AN ORDINANCE GRANTING RENEWAL OF FRANCHISE OF ALEOSAN
TRANSPORT TERMINAL TO OPERATE ITS PUBLIC UTILITY
VEIDCLE

WHEREAS, by virtue of Regulation Ordinance No. 2005-214, Aleosan Transport Terminal
was granted a franchise to operate a public utility termina1 at Brgy. Ribao-an Norte, Mandurriao,
Iloilo City for ten (10) years;
WHEREAS, the Operations Manager of Aleosan Transport Terminal, Mr. Arnold J. Bilbao,

sent a letter to the undersigned Chairman to signify its intention


considering the same is set to expire on January 11, 2016;

extend the said franchise

WHEREAS, public hoerings with transport sootor togother with the representative of

Aleosan Transport Terminal was conducted as regards to the said application and no opposition
was tendered by those present during the said hearing;

WHEREAS, the Chainnan-Committee on Transportation came up with a report


recommending approval of the proposal for being beneficial to the general public, the City of Iloilo

as well as to the tramport group plying the aforementioned routeo;


NOW, THEREFORE, let an Ordinance be passed granting new , franchise of Aleosan
Transport Terminal to operate its Public Utility Vehicle Terminal at Brgy. Ribao-an Norte,
Mandurriao, Iloilo City for twenty (20) years;
Section I. - This Ordinanoo shall be known as An Ordinanoo Granting New Franchise of
Aleosan Transport Tenninal;
Section 2. ~ Aleosan Transport Terminal is hereby authorized to impose and collect the
following terminal fee for the use of the terminal from the operators/drivers of the passenger
vehicles including hut not limited to vans, cabs, and jeepneys plying the above mentioned routes
and using the facilities of the terminal; UNLESS both parties agrees to readjust the amount of their
terminal fees and/or other fees and submit the same to the Sangguniang Panlungsod for approval:
a. P20.00 for PUJ with a maximum passenger capacity of twenty five (25)
passengers;.
b. P30.00 for PUJ with a capacity of twenty six (26) to thirty (30) passengers;
c. P20.00 forPUVans with a maximum capacity of fourteen (14) passengers;
d. P40.00 for buses
Thereafter, no increase of the terminal fees shall be imposed or collected without the
approval of the Sangguniang Panlungsod upon consuliation with the Federation oflloilo Driver's
Association.
The fees mentioned above shall be imposed on and collected from the vehicles concerned
upon every departure from the terminal.
Section 3. - The terminal established by virtue hereof shall be subjected to inspection by
officers of the concerned departments of the City Govermnent within office hours to see the City
Ordinance particularly those involving sanitation and health are properly observed;
Section 4. - This franchise shall be for a period of twt>nty (20) years from the date of its
approval, by the Sanggunian Panlungsod and Mayor;
Section 5. - The Operator and Manager of the subject transport terminal is hereby allowed
to operate and maintain the tenninal within an area of more or less 2,000 square meters subject to
the reservation of an adjacent land area of no less than 1,000 square meters, which was required
under the original franchise, for the purpose of expansion should public convenience require the
same;
Section 6. - The Operator and Manager shall also ensure the maintenance of clean and
sanitary comfort room facilities free of charge to the commuting public shall likewise assist in the

implementation of local ordinances on anti-smoking and anti-littering;


Section 7. - That Aleosan Transport Terminal, within five years after the franchise has
taken effect, shall strictly and promptly comply with the standards of operating a public utility
vehicle terminal as required by national law and the ordinances of the City of Iloilo, as well as the
Memorandum Circulars and Orders from Government Agencies such as the l'.iO!C, LTF!Ul and
the LTO;
Section 8. - That the City Government of Iloilo City reserves the right to revoke this
franchise, after due process, should Aleosan Transport Terminal violates the terms of this franchise;

Section 9. ~ The grantee of this franchise shall cause thi Ordinance to be published once in
a newspaper of general circulation in the City of Iloilo and this ordinance shall take effect
immediately after publication.
ENACTED, March 8, 2016.
