Implementation of health cards in all e-government systems in Macedonia

Abstract

In the most recent years we have seen development of governmental institutions for the creation
of web applications which shall advocate and make easier the work in institutions towards the
citizen, however there is still a great lack of development in this field which is very important for
the citizens.
One of the institutions that have made progress in the field of e-governance in Macedonia is
Health Insurance Fund of Macedonia which gives to citizens card for health insurance.
On this paper we shall strive to bring forth an analysis about implementation of health card in
all e-government systems in Macedonia with which we can pay, can get new birth certificate etc.

I.

Introduction

In todays world each activity is conducted through technological equipments as well as through
the internet; it is very crucial for a country to be transparent for its citizens and for each service
to be able to be conducted online, through the internet.1
Aiming towards transparent governance, engaging citizens and citizen-government cooperation,
the Macedonian government should have national development strategies of governance.
Constantly both are initiatives of e-government to provide as many services (service) by the
people, and create a synergy potential between new technologies, educated people and an
enabling environment for achieving economies based knowledge.2
Health card system is having an important role in our country's health system, now we have the
informations to improve health and health care, and in planning and financing of the health care.
The goal of this paper is to make an idea how to transform one great system which it has been
used successfully in institutions who are dealing with health to all e-government institutions of
our country. We will try to give brief overview of how to use and implement this information that

we have in database of Health Insurance Fund of Macedonia to use in all e-government systems
in Macedonia especially to the institutions for birth, death and marriage certificate.
II.

Healthcare Information System and Electronic Health Card System

Healthcare Information System linking hospitals, clinics, physician offices, pharmacies and
other units from different cities of Macedonia.
Macedonian Electronic Health Card (EHC) was designed as a microprocessor card that will
store data and also enable access to servers. Data can only be accessed if doctors or dentists
provide proof of their identity with their professional EHC and the patient consents by
entering a PIN.3
This system it has two types of cards, one is professional card and the other is patients card,
professional card it has some privilege in system and it has additional roles in CMS of the
system.

III.

Building of Web Application for Online Certificate

In the most recent years we have seen development of governmental institutions for the creation
of web applications which shall advocate and make easier the work in institutions towards the
citizen. The developed web application shall enable the citizens of the Republic of Macedonia to
get their birth certificate, their marriage certificate and their deaths certificate online with
submitting an online form.
Our idea is for not spending money for new card that will help us for submitting the online form,
we will use our health card, because we know that about 1 500 000 citizens have health card it
will be very easy to implement our system with this cards.
From the database of the Health Insurance Fund we need just the Id, Name, Surname, Address,
and the pin code of the citizens, for getting their birth, death or marriage certificate or for their
family members they will have to know their id, and their pin code and easily can get new
certificate online in their computer.
The reason for developing such an application is that that in Republic of Macedonia does not
have service which shall enable the citizens of Republic of Macedonia to get online certificate.
The web application which we have developed has two interfaces, one is for all the citizens and
the later one is for the administrators of the web applications.
When the citizens would enter the web application they have to write their name and their pin
code or password and after that they could get online certificate.
IV.

Conclusion

Despite that since the year 2000 more precisely 2001 to year 2015 a lot of work has been done in
order to advance e-governance in Macedonia, there is still a lot of place for improvement in
comparison to other countries in the Balkans and in Europe.4
This paper tries to demonstrate an analysis of Healthcare System in Macedonia and Health cards
for this system, and also in this paper we strived to conduct our idea to implement health cards in
our new system for getting online birth, death and marriage certificates.
