REQUEST FOR PROPOSAL (RFP)

for
DESIGN REVIEW / OPTIMIZATION OF CONSTRUCTION OF 16 MW NALTER-III
HYDAL POWER PROJECT, GILGIT BALTISTAN
The Assignment
The Water & Power department (WPD) Gilgit Baltistan, Government of Pakistan (GOP) has planned the
construction of five hydropower projects on Nalter River to meet power shortage and improve the quality and
reliability of power supply system in Gilgit Baltistan. Construction of 16 MW Nalter-III Hydropower Project
has been entrusted to M/s Heavy Mechanical Complex (HMC) on Turnkey Basis after completion of
competitive bidding process. The preliminary study of the project was first carried out by GTZ Germany and
HEPO-WAPDA in year 2001. In April 2007 Joint Venture of M/s Electra Consultants & EASEPAK produced
feasibility report for Nalter-III Hydropower.

Brief Scope of Work

The scope of services broadly consists of the review of previous studies & preliminary design report provided
by HMC (the EPC Contractor) to optimize the layout of the project and plant configuration and make the
design economical without compromising Engineering & Technical requirements of the project.
Review of existing data provided by the HMC on the basis of which the preliminary design has been submitted
and point out if there are any gaps which need to be considered for efficient design to fulfill the project
requirements laid out by the client.
Procurement of any additional data required for the efficient design of the project will be indicated by the
consultant in the proposal with estimated cost. HMC will evaluate the proposal in this regard and may
incorporate the requirements with cost in the contract as optional requirement.
Optimize the Preliminary Design submitted by HMC which will include opting the components of the project
like Intake/diversion weir, Sand Trap, Head race channel, Forebay, Penstock, Power house & turbines, Tail
Race, Approach road & Bridge

List of Documents to be submitted for RFP

Single stage two (02) envelope bidding procedure will be adopted. One envelope shall contain Post
Qualification and Technical information of Proposal as per RFP and clearly marked as Technical Proposal and
the second envelope shall contain the Price Proposal and clearly marked as Price Proposal. The envelope of
Technical Proposal must be accompanied by 2% Bid security in the favour of Heavy Mechanical Complex
(Pvt.) Limited (HMC), Hattar Road, Taxila, District Rawalpindi.

RFP Documents
The RFP documents including PDR, Employers Requirement etc. may be obtained from the undersigned upon
payment of Rs. 3,000/- in the form of pay order in favor of Heavy Mechanical Complex, Taxila. RFP
Documents must be delivered by the consulting firm to the following address not later than 11:00 am on 8th
October, 2016
