Subject REVISION OF BASIC PAY SCALES & ALLOWANCES OF CIVIL SERVANTS OF THE PUNJAB GOVERNMENT (2016) lam directed to state that the Governor of the Punjab has been pleased to sanction Revision of Basic Pay Scales & Allowances with effect from 1" July, 2016 for the Civil Servants of the Punjab Government as detailed in the succeeding paragraphs: PART-1 (PAY) 2 Revision of Basic Pay Scales: The Basic Pay Scales — 2016 shall replace the Basic Pay Scales — 2015 with effect from 01.07.2016 as contained in the Annexure to this Notification. 3. Fixation of Pay of the Existing Employees: i) The basic pay of an employee who was in service on 30.08.2016 shall be fixed in the Basic Pay Scales - 2016 on point to point basis, i.e., at the stage corresponding to that occupied by him/her above the minimum of Basic Pay Scales - 2015, ii) In case of Personal Pay being drawn by an employee as part of his/her basic pay beyond the maximum of his/her pay scale on 30.06.2016, he/she shall continue to draw such pay in the Basic Pay Scales - 2016 at the revised rates. 4 Fixation of Pay on Promotion: In cases of promotion from a lower to higher posts/scale before introduction of these scales, the pay of the employees concerned in the revised pay scale may be fixed and so enhanced that it would not be less than the pay that would have been admissible to him if his promotion to the higher post/scale had taken place after the introduction of these scales. conditions, on 1* of December each year. Option: i) All the existing Civil Servants (BS-1 to 22) of the Punjab Government shall, within 30 days from the date of issue of this notification, exercise an option in writing and communicate it to the Accountant General Punjab/District Accounts Office/DDO concerned, as the case may be, either to continue to draw salary in the Basic Pay Scales- 2016 or in the Basic Pay Scales - 2016 as specified in this Notification. Option once exercised shall be considered final. ii) 13, modified to the extent indicated above. CENOMhena SUBJECT: GRANT OF INCREASE IN PENSION TO CIVIL PENSIONERS OF PUNJAB GOVERNMENT, | am directed to state that the Governor of the Punjab has been pleased to grant increase in pension @ 10% of net pension with effect from 01* July, 2016 until further order to all civil pensioners of Government of the Punjab. 2 However, all Civil Pensioners of Government of the Punjab who are 85 years old or more, shall be allowed 25% instead of 10% increase in their net pension w.e-f. 01.07.2016. 3 The 10% increase in pension, as allowed vide Para 1 of this department's circular letter No.FD.SR.III-4-320/2013 dated 22.07.2013 and 10% increase in pension as allowed vide para 1 of this department's circular letter No.FD.SR. III-4-302/2014 dated 18.07.2014 shall be discontinued for those who would retire on or after 01.07.2016. 4 However, 15% increase in pension as allowed vide para 2 of this department's circular letter No.FD.SR.III-4-108/2010(A) dated 15.07.2014, 15% increase in pension as allowed vide para 12(i) of this department's circular letter No.FD.PC-2-1/2011 dated 11.07.2011 and 7.5% increase in pension as allowed vide para 1 of this department's circular letter No.FD.SR.III- 4-259/2015(A) dated 23.07.2015 shall be admissible to the new pensioners who would retire on or after 01.07.2016. 5 The 10% increase in pension as mentioned vide para 1 above will also be admissible to the pension who would retire on or after 01.07.2016. 6. For the purpose of admissibility of increase in pension sanctioned in this circular letter, the term “Net Pension” means “pension being drawn” minus "Medical Allowance’. 7 The increase will also be admissible on family pension granted under the Punjab Civil Services Pension Rules, Pension-cum-Gratuity Scheme 1954, Liberalized Pension Rules, 1977, on pension sanctioned under the Central Civil Service (Extra Ordinary Pension) Rules as well as on the Compassionate Allowance, if being drawn by any pensioner. 8 If the gross pension sanctioned by the Government of the Punjab is shared with any government in accordance with the rules laid down in part-IV of Appendix-3 under Article 29 of the Account Code, Volume-l, the amount of the increase in pension will be apportioned between the Government of Punjab and the other government concerned on proportionate basis. 9 The increase in pension sanctioned in this circular letter will not be admissible on ‘Special Additional Pension allowed in lieu of pre-retirement Orderly Allowance, 10. The benefit of increase in pension sanctioned in this circular letter will also be admissible to those civil pensioners of the Punjab Government who are residing abroad (other than those residing in India and Bangladesh) who retired on or after 15.08.1947 and are not entitled to, or are not in receipt of pension increase under the British Government's Pension (Increase) Acts.
