The Indian Judicial System has felt an exigency of revamping its operation; optimize the use of

its personnel and causing an overhaul in its management by utilizing the wherewithal of the
available Information and Communication Technology (ICT) to its fullest possible extent.
Modern India, while it has the same legal structure in which the British system continued to a
major extent, through ICT has virtually paved a new line of thinking in modernizing Indian
judicial system. The idea behind this approach as suggested by E-Committee under the
Chairmanship of Dr. Justice G.C. Bharuka is to amplify judicial efficiency, qualitatively and
quantitatively, as well as to imbibe certain characteristics such as affordability, accessibility, cost
effectiveness, transparency and accountability to the National Policy on computerization of
justice delivery system. Also, he Operation of digitization is set with an objective to formulate
such an information gateway providing exchange of information between the courts and different
Government departments or public agencies. The Law Commission of India, in August 2009,
suggested digitalization of records and use of new packages like database, ERP tools and court
management practices to improve the productivity and efficiency of the courts. In pursuance to
the objectives set to achieve, The Department of legal Affairs under Ministry of Law & Justice
has launched Legal Information Management & Briefing System (LIMBS) so as to monitor the
conduct of cases on behalf of the Union and Organizations, Departments under the
administrative control of Central Government.
The paper proposes to have a deliberation under three different heads such as a study with
reference to contemporary legal framework in India, how it has to evolve in the future; and
ultimately to provide suggestions in relation to making computerization in judiciary an effective
mechanism to bring down the pendency of cases and to reduce the delay.
