Standardisation Sub Committee on the authority of the Standardisation Committee, Ministry of
Defence.

1.

SCOPE

1.1
This specification lays down the requirements of materials, construction, finish,
performance, marking, packing and is intended to guide inspection and procurement of
Extinguisher, Fire, Twin, 6.5 kg, Carbon Dioxide, Portable, Trolley Mounted, Mk-II against
Defence requirements only.
1.2

The equipment shall consist of the following: (a)

A mild steel mobile chassis of welded construction.

(b) Two numbers of charged Carbon dioxide cylinder 6.5 kg capacity with valves
and piercing sealing disc for discharging the Carbon dioxide gas.
(c) One number of Extinguisher, Fire, dry powder, 2 kg conforming to Specification
No. IND/ CQAFE/ PROV/ 0182-2003
(c) Manifold, which connects the valves of Carbon dioxide gas cylinders and has a
common outlet connection to receive the hose.
(e) A 9 metre long high-pressure hose with one end connected to the manifold and
the other end to T-connection of grip valve.
(d)

The grip valve, which controls the discharge of Carbon dioxide gas on fire.

(e) The applicator tube, which is connected to the outlet side of the grip valve. The
applicator comprises of three tubes, two of them of telescopic type.
(f) The applicator comprises/ shall comprise of three tubes, one of them being
telescopic type.
(j)

The deflector to the plate, which deflects the Carbon dioxide gas on seat of fire.

The equipment is outlined in Drg. No. FESK-0069 (obtainable from the Controller,
Controllerate of Quality Assurance (Fire Fighting Equipments), Aundh Camp, Pune-411 027 and
is used to extinguish Class B', C' and electrical fires.
1.3.1
Charged Carbon dioxide cylinders are used at aerodromes, all types of aircrafts and
big electrical installations.
1.3.2
Dry powder extinguisher is used for combating fires on small electrical installations
and vehicles.

STANDARD PATTERN

3.1
The standard pattern if held by the purchaser or Quality Assurance Authority, may be
obtained and shall constitute a general guide only. The store shall conform to this specification
otherwise.
4.

TERMINOLOGY

4.1

Extinguisher, Fire, Carbon Dioxide

4.1.1

A hand operated device designed to discharge Carbon dioxide gas upon a fire.

5.

MATERIALS

5.1
The material used for valve, grip valve, manifold, nozzle adopters, deflector plate,
discharge horn, washers, hose etc. shall conform to clause 3 of IS 8149.
5.2

Material for applicator tube shall conform to IS 738.

5.3

Material for chassis shall be steel to IS 2062

5.4
Material for components of puncturing device shall conform to Drg. No. FESK-0068
obtainable from the Controller, Controllerate of Quality Assurance (Fire Fighting Equipments),
Aundh camp, Pune - 411 027.
5.5
Material for components of dry powder extinguisher shall conform to Specification No.
IND/ CQAFE/ PROV/ 0182-2003
6.

MANUFACTURE/CONSTRUCTION

6.1
Trolley: This shall be a mild steel mobile chassis of welded construction and shall
conform to Cause 4.5 of IS 8149 alongwith the following additions: (a)

The steel section shall conform to IS 2062.

(b)

Felt/ neoprene rubber or other durable cushioning material shall be stuck at


places where CO2 cylinders, dry powder extinguishers are clamped on the
trolley.

6.2
Charged CO2 Cylinders: There shall be 2 numbers of charged CO2 cylinders, each
of capacity 6.5 kg with valves and piercing sealing disc for discharging the Carbon dioxide gas
and shall conform to the relevant text in clause 4.1 of IS 8149 alongwith the following additions:
(a)

Syphon tube shall conform to IS 2878.

(b)

Carbon dioxide (CO2) gas shall conform to IS 307.

(c)

Carbon dioxide (CO2) cylinders shall essentially be approved by the Chief


Controller of Explosives, Government of India, Nagpur

6.3
Valve and Puncturing Device: These shall conform to clause 4.3 of IS 8149
alongwith the following additions :(a) The design of the valve shall be approved by the Chief Controller of Explosives,
Government of India, Nagpur.
(b) The puncturing device shall conform to Drg. No. FESK-0068 obtainable from the
Controller, Controllerate of Quality Assurance (Fire Fighting Equipments), Aundh
Camp, Pune- 411 027.
(c) Safety release nuts shall be painted red.
6.4
Manifold: The manifold connects the valves of Carbon dioxide gas cylinders and
has got a common outlet connection to receive the hose. This shall conform to clause 4.4 of IS
8149. However, dimension of union nuts shall be 30 mm across flats and manifold shall be
subjected to hydrostatic test pressure of 32 MPa without leakage, distortion or failure.
6.5
Water Manifold Discharge: This shall be suitable for fitting between the manifold
and the cylinder head fitting. It shall be flat, smooth and uniform thickness with no sharp edges
or burrs to provide a gas tight joint.
6.6
Adaptor (Manifold to Hose): One end shall be with hexagon form to the same size
across flats as the manifold union nuts, with end recessed to take sealing washer. The other end
shall be screwed externally threaded to suit the union ends of hose.
6.7
Washer, Adaptors: This shall be suitable for fitting between manifold and hose
adaptor. It shall be flat, smooth and of uniform thickness with no sharp edge or burrs to provide
gastight joint.
6.8
Hose: This shall be a high pressure hose with one end connected to the manifold and
the other end to T-connection of grip valve. The hose shall be high pressure type with 10 mm
nominal bore and 9 m length. It should withstand hydraulic pressure of 27 MPa for 5 minutes
6.9
Telescopic Applicator Tube and Grip Valve: The applicator tube shall be
connected to the outlet side of the grip valve. The applicator comprises/ shall comprise of three
tubes, one of them being telescopic type. The grip valve controls the discharge of the Carbon
dioxide gas on fire. These components shall conform to clause 4.2 of IS 8149 alongwith the
following additions/modifications:(a) The applicator tube assembly including tubes, elbow and nozzle shall be designed
to withstand the test pressure of 10.5 MPa.
(b) The deflector plate that deflects the Carbon dioxide gas on seat of fire, shall have
130 mm outside diameter and 1.5 mm thickness.

(c) The operating lever of grip valve shall be on the outlet side and its free end shall
be bent, away from the tube axis for better grips and reliable operation.
(d) The grip valve shall show no sign of leakage when subjected to hydrostatic
pressure of 32 MPa for a period of 5 minutes.
6.10
Nozzle: The nozzle to discharge the Carbon dioxide gas on to the seat of fire shall
conform to clause 4.6 of IS 8149.
6.1
Discharge Horn: The discharge horn to discharge the Carbon dioxide gas on to the
seat of fire shall conform to the following: (a)

It shall be fitted with a bush at the inlet and screwed fine thread to fit the outlet
on the deflector plate on the upper end of the applicator tube.

(b)

The material shall have low thermal conductivity.

(c)

The threads of bush shall be fine and after fitment of horn, the locking of the
horn shall be ensured by provision of grub screws.

6.12
Safety Pin Assembly and Chain for Applicator: It shall consist of mild steel split pin,
5 cm long by 5 mm dia., 62 mm external diameter ring shall be passed through the eye of the
split pin and through the end link in a suitable length of chain. The ends of the wire forming the
ring shall be welded together to form a solid link. The other end of the chain shall have a fixing
ring secured to the trolley chassis. The assembly shall be suitably treated against erosion.
6.13

Extinguisher, Fire, Dry Powder, 2 kg

6.13.1
Extinguisher, Fire, Dry Powder, 2 kg shall conform to Specification No. IND/ CQAFE/
PROV/ 0182-200.
6.13.2
The chemical for charge, dry powder extinguisher, 2 kg, shall conform to Specification
No. IND/ CQAFE/ PROV/ 0174- 2002.
6.13.3
The CO2 gas cartridge 60 g for charge, dry powder extinguisher, 2 kg, shall conform to
Specification No. IND/ CQAFE/ PROV/ 0173- 2002 with Amendment No. 1
6.14

Operation

6.14.1
The Carbon dioxide cylinders are operated singly by piercing the sealing disc with the
help of piercing device, while the unit rests on the skid or the front rest. For this purpose, after
unwinding the hose and after removing the locking pin of piercing device, the lever of piercing
device is to be lifted upwards to pierce the sealing disc. With the piercing of sealing disc,
Carbon dioxide gas passes through manifold hose. Here the grip valve require operation to
control the discharge of Carbon dioxide gas through extended applicator tube and the discharge
horn.
6.14.2
Dry powder extinguisher is operated by striking the knob, thereby piercing the
Carbon dioxide gas cartridge which releases Carbon dioxide gas to expel the dry powder on the
seat of fire.

6.15

Accessories: The following accessories shall be supplied alongwith each equipment:


(a)

A spanner, double ended, 30 mm for union nuts of hose, manifold etc.

(b)

Allen key, 3 mm for puncturing device.

(c)

A spanner for the cap of Extinguisher, Fire, Dry Powder, 2 kg.

LITERATURE

7.1
A set of the following literatures bound in durable waterproof cover duly approved
will be supplied alongwith the equipment, unless otherwise stated :(a) User Hand Book containing illustrations regarding inspection, normal
maintenance, storage, preservation and transportation.
(b) Illustrated parts list with price index.
(c) List of special maintenance tools, if any.
(d) Manufacturer's recommendations for spares for two years maintenance and spares
for one overhaul.
7.2
Three sets of above literature in the CQA (FE) formats which are obtainable from
them, shall be supplied to CQA (FE) for vetting purposes prior to final printing. After approval
of the above literature, four sets of printed literature will be supplied to the Quality Assurance
Authority.
7.3
In addition, the manufacturer/supplier shall submit manufacturing drawings,
specifications, technical data etc of any assemblies/sub-assemblies/components to CQA(FE) as
and when required for codification with regard to :(a) Physical characteristics.
(b) Performance characteristics.
(c) Standards to which items have been manufactured.
7.4
The drawings, technical data etc so provided will be used only for codification under
Defence Stores Codification System and returned to the manufacturer on completion.
8.

WORKMANSHIP AND FINISH

8.1
The workmanship of the equipment shall conform to best production standard of the
industry. External and other surfaces exposed to the operating personnel, shall be smooth and
edges rounded off.

8.2
Not withstanding the requirements listed in the preceding clauses, the supplier shall
ensure that whole of the equipment shall be complete with all fittings and accessories and any
other component/material though not sufficiently detailed in this specification for proper and
efficient operation of the equipment. The supplier shall not be liable for any extra
amount/charges in respect of such accessories/components required for efficient operation of the
equipment.
8.3

All fasteners/ hardware items used on the equipment shall conform to relevant IS
1363 (Part 1 to 3), IS 1364 (Part 1 to 5), IS 1365, IS 1366 and IS 6735 and shall be cadmium
plated/ galvanized as per IS 1572 and IS 2633 to prevent corrosion, unless otherwise specified.
8.5

Painting

8.5.1
Valves, applicator tube, manifold, union nuts and working parts shall not be painted.
The trolley shall be painted black. CO2 cylinders shall be painted with two coats of good quality
black paint with white or aluminium band as per IS 4379. Prior to painting, all surfaces shall be
thoroughly cleaned, free from rust, scale and grease, to have a smooth and even surface.
8.5.2
Extinguishers, Fire. Dry Powder, 2 kg shall be powder coated after phosphating/ zinc
plating as per Specification No. IND/ CQAFE/ PROV/ 0182-2003
9.

MARKING

9.1

Marking on Carbon Dioxide Cylinders

9.1.1
Stamping on Cylinder Head: The following shall be stamped on the cylinder head
to facilitate filling and recharging:(a)

Specification No. to which cylinder conforms.

(b)

Working pressure of cylinder.

(c)

Test pressure of cylinder (hydraulic stretch test).

(d)

The date of the last hydraulic stretch test which may be indicated by the month
and year or by year with a symbol to denote the quarter of the year.

(e)

Tare weight of cylinder.

(f) The name or the chemical symbol of the gas to be filled in the cylinder.
(g)

Water capacity of the cylinder.

(h)

Mass of empty cylinder.

(j)

Gross mass of the cylinder.

(k)

Manufacturer's serial No. of the cylinder.

(l)

Manufacturer's identification marks.

9.1.2
Marking on Cylinder Body: The following information shall be provided on the
cylinder body in a sticker form: (a)

Manufacturer's/contractor's trade mark or name.

(b)

The words "EXTINGUISHER, FIRE, CARBON DIOXIDE'.

(c)

Capacity.

(d)

Suitability of Classes: 'B', 'C' and 'Electrical' fires.

(e)

A declaration to the effect that the extinguisher has been approved by Chief
Controller of Explosives, Government of India, Nagpur.

(f)

The words 'RECHARGE AFTER USE'. Check the mass every year. If the
mass is less than 10% or more, send it for recharging.

(g)

Year of manufacture.

(h)

Tabulated space on the remainder of face of the label and on the reverse side
shall be provided for periodical weight recording.

9.1.3
The cylinders shall be marked with a 'BROAD ARROW', size 19 mm, by means of
stencil or transfer on the accepted stores.

PRE-INSPECTION OF STORES/CONSIGNMENT

10.1
Manufacturers/ suppliers shall satisfy themselves that the stores are in accordance
with the terms of the contract and fully conform to the required specification by carrying out a
thorough pre-inspection of each lot before actually tendering the same for inspection to the
Quality Assurance Officer nominated under the terms of the contract. A declaration by the
contractor that necessary pre-inspection has been carried out on the stores tendered, will be
submitted alongwith the challan. The declaration will also indicate the method followed in
carrying out pre-inspection showing the features checked/tested and will have the test certificate
attached to the challan/declaration.
10.2
If the Quality Assurance Officer finds that pre inspection of the consignment as
required above has not been carried out, the consignment is liable for rejection.
11.

QUALITY ASSURANCE

11.1
The contractor shall extend to the Quality Assurance Authority or his authorized
representative, free of charges, all reasonable facilities for inspection and testing of stores for
satisfying himself that the stores are manufactured in accordance with this specification and for
this purpose, the Quality Assurance Authority or his authorized representative, shall have free
access to the contractor's or sub-contractor's works at all times during the run of contract. The
contractor shall notify to the Quality Assurance Authority of all sub-contracts placed by him and
provide inspection facilities for all stores so sub-contracted.
11.2
No deviation shall be accepted from the governing specification without concurrence
in writing of the Quality Assurance Authority. The contractor shall remain responsible for
quality/quantity in any fabrication done by the sub contractors.
11.3

Advance Sample

11.3.1
After an order is placed, the firm shall submit two advance samples, complete in all
respect, alongwith draft literature (3 sets), to the Quality Assurance Authority viz. CQA (FE),
Aundh Camp, Pune - 411 027 for necessary tests, trial and approval. Bulk production shall
commence only on approval of the advance sample.

11.4

Bulk Supply

11.4.1
The bulk supply shall be inspected by the Quality Assurance Officer or his authorised
representative at the firms premises.
11.4.2

The equipment shall be tested as per test schedules at Appendix `A` and Appendix

WARRANTY

12.1
The equipment shall be supplied against warranty as per contractual documents. In
case of absence of such stipulation in the contract, the warranty as per clause 12.2 shall apply.
12.2
The stores supplied shall be deemed to bear a warranty of the contractor against
deterioration, defective material, workmanship and performance for a period of 12 months from
the date of receipt of the stores at consignee`s end. If, during this period, the stores supplied are
found by the consignee to be defective in performance or deteriorated, the same shall be replaced
immediately and in any case, not later than 30 days from the date of receipt of complaint from
the consignee, with the serviceable stores, free of any charges at site.
13.

PACKAGING

13.1

The following materials shall be used for the packing of store:Materials

(b) Paper, wrapping, waterproof, plain

(c) Twine, jute or any other jute

IS 1912.

(d) Cushioning material (straw paddy/ dry

(e) Labels, Card boards, 100 x 50 mm, tie on


tag.
13.2

Method

13.2.1

The extinguisher shall be delivered in new, clean and dry condition.

13.2.2

All rubber components shall be liberally dusted with chalk, french.

13.2.3
The spanners and allen keys shall be wrapped with paper, wrapping, waterproof, plain
and tied to the clamp of extinguisher with twine jute.

13.2.4
Cushioning material of suitable thickness shall be provided around the body of
extinguishers in such a way so as to ensure that there is no chance of any damage, whatsoever,
occuring to the extinguisher during transit. The extinguisher shall then be sewn with cloth,
hessian. The wheels shall be free from any packing so as to enable the extinguisher to be easily
moved around as and when required.
13.2.5
Before sewing, each extinguisher shall be identified by a label, card board, 100 x 50
mm affixed by means of tie-on-tag on which shall be entered the Defence Stores Catalogue No.
and the description "Extinguisher, Fire, Twin, 6.5 kg, Carbon dioxide, Portable, Trolley
Mounted, Mk - 2.
13.2.6

Each unit shall be packed separately.

13.3
Marking: Before despatch each package shall be legibly and indelibly marked with
the following information:(a)

Nomenclature of the store viz. Extinguisher, Fire, Twin, 6.5 kg, Carbon dioxide,
Portable, Trolley Mounted, MK - 2.

(b)

Defence Stores Catalogue No. 4210-000 228

(c)

Contract No. and date.

(d)

Name and address of the consignee.

(e)

Gross mass of the package.

(f)

Number of individual package and total number of packages in the consignment


e.g. 1 of 4, 2 of 4, 3 of 4 and 4 of 4, where the consignment consists of 4
packages.

(g)

Month and year of packing.

(h)

Name and address of the manufacturer/contractor.

Note: Minimum requirements for packing are stipulated above. However, this shall
not absolve the contractor from his responsibility for the packages to
withstand the hazards of rail/road transit. This is a contractual requirement for
delivery of the store in good condition to the consignee. Any additional
safeguard considered necessary may be added by the contractor.
