The following defects were noticed during the inspection of the New electrical
installations of voltage exceeding 650V and up to and inclusive of 33KV at the premises at
M/s.TWAD Board, Booster Pumping Station at Muthampatty,Dharmapuri District under
Regulation 43 of Central Electricity Authority ( Measures relating to Safety and Electric Supply)
Regulations, 2010 on 12.01.2015. All the defects should be rectified as per Regulation 29(1) of
Central Electricity Authority ( Measures relating to Safety and Electric Supply) Regulations,
2010 and item wise rectification report for all the defects should be sent directly to the chief
Electrical Inspector to Govt.,Chennai-32 with copy to this office.
DEFECTS
1. Suitable earthed cradle type guarding should be arranged to be provided for the incoming
spans of suppliers HT OH lines inside the premises, in consultation with the TANGEDCO
Authorities.

2. The height of coping provided for the RSJ poles of DP structure is not adequate. Concrete
coping to a height of 45 cms should be provided for the RSJ poles of DP structure.

3. At the DP structure, one end of the HT lightning arrester earth flat is left free. The said free
end of the HT lightning arrester earth flat should be supported and clamped to the cross
channel at the structure using suitable insulator supports.

4. Lighting arrangement is not available for the point of supply DP structure yard. Adequate
lighting arrangement in a permanent standard manner should be provided for the DP
structure yard.

5. Inspection man hole and vent pipe is not available in the oil soak pit provided for the 4 MVA
Transformers. Inspection man hole and vent pipe should be provided in the oil soak pit of 4
MVA Power Transformers.

6. The earth connections provided for the draw out rails of individual VCB units in the 12 KV
(adopted for 6.6KV system) Indoor HT switch Gear Panel is not continuous. A continuous
earth connection should be provided for the said draw out rails of the VCB units.

7. Protection class neutral CT of suitable ratio should be provided in the neutral earthing
circuit of 200 KVA Auxiliary Transformers and wired to the earth fault relay provided in the
LT Switch Gear Panel.

8. The 400 A 4 Pole fixed type MCCBs provided for incomer and bus coupler at the LT switch
gear panel should be replaced by 400 A 4 pole Draw out type MCCBs ,as stipulated in the
drawing scrutiny specific condition item No.16.

9. The metallic base plate on which the incoming and outgoing control MCCBs are mounted in
the 415 V LT Switch Gear panel is not connected to earth. They should be connected to earth
effectively by extending the horizontal earth bus running inside the said LT switch gear
panel up to the mounting base plate.

10. The individual capacitor units of the APFC capacitors are not connected to earth. They
should be connected to earth effectively with adequate size continuous earth leads.

11. The metallic cable glands of supply cables at all the cable terminations are not connected to
earth. The metallic cable glands of supply cables at all the terminations should be connected
to earth effectively.

12. Only 4 core earthing alone is available for the MV motors fed from 415 V LT switch gear
panel. One more external earth connection with adequate size earth leads should be provided
for all the above said motors and double earth connections ensured.

13. Lightning protection should be provided for the building as per BIS standards, as stipulated
in the drawing scrutiny specific condition item No.20.

14. Adequate rated contactors should be provided for the terminal capacitors and interlocked
with starters in such a way that the capacitor will be disconnected while pump motor is
switched OFF, as stipulated in drawing scrutiny specific condition item No.14(b).

15. The calculation arriving NGR for the 4 MVA Transformers should be sent and to comply the
drawing scrutiny specific condition item No.11.

16. The adequacy of 3 C x 240 sq mm CU.XLPE cable provided at the secondary side of the
4000 KVA Transformer should be substantiated with calculations, as stipulated in the
drawing scrutiny specific condition item No.12.

17. The adequacy of 800 A VCBs provided as the incomers of 6.6 KV panel should be
substantiated in respect of short circuit current, and to comply the drawing scrutiny specific
condition item No.13.

18. The topo plan showing the consumer premises distinctly coloured,adjacent plot details with
SF numbers, public road approaching main entrance of the premises, near by suppliers OH
line etc.,should be sent as stipulated in drawing scrutiny specific condition item No.2.

19. Adequate draw out type VCB should be provided near the DP structure as per regulation
35(2) of CEA (MSES) Regulations,2010.Further,AB switch at the DP structure should be
interlocked with the near by breaker in order to ensure no load operation of the AB switch
and to comply the drawing scrutiny specific condition item No.3.

20. Fool proof mechanical interlocking arrangement should be provided between the various
incomers and bus coupler at 33 KVpanel,6.6 KV panel and LT switch gear panel, as
stipulated in the drawing scrutiny specific condition item No.5.

21. The appointment particulars of the electrical supervisor Thiru.S.KalaiMani should be sent
for reference.

22. The original manufacturer test certificate of all the HT equipments and the purchase invoice
details of the HT cables should be forwarded to the chief Electrical Inspector to Govt.,
Chennai-32 for acceptance.

23. The actual inspection fee works out to Rs.17, 640/-.Since an advance inspection fee of
Rs.15, 000/- is received, the balance inspection fee of Rs.2, 640/- should be remitted and the
original remitted Chelan sent.

1. The drawing proposal was scrutinized and report issued in CEIGs letter no. DAR 531 /
CEIG / D3/ Drawing/2014, Dt. 14.08.2014
Specific Condition item No.1, 3, 6, 7, 8, 9, 10, 14(a), 15, 17, 18 & 19 were found complied
with.
Specific condition item No.2, 4, 5, 11, 12, 13, 14(b), 16 &20 are yet to be complied. Vide
D/R.
Regarding specific condition item No.4, the distance between the point of supply DP
structure and 33 KV Indoor HT switch Gear room is 11 Mts.

2. The electrical installation works were carried out by the electrical contractor M/s.Devishree
Karumari Amman Enterprises, Paramakudi holding EA No.2707 valid up to 10.04.2017
under the Supervision of Thiru.N.ThirupathyRaja holding SCC-19491 valid up to
14.01.2019.
3. The electrical supervisor Thiru.S.Kalaimani holding C -45648 / 18.11.2018 was present
during the inspection.
4. The manufacturer test certificate of all the HT equipments are yet to be got accepted. Vide
D/R.
5. The inspection fee works out to Rs.17, 640/-. Advance received Rs: 15, 000/- (Ch No: 007
Dt: 05.01.2015 at SBI / T.L.Chennai. Balance Rs.2, 640/-.Vide D/R.
6. Suppliers side Defects: Communicated separately.
7. Inspection Report and List of equipments inspected are enclosed herewith.
