Change Request in the field of the project management is a formal proposal to mo
dify or to alter any deliverable, document, plan, baseline, functionality or des
ign. By other words a formal document that appeals adjustment to an approved ite
m that shows that it is no longer valuable or applicable by its current feature,
or this current feature will not lead to achieve one or more of the essential o
r interim project objectives.
Need for changes in the project is inevitable in spite of the hard striving for
proper planning and for completing the project as per scope, schedule and budget
. So managing the need for changes and managing the changes themselves is a core
part of the project management. Therefore a professional project manager plans
in advance for how better deal with the need for change and how better manage ch
ange requests as well as how better manage and review approved or rejected chang
e requests, and that should be stated explicitly mainly in the Change Management
Plan and partially in the Quality Management Plan and Procurement management pl
an.
So, why changes are needed in the project management? I can say simply changes a
re needed to realign the project route to the way that will achieve the objectiv
es that the project was initiated for. Changes may be requested for many reasons
those can be technical, financial, administrative or even political. And I thin
k the most common reasons those initiate the need for changes are, but not limit
ed to:
- Improper stakeholder identification which may leave some stakeholders with a s
ignificant influence unidentified, their influence and impacts may arise later c
ausing the need for change.
- Improper planning such as incomplete requirements collecting and improper stak
eholders engagement planning.
- Introducing of a new advanced technology.
- Engagement of a new contractor.
- Financial and budgeting problems.
- Risks reassessment.
Change requests can be submitted from many sources, internal to the project such

as the project manager or any entity within the project team, or external to th
e project such as the customer. So change might be requested from any stakeholde
r.
Change requests should be submitted as early as possible, once the change is ini
tially reviewed and confirmed that it deserves submission, it should be communic
ated through the formal procedure to the CCB. Early discovered and treated chang
es will reduce its negative impacts as well as late in dealing with changes will
magnify its associated impacts and then cost more or delay the schedule. Change
s should be submitted as soon as possible even if the request concerns a change
in a long term approved plan, by other words, the part needs to be changed exist
s far in the future in an approved plan, and then let the CCB decide. DO NOT NEG
LECT NECESSARY CHANGES even if it is along plan, because as we know it is an int
egrative effort and changes those needed in the future may lead to identify risk
s those may occur in the near term.
