsegmentsofthreearterials(FlamingoRoad,Tropicana
Avenue,andRussellRoad).
Eachroadwaycorridorwassplitintoaseriesofsegmentstoisolatetrafficeffects,resultingin35total
segments.ThesecorridorsegmentsareillustratedinFigure22.

Basedonthetypeoffacility(freeway,interchange,freewaymainline,majorarterial)andlevelofV/C

Thetrafficassessmentbuildsuponthealreadyplannedtransportationimprovementsintheregion,in
additiontoprojectsthatareinconceptorideastagethathavenotyetbeenfullydevelopedor
documentedinanyofficialstudy.Thenextstepintheprocesswastodeterminethelevelofimprovement
neededonthestatemaintainedroadwaysandotherfacilities(localstreet,transit,nonmotorized)to
addresstheadditionofeventtrafficprojecttypes,schedule,andplanninglevelcosts.Akey
considerationwasthepotentialtoleverageotherprojectsinthepipelinethatwouldbebeneficialtobe
acceleratedorenhancedtoaddressstadiumtrafficneeds,asthestadiumnecessitatesaccelerationof
certainprojectsthatcouldpotentiallyprovidereliefandcanbeimplementedinareasonabletimeframe
aheadorshortlyafterthestadiumsopeningin2019.Theimprovementneedsdescribedinthissection
addressareaswheretheadditionofstadiumtrafficwillnegativelyaffecttrafficconditions.

3.1 LeveragingPlannedandProgrammedProjects
Thisstepintheprocessivnentoriedtheplannedandprogrammed
projectsthatareunderactivestudyandprojectdevelopmentin
theLasVegasvalley.AppendixCisadetailedlisting,andFigure31
andFigure32aregraphicalviewsoftheprojectsinthevicinityof
thetwohighprioritystadiumsites.
Theseprojectsareatvaryinglevelsoftheprojectdevelopment
stage(planning,NEPA,design,construction)andaredependenton
fundingandimplementationbydifferententities(e.g.,NDOT,RTC,
ClarkCounty).Togethertheyrepresenttherangeofanticipated
multimodaltransportationimprovementsthataremostlikelytobe
completedovernext20years:

box,willgeneratesubstantialfundingtocompletehundredsofprojectsinSouthernNevada.

RTCcompletedtheTransportationInvestmentBusinessPlan(TIBP)inDecember2015,whichisa

Inrecentyears,NDOThasdeliveredmultiplemajor
transportationprojectstomeetSouthernNevadas
regionalmobilitydemands.NDOTiscurrentlyconstructing
theStateslargestinfrastructureprojectonI15(ProjectNEON)intheurbancoreofLasVegas.Projects
liketheI15ExpressLanes(BlueDiamondRoadtoSaharaAvenue)andI15SouthDesignBuild(Silverado
RanchBoulevardtoTropicanaAvenue)aretwootherexamplesofprojectsthathavebeeninstrumentalin
helpingtoreducecongestion,improvesafety,andeaseaccesstotheLasVegasResortCorridorfor
visitorsandresidents.
Planningprojectswillultimatelyleadtomoreconstruction,andNDOTrecentlycompletedandisactively
engagedinseveralmajorplanningefforts.TheseprojectsincludetheI15UrbanResortCorridorStudy,
theSouthernNevadaHOVMasterPlanUpdate,andtheI15/TropicanaAvenueInterchangeModifications
FeasibilityStudy.CoveringthewholeregionistherecentlyinitiatedSouthernNevadaFreewayTraffic
StudybyNDOT.Thegoalofthatstudyistoevaluatetheneedsoftheregionsfreewaysystem,develop
improvementstrategiestomeetshorttermandlongtermtransportationneeds,andmaximizebenefits
ofNDOTsinvestments.
NDOTfrequentlyworkscloselyandpartnerswithlocalagenciestoimplementprojects,includinguseof
localfundingsourceswhereapplicable.Inthecaseofthe2012I15SouthDesignBuildproject,the
projectinvolvedcollaborationbetweenNDOT,theLasVegasConventionandVisitorsAuthority(LVCVA),
ClarkCountyandtheRTC.TheprojectwasprimarilyfundedbybondsissuedbytheLVCVA,agreedto
duringthe2007LegislaturetocommitfundstotransportationprojectsintheResortCorridor.Clark
CountyprovidedfundingforSunsetRoadfromLasVegasBoulevardtoValleyViewBoulevard,includinga
bridgeoverI15.Throughouttheprojects30monthconstructionschedule,theRTCprovidedcrucial
trafficcontrolcoordinationviatheFreewayArterialSystemofTransportationsystem.
Completedin2012,theI15SouthDesignBuildprojectincludedwideningofI15,additionofCD
roads,adirectconnectramptoBlueDiamondRoad,fiveredesignedinterchanges,26newbridge
structures,36retainingwalls,1.5milesofsoundwalls,10milesofdrainageimprovements,andahost
ofintelligenttransportationsystem(ITS)improvements.

4.2LeveragingOtherImprovements
Improvingtheregionaltransportationnetwork,bothforstadiumtrafficandfuturegrowth,willrequire
substantialinvestmentintheregionaltransportationnetwork.Whiletheanalysisinthisreportisavery
highlevelassessmentandpreliminaryinnature,itwasbasedondetailedtrafficdata(fromNDOT
databasesandtheRTCRegionalModel),andleveragedsubstantialknowledgeofthelocalroadway
conditionsandregionalongoingregionalplanningprioritiesandplanned/programmedimprovements.
Whilemanyprojectsarealreadyinthepipeline,theremaybeaneedandopportunitytoaccelerate
neededprojectsonthestatehighwaysystem.However,therecommendationhereistoleverageongoing
projectsthatarealreadyintheplanningstages.
Thereismorethan$1.2billioninplanned/programmedimprovementsintheaffectedstudyareaofthe
twopotentialstadiumsites:nearly$25millionintheSTIP,$845millionintheRTP,and$370million
proposedunderFRI2(TIBPandotherpotentialprojectsarenotincludedinthisestimate).
Themainthrustofthissectionistoprovideasetof
recommendationsforimprovementprojectsthatwillneed
tobeacceleratedtobedeliveredbeforeorshortlyafterthe
stadiums2019openingyear.2
Withouttheseimprovements,itwillnotbepossibleto
maintainthebaseline(i.e.,thesameoperationsaswithout
thestadiumonatypicalday).Ofcourse,thestadiumwillnot
operateeveryday,butifthereisaregularcalendarofsports,
concerts,andotherevents,thetransportationinvestment
willbeessentialtomeetthetraveldemandandoverall
visitorexperience.

Traditionally,NDOTplans
andbuildsstatehighways
tomeettypicaldemand
onanaverageweekday,
notspecialevents.
Projectsrecommendedto
beacceleratedshould
serveabroadersetof
regionalneeds.

Todeterminetheprioritiesfornextsteps,the
planned/programmedandconceptualtransportation
projectsidentifiedinSection3.1werereviewedinlightof
thetrafficeffectsassessedinSection2.Then,assessmentsoftherelativeimportanceofeachproject
wereconductedusingfactorssuchasthetypeoftransportationfacility,proximitytothesite,baseline
V/Cratio,increasedtrafficduetothestadium,andmagnitudeofpotentialimprovement.

4.3RecommendationsforAdvancingProjects
Asetofrecommendationswasdevelopedthatwillserveasimmediateactions.Theseprojectsare
expectedtoprovidesignificantmobilityandaccessbenefitstosupportthedevelopmentofastadiumsite
oneitherofthetwopreferredsites(RussellRoadorBaliHai).
ThespecificrecommendationsforadvancingprojectsaresummarizedinFigure41anddescribed
thereafter.

stadiumsites.Thetripgenerationestimatesdevelopedforthisstudywerebasedonexpectationof
multimodal(transit/shuttle,bicycle,pedestrian,etc.)use,sothereisaclearneedfortransportation
improvementstosupportthesemodes.Whilethesemultimodalprojectswillnotprovideasmuch
additionalhighwaycapacityasfreewayimprovements,theyareanimportantpartofthesystemic
solution.Thespecificmultimodalimprovementsinclude:

Monorailextension(MGMtoMandalayBay)(byLasVegasMonorailCompany)

Pedestrianbridges(acrossFrankSinatraDrive/I15/DeanMartin,andMandalayBayMonorail
StationtoI15pedestrianbridge).ThesepedestrianbridgesareonlyforRussellRoadsite.They
willbedevelopedfunded,withNDOTassistancewithFederalreviewsandapprovals.

RTCwillevaluatetheneedforadditionaltransitsolutionsand/ortransitservicechangesonce
moredetailsonthepreferredsiteandaccessconditionsareknown.

Onceapreferredstadiumsitehasbeenchosenandasiteplanhasbeendeveloped,severaladditional
stepswillbenecessarybyothersaspartofthestadiumdevelopmentprocess.Theseinclude:
1. TrafficImpactAnalysisincludinganassessmentofnonNDOTtransportationfacilitiesand
improvementneeds(suchaspedestrianfacilitiesandtransitserviceexpansionorenhancement).
2. ParkingNeedsAnalysisasdeterminedbythedeveloper,alongwithaplanidentifyingpedestrian
andvehicularaccess(includingbusandshuttleservices)particularlyifadditionaloffsiteparkingis
needed.
3. ComprehensiveTrafficManagementPlanforeventdaymanagementofaccess/routingpreceding
andfollowingtheevent
Oncethesestepsarecompleted,NDOTandthelocaljurisdictions(inthecaseofthetwopreferredsites,
ClarkCounty,RTCofSouthernNevada,andRTCFAST)willreview,commentandincollaborationwiththe
