NGP-PQPM Summary of Accomplishments

A. Production of Quality Planting Materials


With the implementation of the National Greening Program (NGP), the
Ecosystems Research and Development Bureau (ERDB) was tasked to oversee and
lead in the production of quality planting materials (PQPM). To support the
production of quality planting materials, clonal nurseries and facilities were
rehabilitated and/or established nationwide. A total of 22 clonal nurseries and
facilities were established and managed by ERDB and its Research Centers. The
establishment of the clonal facilities will ensure the production of quality planting
materials and would cater the need of the increasing demand for superior seedlings
for the NGP and future forest rehabilitation and restoration activities of the
government.
From 2011 to 2015, ERDB and its Research Centers were able to produce a total
of 92,043,481 planting materials sourced from identified and selected mother trees
(seeds and wildlings) and hedge gardens (clones). Below is the annual summary of
the production of ERDB and its Research Centers from CY 2011 to 2015.

Aside from the DENR-managed clonal facilities, state universities and colleges
(SUCs) were tapped to augment the production of quality planting materials through
a partnership to establish a clonal facility and nursery. To date, a total of 27 partner
SUCs were provided each with PhP 3.5 million funding to establish such facility in
support of the NGP. The SUCs were selected as partners because of their multiple
functions (instruction, research and extension) which are needed in the
development and transfer of technologies to the different stakeholders.
B. Establishment and Management of Seed Sources
To ensure sufficient supply of planting materials for the NGP, Seed Sources (Seed
Production Areas and clusters of Individual Plus Trees) were established in the 75
provinces of the country. The establishment of the seed sources was based on the
criteria under the DENR Administrative Order (DAO) 2010-11. Based on the
validation of ERDB, thirty-one (31) provinces opted to establish a 4-hectare (ha)
contiguous area for SPA, while 44 provinces opted to establish clusters of Individual
Plus Trees.

The collected seeds from these seed sources will be used by the respective
Provincial/Community
Environment
and
Natural
Resources
Offices
(PENROs/CENROs). The seed sources will also supply the seed requirement of the
five (5) established modernized and mechanized forest nurseries (MMFN) in selected
provinces of the country. Before the seeds are disposed, it will pass through series
of processes to be done by the established Forest Tree Seed Centers (FTSC) which
are managed by ERDB. Samples of seeds collected will pass through the process of
Seed Technology to ensure superior quality and will be certified under the guidelines
provided in DAO 2010-11.
C. NGP Baseline Information Establishment
Given the magnitude of NGP, it is crucial to determine if such program made a
mark on the lives of the affected communities and have improved the
environmental condition of the country, particularly the forest ecosystem. It is in
this context that Benchmarking/Baselining of NGP sites nationwide was conducted
to monitor and establish the activities, inputs, outputs and overall objectives of the
program. From 2013 to 2015, a total of 80 NGP sites have been identified and
selected have been assessed.
D. Production and Promotion of Hi-Q VAM1 Mycorrhizal Inoculant
Recognizing the importance of the survival and performance of planted
materials, the DENR has adopted ERDBs mycorrhizal technology in the production
of quality planting materials. ERDB has partnered with Natural Resources
Development Corporation (NRDC) in the implementation of activities related to
mycorrhizal inoculation. This will ensure the continuous supply of mycorrhizal
inoculants to improve the quality of seedlings in support to NGP.
A total of four (4) production facilities were established to mass produce the
mycorrhizal inoculants to be distributed and utilized in the production of quality
planting materials.

However, only the production facility at UPLB S&T Park is operational. The other
facilities are currently not operational due to non-submission of NRDC of the
liquidated and audited financial reports for FY 2012-2013. This hampered the
production of mycorrhizal inoculants. Upon several consultation meetings, NRDC
agreed to hand-over the operation of the three (3) production facilities to ERDB. As
part of the catch-up plan for the delay in the production, ERDB will shoulder the 200
tons allotted target under NRDC. For 2016, ERDB will facilitate the
operationalization of all production facilities.
From 2014 to 2015, ERDB and NRDC were able to produce a total of 1,479 tons
of Hi-Q Vam1 inoculants. This excludes the 175 tons of MYKOVAM procured from
UPLB-Biotech in CY 2012-2013.
E. DENR-DND Bamboo Plantation Project
As part of the National convergence Initiative, ERDB has partnered with the
Department of National Defense (DND) through a Memorandum of Agreement
(MOA) to implement a project on bamboo in support of the NGP. The MOA was
signed in 11 June 2013 at Fort Ramon Magsaysay, Laur, Nueva Ecija. The project
aims to produce planting materials of bamboo and establish a plantation within the
reserved area of the Philippine Army at Fort Ramon Magsaysay. To date, a total of
47,440 bamboo propagules were planted in a total land area of 320.96 hectares.
The bamboo species identified to be produced and planted were kawayan-tinik
(Bambusa blumeana Schult.f.), bayog (Bambusa merrilliana), kawayan-kiling
(Bambusa vulgaris Schrad.) and giant bamboo (Dendrocalamus asper (Schult.)
Backer).
